Die Fronten waren geklärt: Hier die bürgerlichen Kräfte, die vom «nachhaltigen Umgang mit dem Steuerhaushalt» sprechen – dort die linke Ratsseite, die jede Einsparung als Majestätsbeleidigung der Verwaltung empfindet und lieber von «Minderausgaben» schwurbelt. Dabei muss eines in aller Deutlichkeit gesagt werden, auch wenn der Stadtrat sich gerne hinter seinen Buchgewinnen versteckt: Mit buchhalterischen Aufwertungen werden keine Rechnungen bezahlt. Was zählt, ist der Cashflow, und hier hat das Parlament gestern endlich Verantwortung übernommen. **«Ungewöhnliche Allianz» spart bei der Strasse** Dass Sparen möglich ist, wenn man nur will, zeigten gestern ausgerechnet die Grünen. In einer seltenen Eintracht stimmten sie mit den Bürgerlichen für die Streichung der Sanierungskredite an der Tössertobel- und Gütlistrasse. Zwar trieb die Grünen dabei nicht die finanzpolitische Vernunft, sondern die Sorge um die Bodenversiegelung – aber wir nehmen das Resultat gerne: Eine knappe Million Franken gespart. So sieht pragmatische Finanzpolitik aus, auch wenn die SP als einzige dagegenhielt. **Logik-Lücken im Bau-Departement** Besonders tief blicken liess die Diskussion um die externen Berater im Städtebau. Die bürgerliche Allianz strich hier konsequent 200’000 Franken. Die Begründung von Bauvorsteherin Christa Meier (SP) gegen die Kürzung war dabei fast schon unfreiwillig komisch: «Wenn wir mehr arbeiten, arbeiten wir auch mehr mit Externen zusammen.» Da müssen wir vehement widersprechen: Wenn der Personalbestand in der Verwaltung stetig wächst, erwarten wir, dass Kompetenzen *intern* abgedeckt werden und nicht zusätzlich teure Berater eingekauft werden. Das ist doppeltes Ausgeben von Steuergeldern. **Keine neuen Stellen auf Vorrat** Auch in der Verwaltungsorganisation setzte das Parlament den Rotstift an – und zwar zurecht: - **Soziales:** Keine neuen Stellen für Berufsbeistandschaften (Einsparung: 390'000 Franken). Effizienzsteigerung vor Stellenaufbau lautet die Devise. - **Stadtkanzlei:** Die neue Stelle für einen «Prozessmanager» wurde gestrichen. Prozesse zu managen ist Führungsaufgabe der Linienvorgesetzten, dafür braucht es keine neuen Stabsstellen. - **Sportamt:** Auch hier eine Kürzung um 200'000 Franken. Symbolpolitik, wie die von der SP geforderte gezielte Förderung einzelner Sparten (Mädchenfussball), wurde abgelehnt. Sportförderung ja, aber nicht als politischer Spielball. **Das Fazit: Ein Erfolg mit Warnhinweis** Am Ende des Abends stehen Einsparungen von **5,5 Millionen Franken** in der Erfolgsrechnung. Das ist ein starkes Signal der bürgerlichen Mehrheit. Die Angriffe von Links, die EVP und GLP als «Wetterfahnen» bezeichneten, zeigen nur eines: Der Frust sitzt tief, dass die bürgerliche Mitte endlich wieder geschlossen agiert. Wir haben den Finanz- und Aufgabenplan zwar negativ zur Kenntnis genommen – ein klares Misstrauensvotum an die langfristige Planung des Stadtrats. Doch machen wir uns nichts vor: Auch mit diesen Korrekturen bleibt das Budget 2026 wirtschaftlich untragbar. Es ist reine Schadensbegrenzung; die strukturellen Defizite sind damit noch lange nicht vom Tisch. Wir bleiben dran. Zum Schluss noch dies Auf Nachfrage bei Dr. Ralph Peterli, Geschäftsführer der HAW meint dieser trocken: Linke Kreise sprechen von Rotstiftallianz, der Landbote von Sparallianz. Diese Ausdrücke greifen viel zu kurz. SP-VertreterInnen äussern sich sogar, dass die Situation schlechter geredet werde als sie tatsächlich seie und dass sich die Kürzungen noch rächen werden. Letztendlich zeugen solche Aussagen von fehlendem Führungsanspruch und absolut fehlendem Verständnis von finanziellen Zusammenhängen. Die Winterthurer Stadtfinanzen müssen über Zeit um hunderte von Millionen saniert werden, um sich damit die Mittel für priorisierte Investitionen selber zu verdienen. Die Reduktion der Kostensteigerung um CHF 5.5 Mio. entspricht bei einem 1.74 Mrd.-Etat nicht einmal einer Rundungsdifferenz. Ihre Wurzeln gehen bis ins Jahr 1801 zurück.
