**economiesuisse unterstützt den Entscheid des Bundesrats, die bereits geltenden Schutzmassnahmen bis Ende Februar zu verlängern. Die weiterhin angespannte epidemiologische Lage lässt ihm keine andere Wahl. Hinter die deutliche Verschärfung der Einschränkungen setzt der Wirtschaftsdachverband jedoch ein grosses Fragezeichen. Die zusätzliche Schliessung vieler Läden trotz funktionierender Schutzkonzepte schafft grosse Probleme. Auch die verhängte Home-Office-Pflicht ist nicht verhältnismässig. Immerhin hat der Bund folgerichtig eine deutliche Lockerung beim Bezug von Härtefallentschädigungen beschlossen.**

Die epidemiologische Situation in der Schweiz ist weiterhin von grossen Unsicherheiten geprägt. Das gilt einerseits für die Verbreitung der neuen, ansteckenderen Virus-Mutationen, andererseits aber auch für die Auswirkungen der Festtage, die noch nicht abschliessend beurteilt werden können. Vor diesem Hintergrund unterstützt economiesuisse die Entscheidung des Bundesrats, die geltenden Massnahmen bis Ende Februar zu verlängern. Auch die Verschärfung der Maskenpflicht am Arbeitsplatz und die Vereinheitlichung der maximalen Personenzahl für Treffen im öffentlichen oder privaten Raum hält der Dachverband für nachvollziehbar.

#### ZUSÄTZLICHE SCHLIESSUNGEN WERFEN FRAGEN AUF

Fragezeichen wirft hingegen der Entscheid auf, die Schutzmassnahmen nochmals deutlich zu verschärfen. Der Grund dafür kann nicht bei den Detailhändlern liegen, welche die Schutzkonzepte seit Monaten konsequent und erfolgreich anwenden. Der bundesrätliche Beschluss wird denn auch so interpretiert, dass es primär darum geht, das Risiko möglicher Übertragungen im öffentlichen Raum zu reduzieren. 

Ebenfalls kritisch beurteilt economiesuisse die verschärfte Home-Office-Pflicht. Auch in diesem Bereich haben sich die betrieblichen Schutzkonzepte weitgehend bewährt. Ausserdem ist Home-Office schlicht nicht für alle Aktivitäten praktikabel. Wo möglich, arbeiten viele Menschen bereits heute zu Hause – die Einführung einer Pflicht wird keinen signifikanten Unterschied machen.

#### HÄRTEFALLGELDER UNBÜROKRATISCH AUSZAHLEN

Für die von Schliessungen betroffenen Branchen stellen die heutigen Entscheidungen eine grosse Herausforderung dar. Deshalb ist es folgerichtig, dass der Bundesrat gleichzeitig die Bestimmungen zum Bezug von Härtefallentschädigungen lockert. Die bereitgestellten Gelder müssen nun rasch und unbürokratisch zu den betroffenen Unternehmen gelangen – andernfalls ist die Existenz vieler, vor allem kleinerer, Unternehmen akut gefährdet. economiesuisse begrüsst ausserdem die Ankündigung der Landesregierung, im Falle einer dritten Infektionswelle eine Neuauflage der Covid-Solidarbürgschaften zu prüfen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
