Am 23. September hat der Kantonsrat über den zweiten Teil der Steuervorlage 17 entschieden. Der Gewinnsteuersatz soll für Unternehmen von 7 auf 6 Prozent gesenkt und auf die Erhöhung der Dividendenbesteuerung verzichtet werden. Es ist hinlänglich bekannt, dass Kantone wie Basel-Stadt, Waadt oder Genf, deren Steuersätze früher über dem Zürcher Niveau lagen, ihre Unternehmenssteuern stark reduziert haben und Zürich sich auf dem zweitletzten Platz mit über 20% Gesamtsteuerbelastung knapp vor Bern wiederfindet. Der aktuelle Parlamentsentscheid ist überfällig und nötig.

Die HAW Winterthur unterstützt gleich wie die Zürcher Handelskammer die Steuervorlage 17 uneingeschränkt. Der Wirtschaftsmotor der Schweiz verliert netto mehr Unternehmen durch Wegzug als neue zuziehen. Im Kantonsrat hat sich auch Thomas Anwander, Präsident der HAW für die Anpassung stark gemacht und diese am Beispiel Winterthurs begründet. Es ist kein Geheimnis, dass der Winterthurer Stadtrat die heutige Steuervorlage in der Vernehmlassung abgelehnt hat und es ist anzunehmen, dass er sich auch einem Abstimmungskampf gegen diese Vorlage aussprechen wird. Aus Sicht der lokalen Steuerzahler ist allerdings die Standortattraktivität für Unternehmen wichtig.

Der Ertrag der Unternehmenssteuer hängt nicht nur vom Steuersatz ab, sondern auch vom Steuersubstrat. Mit dem Wandel von einer Industrie- zur Dienstleistungsgesellschaft sind Unternehmen leichtfüssiger geworden. Eine Forschungs- oder Verkaufsabteilung lässt sich leichter verschieben als produzierende Unternehmen. Der Wettbewerb für attraktive und profitable Unternehmen hat global aber auch innerhalb der Schweiz zugenommen. Die Konkurrenz des Wirtschaftsstandorts Winterthur ist nicht primär die Innerschweiz, sondern immer mehr die Kantone St. Gallen, Thurgau und Schaffhausen. Unternehmen machen sich durchaus Überlegungen, welche Standorte in steuerlicher Hinsicht attraktiv sind. 

Für alle Unternehmen, die Gewinne schreiben, sind Steuern ein Kostenfaktor, der bei Strategie- oder Investitionsentscheiden relevant ist. Betroffen sind nicht nur Grosskonzerne. Es fallen bereits Firmen mit über 750 Mio. CHF Umsatz unter die OECD-Mindestbesteuerung: Für diese gelten wie allgemein bekannt andere Regeln. Es geht bei der Diskussion steuerlicher Standortattraktivität auch nicht um den Verkaufsladen oder ein Startup in der Gründungsphase. Beide zahlen in der Regel wenig Steuern. Abgesehen von den Unternehmen, die unter die OECD-Mindestbesteuerung fallen, sind für den Steuerertrag von juristischen Personen insbesondere diejenigen Unternehmen relevant, die einen Umsatz in der Grössenordnung von CHF 10 Mio. und mehr erzielen sowie auch über eine entsprechende Profitabilität verfügen. 

Diese Unternehmen darf Winterthur nicht an die anderen Kantone verlieren. Natürlich gibt es auch andere Standortvorteile neben der Steuerbelastung, wichtig ist dabei insbesondere die Verfügbarkeit von freien Flächen, gute Verkehrsanbindung und rasche Baubewilligungsverfahren. Es darf gezweifelt werden, ob der Kanton Zürich im Vergleich zu anderen Kantonen wirklich einen Wettbewerbsvorteil hat, womit das Thema Steuern wieder relevant ist. 

Die Gefahr für Winterthur besteht nicht darin, dass es kurzfristig zu Steuerausfällen kommt, sondern dass wenn diese Steuervorlage abgelehnt wird, das Steuersubstrat kleiner wird, weil andere Kantone attraktiver sind und weiter schleichend ein Wegzug von profitablen Firmen weg von Winterthur in diese Regionen stattfindet. Dieser Effekt betrifft nicht nur die Region Winterthur sondern den ganzen Kanton Zürich. Aus diesen Gründen ist diese Steuervorlage richtig und wichtig.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
