**Am 22. September stimmt die Schweiz über die Reform der beruflichen Vorsorge (BVG) ab. Die Reform zielt darauf ab, die Finanzierung der 2. Säule zu stärken, das Leistungsniveau zu erhalten und die Absicherung von Personen mit tiefen Einkommen sowie Teilzeitbeschäftigten zu verbessern. Sie umfasst eine Vielzahl von grösseren und kleineren Anpassungen. In diesem Artikel stellen wir die wichtigsten Aspekte der BVG-Reform vor.**

1. ** ****Senkung des Mindestumwandlungssatzes auf 6,0 Prozent**

Der Umwandlungssatz bestimmt die Umwandlung des angesparten Altersguthabens in eine lebenslange Altersrente. **Mit der BVG-Reform wird der **M**indestumwandlungssatz in der obligatorischen beruflichen Vorsorge von 6,8 auf 6,0 Prozent gesenkt**. Da die Rentenbezugsdauer bei Männern und Frauen aufgrund stark steigender Lebenserwartung heute deutlich länger ist, soll diese Anpassung die Vorsorge stabilisieren, ohne dass der Lebensstandard der RentnerInnen wesentlich sinkt.  

 

1. ** ****Reduktion des Koordinationsabzugs**

Die Schweiz setzt bei der Altersvorsorge auf das bewährte Dreisäulensystem. Die erste Säule (AHV) und die zweite Säule (Berufliche Vorsorge, BVG) sollen zusammen den gewohnten Lebensstandard ermöglichen. Zur Koordination mit der ersten Säule wird in der zweiten Säule nicht der gesamte Lohn versichert. Vielmehr werden Lohnteile, die bereits in der AHV versichert sind, mit dem sogenannten Koordinationsabzug abgezogen. Dieser lag bisher bei sieben Achtel der maximalen einfachen AHV-Rente. **Mit der vorliegenden BVG-Reform soll der Koordinationsabzug neu 20 Prozent betragen**. Damit sollen auch Personen mit kleinem Einkommen Teilzeitbeschäftige mehr Geld für die berufliche Vorsorge sparen können.

 

1. ** ****Flachere Staffelung der Altersgutschriften**

Die BVG-Reform sieht eine Vereinfachung und flachere Staffelung der Altersgutschriften vor. Heute betragen die Altersgutschriften im obligatorischen Bereich der beruflichen Vorsorge für 25- bis 34-Jährige 7 Prozent und für 55- bis 65-Jährige 18 Prozent des koordinierten Lohnes. Um die Anstellung und Weiterbeschäftigung von über 55-Jährigen zu fördern, sollen die BVG-Sparbeiträge, die je zur Hälfte von Arbeitnehmenden und Arbeitgebenden zu entrichten sind, weniger stark abgestuft werden als bisher. **Neu soll für Versicherte im Alter von 25 bis 44 Jahren eine Altersgutschrift von 9 Prozent und im Alter von 45 bis 65 Jahren von 14 Prozent des BVG-pflichtigen Lohnes gelten. **Damit sollen ältere Arbeitnehmende für die Unternehmen weniger «teuer» werden.

 

1. ** ****Kompensationsmassnahme für die Übergangsgeneration**

Die Reduktion des Koordinationsabzugs und die Anpassung der Altersgutschriften führen dazu, dass die Senkung des BVG-Mindestumwandlungssatzes über die gesamte Beitragsdauer weitgehend kompensiert wird. Für die Erwerbstätigen, die in den nächsten Jahren pensioniert werden, funktioniert diese Kompensation jedoch nicht. Für diese sogenannte Übergangsgeneration sind deshalb zusätzliche Massnahmen vorgesehen, um die bisher versicherten Leistungen ausrichten zu können. **Arbeitnehmende, die in den ersten Jahren nach Inkrafttreten der Reform pensioniert werden (sogenannte Übergangsgeneration), erhalten je nach Jahrgang und Vorsorgeguthaben einen Rentenzuschlag**. Personen aus der Übergangsgeneration (15 Jahre vor dem ordentlichen Pensionsalter) erhalten maximal 200/150/100 Fr./Monat, je nach Höhe des Altersguthabens. Den maximalen Rentenzuschlag gibt es mit einem Altersguthaben bis zu 220’500 Franken. Danach handelt es sich um einen progressiv reduzierten Rentenzuschlag, auf den Personen mit einem Altersguthaben bis zu 441'000 Franken.

 

1. ** **** Senkung der Eintrittsschwelle**

**Die Eintrittsschwelle, das heisst der Mindestjahreslohn, ab dem die berufliche Vorsorge obligatorisch ist, wird von CHF 22’050 auf CHF 19’845 gesenkt.** Mit der Senkung der Eintrittsschwelle sind rund 70’000 Arbeitnehmende neu und 30’000 Mehrfachbeschäftigte für zusätzliche Anstellungsverhältnisse zu versichern. Diese Personen erhalten damit Zugang zur beruflichen Vorsorge beziehungsweise eine bessere Versicherung.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
