Der Bundesrat hat heute die Vernehmlassungsvorlage zu den Bilateralen III veröffentlicht. Die Vernehmlassung dauert bis Ende Oktober. Mit dem Start der Vernehmlassung liegen alle Fakten für eine fundierte Diskussion auf dem Tisch.

​Bilateraler Weg hat sich bewährt ​  
Für die Wirtschaft ist klar: Die bilateralen Verträge haben der Schweiz in den vergangenen Jahrzehnten Wohlstand und Sicherheit gebracht. Dies zeigen auch die heute publizierten Studien. Ein Wegfall der Bilateralen I würde gemäss [Ecoplan-Studie](https://backend.europa.eda.admin.ch/fileservice/sdweb-docs-prod-europaedach-files/files/2025/06/11/f578d796-6e99-44b6-945d-687374b1cb97.pdf) zu einer erheblichen Schwächung der Schweizer Wirtschaft und zu Einkommenseinbussen bei der Schweizer Bevölkerung führen. Das Schweizer Bruttoinlandprodukt (BIP) würde im Jahr 2045 ohne die Bilateralen I und bei einer Rückstufung im Bereich Forschung auf den Status eines nicht-assoziierten Drittstaats um 4,9 Prozent tiefer ausfallen. ​

Der bilaterale Weg hat sich als massgeschneiderte Lösung für unser Land erwiesen. Mit dem neuen Paket bietet sich der Schweiz die Chance, den bilateralen Weg zu sichern und weiterzugehen. Gerade auch in Anbetracht der geopolitisch unsicheren Zeiten sind verlässliche Beziehungen zur EU als wichtigste Handelspartnerin von grosser Bedeutung.

Vertiefte Prüfung des Vertragspakets  
economiesuisse hat im vergangenen Februar basierend auf den bisher bekannten Inhalten des aussenpolitisch ausgehandelten Vertragspakets ein erstes positives Fazit zum Paket gezogen: Mit der Aktualisierung der bestehenden Binnenmarktabkommen kann der Zugang zum EU-Binnenmarkt langfristig auf solide Beine gestellt werden. Die Programme zur Zusammenarbeit in ausgewählten Bereichen, insbesondere in der Forschung und Entwicklung über Horizon Europe, und auch das Stromabkommen bewertet economiesuisse ausdrücklich positiv. Die Wirtschaft begrüsst auch, dass im Abkommen über die Personenfreizügigkeit eine eigenständige Schutzklausel ausgehandelt werden konnte. Diese bildet die Grundlage, damit die Schweiz bei schwerwiegenden Problemen bei der Zuwanderung Massnahmen ergreifen kann. 

Für die Gesamtbeurteilung des Vertragspakets ist die innenpolitische Umsetzung des Vertragspakets entscheidend. Klar ist dabei: Der flexible Arbeitsmarkt steht nicht zur Disposition.

Stellungnahme zum Gesamtpaket im Sommer  
economiesuisse wird die heute publizierte Vernehmlassungsvorlage nun umfassend analysieren und strebt an, vor der Sommerpause eine Beurteilung vorzunehmen. Dabei legt economiesuisse Wert auf eine fundierte Diskussion und einen breiten Einbezug aller Mitglieder, welche im Rahmen der Vernehmlassung konsultiert werden.​[tel:+41%2044%20421%2035%2030](tel:+41%2044%20421%2035%2030)

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
