Wertvolle Vorarbeiten, wie etwa die Deloitte-Studie, liegen in der Schublade, finden aber keinen Eingang in das Regierungshandeln. Öffentlich ist leider nicht bekannt, was die Stadt mit ihrer Wirtschafts- oder Standortstrategie konkret vorhat. Stattdessen sehen wir uns mit hausgemachten Belastungen konfrontiert: Verkehrsprobleme, Kostensteigerungen und eine Wohnbaupolitik, die ideologische Grabenkämpfe über pragmatische Lösungen stellt. **Der teure Preis der Passivität** Winterthur existiert nicht im luftleeren Raum. Wir stehen im harten Wettbewerb mit Zürich, aber auch mit steuergünstigen Standorten wie Frauenfeld und Schaffhausen. Ein Blick in den Kanton zeigt, was möglich wäre: Das Beispiel Dübendorf vs. Uster beweist, dass eine aktive Steuerpolitik funktioniert. Dübendorf kommt mit einem deutlich tieferen Steuerfuss aus und belastet seine Steuerzahler massiv weniger als das vergleichbare Uster. Winterthur bewegt sich mit seinen hohen Steuern und den – im Vergleich ebenfalls überproportional hohen – Strompreisen gefährlich nahe an der Schmerzgrenze für das Gewerbe. **Lichtblick: Das Parlament greift ein** Vor diesem Hintergrund war das Eingreifen des Parlaments gestern Abend vital. Die Streichung von Stellen in der "Schatten-IT" und die Kürzung bei externen Beratern sind richtige Schritte. Dass man Investitionen ohne Konzept (wie beim Sommertheater) stoppte, zeugt von neuer finanzpolitischer Reife. **Forderung: Pflege der Standortattraktivität statt Verwaltungsausbau** Wir erwarten vom Stadtrat, dass er den Warnschuss hört. Begrenzte kommunale Mittel erfordern effiziente Investitionen. Winterthur kann seine Wettbewerbsposition nur stärken durch:   - Gezielte Förderung von KMU und Innovationszentren (Grüze, Technopark, Lokstadt) - Stabile, wettbewerbsfähige Steuersätze und Gebühren. - Effiziente Bewilligungsverfahren statt bürokratischem Leerlauf.   Die Summe der gestrigen Kürzungen reicht noch bei weitem nicht aus, um das operative Defizit zu tilgen. Die strukturellen Hausaufgaben für den Stadtrat bleiben ungelöst. Man darf gespannt sein auf die zweite Lesung im Stadtparlament. Ihre Wurzeln gehen bis ins Jahr 1801 zurück.
