**Das bundesrätliche Paket auf sektorieller Grundlage ist geeignet, um den Gesprächsfaden mit der EU zu den bilateralen Verträgen wiederaufzunehmen. Die Arbeitgeber begrüssen die beabsichtigten Sondierungsgespräche mit der EU sowie den frühzeitigen Einbezug der Sozialpartner.**

Der Bundesrat hofft, mit einem breiten Paket die festgefahrene Situation in der Europapolitik zu deblockieren. An seiner europapolitischen Klausur hat er die Stossrichtung für ein [Verhandlungspaket mit der EU](https://www.admin.ch/gov/de/start/dokumentation/medienmitteilungen.msg-id-87349.html) verabschiedet. Dabei hat er sich für einen vertikalen Ansatz entschieden, wonach vor allem institutionelle Fragen in den einzelnen Binnenmarktabkommen verankert werden sollen. Im Rahmen von solch sektoriellen Abkommen sollen namentlich die dynamische Rechtsübernahme, die Streitbeilegung sowie Ausnahmen und Schutzklauseln verankert werden.

Als mögliche Teile des Pakets bezeichnet der Bundesrat neue Binnenmarktabkommen in den Bereichen Strom und Lebensmittelsicherheit sowie Assoziierungsabkommen in den Bereichen Forschung, Gesundheit und Bildung. Zudem ist der Bundesrat bereit, im Rahmen des Verhandlungspakets eine Verstetigung des Schweizer Beitrags zu prüfen.

Der Schweizerische Arbeitgeberverband (SAV) begrüsst den Neuanlauf des Bundesrats zu Sondierungsgesprächen. Der Verband hatte sich bereits im Vorfeld für einen sektoriellen Ansatz ausgesprochen und empfohlen, ein Vorgehen anhand von zwei Verträgen, einem bestehenden sowie an einem neuen Abkommen, zu wählen. Mit einem solchen Ansatz könnten pragmatische Lösungen in weniger kritischen Dossiers gefunden werden. Bei der Mehrheit der Verträge ist nämlich weder die dynamische Rechtsübernahme noch die Streitbeilegung heikel. Schwierig ist die Situation nach Einschätzung des SAV insbesondere im Bereich der Personenfreizügigkeit.

Die vom Bundesrat gewählte Vorgehensweise, den Sozialpartnern und Kantonen unter der Federführung von Alt Staatssekretär Mario Gattiker diesbezüglich Lösungsansätze zu unterbreiten, wird von den Arbeitgebern begrüsst. Damit ist gewährleistet, dass in Brüssel bloss Lösungen verhandelt werden, die innenpolitisch breit abgestützt sind. Keine Einwände haben die Arbeitgeber dagegen, weitere Themen wie eine Verstetigung des Kohäsions- und Migrationsbeitrages sowie Angleichungen des Schweizer Rechts an EU-Recht zu prüfen, wenn dies im gegenseitigen Interesse liegt.

Der SAV ist zuversichtlich, dass dieses Vorgehen auch bei der EU auf Anklang stösst. Ebenso wie die Schweiz hat die EU ein Interesse an einer geregelten Beziehung zur Schweiz. Immerhin ist die Schweiz ein wirtschaftlich sehr wichtiger und nachweislich zuverlässiger Partner. Zudem hat die Gemeinschaft anderweitig zahlreiche innenpolitische und aussenpolitische Baustellen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
