**Heute hat der Bundesrat kommuniziert, dass die intensiven Verhandlungen mit der Europäischen Union erfolgreich abgeschlossen wurden. Die Arbeitgeber begrüssen diese durch den Bund erzielten Fortschritte. Sie werden das Verhandlungsergebnis und die innenpolitische Umsetzung, sobald beides vorliegt, vertieft prüfen. Für die Arbeitgeber ist es zentral, das Verhältnis zwischen der EU und der Schweiz wieder auf ein stabileres Fundament zu stellen und damit für Planungssicherheit zu sorgen.**

Die EU ist nicht nur unsere wichtigste Handelspartnerin, es verbinden uns auch die zahlreichen gemeinsamen kulturellen, sozialen und politischen Werte. Gerade auch aufgrund des guten Zugangs zum EU-Binnenmarkt und der erfolgreichen bilateralen Beziehungen geniesst die Schweiz heute wirtschaftlichen Wohlstand. Es ist von grossem Wert, wenn dieser erfolgreiche, bilaterale Weg als Erfolgsmodell weiterhin erhalten bleibt. Der bilaterale Weg der Schweiz mit der Europäischen Union (EU) ist für beide Seiten bislang eine grosse Erfolgsgeschichte.

Der Abschluss der Verhandlungen für die Bilateralen III markiert einen wichtigen Schritt in Richtung einer nachhaltigen Sicherung dieses bewährten Wegs. Es ist ausdrücklich zu begrüssen, dass die langen, intensiven und harten Verhandlungen mit der EU nun abgeschlossen werden konnten.

**Lohnschutzniveau erhalten – ohne den liberalen Arbeitsmarkt zu schwächen**

Im Kontext der Personenfreizügigkeit mit der EU hat für den Schweizerischen Arbeitgeberverband (SAV) der Erhalt des aktuellen Lohnschutzniveaus grösste Bedeutung. Das erarbeitete dreistufige Absicherungskonzept ermöglicht es der Schweiz, die spezifischen Schutzmechanismen auch künftig aufrechtzuerhalten. Dieses Konzept enthält Prinzipien zum Lohnschutz, die von der EU anerkannt werden, und eine Non-Regression-Klausel, die das heutige Schweizer Lohnschutzniveau vor einer Verschlechterung durch zukünftige Rechtsentwicklungen schützt. Die Arbeitgeber stellen fest, dass mit den vorgeschlagenen Massnahmen das bisherige Lohnschutzniveau gehalten werden kann.

Der liberale Arbeitsmarkt ist einer der grossen Trümpfe der Schweizer Wirtschaft. Ein solcher Markt sichert die notwendige Flexibilität für Unternehmen und fördert deren Investitionsbereitschaft. Es gilt, ihn unter allen Umständen zu schützen. Bezüglich der Verhandlungen mit der EU setzten sich die Arbeitgeber daher für Rahmenbedingungen ein, die diese Flexibilität erhalten und gleichzeitig den Lohnschutz gewährleisten.

Die Arbeitgeber, welche als Sozialpartner eng in die Gespräche rund um den Arbeitsmarkt einbezogen wurden, werden das vorliegende Ergebnis vertieft prüfen, sobald die konkreten Inhalte des ausgehandelten Pakets im Detail und der Vorschlag für die innenpolitische Umsetzung bekannt sind. Sie sind grundsätzlich starke Befürworter einer Weiterführung der Bilateralen – aber nicht um jeden Preis. Es gilt, den liberalen Arbeitsmarkt unter allen Umständen zu bewahren. Insbesondere lehnen die Arbeitgeber einen Ausbau des Kündigungsschutzes und eine erleichterte Allgemeinverbindlicherklärung von Gesamtarbeitsverträgen ab.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
