**Trotz mehrerer Voten, wonach die Reform der zweiten Säule dringend sei, weist der Ständerat das Geschäft an seine vorberatende Kommission zurück. Die Arbeitgeber bedauern, dass die BVG 21 damit verzögert wird. Immerhin unbestritten scheinen sowohl die Reduktion des Umwandlungssatzes als auch die Verbesserung der Frauenrenten.**

Die Ständerätinnen und Ständeräte dürften den Zug nach Glarus an die Feier zu Ehren des Ständeratspräsidenten rechtzeitig erwischt haben. Bleibt man bei diesem bildhaften Vergleich mit dem Zug, kommt die vorangegangene Debatte im Ständerat aber der Situation gleich, bei der man beim Eintreffen am Bahnhof nur noch die Rücklichter des letzten Wagens sieht – leider verpasst.

Mit seinem Entscheid, die Reform der beruflichen Vorsorge zur erneuten Beratung an die sozialpolitische Kommission zurückzuweisen, sorgt der Ständerat für Verzug bei einem der wichtigsten Geschäfte der laufenden Legislatur. Das steht in deutlichem Widerspruch zu den Voten, die im Rahmen der Eintretensdebatte praktisch unisono zu hören waren: Die Reform sei trotz – oder gerade wegen – der Veränderungen an der Zinsfront und der anziehenden Inflation von grosser Dringlichkeit.

Auch wenn erst kurz vor der Behandlung des Geschäfts offenbar noch komplexe und umfassende Anträge eingegangen sind, die für eine seriöse Beratung Zeit benötigen, bedauern die Arbeitgeber den nun entstehenden Unterbruch sehr. Gerade mit Blick auf die hohe Bedeutung der Altersvorsorge, die praktisch bei jedem Sorgenbarometer auf den vordersten Rängen auftaucht, wäre ein zügiges Vorgehen wichtig gewesen. Darüber kann auch die AHV-Abstimmung im September nicht hinwegtäuschen, fehlt dann eben diese zweite Säule. Mit den jüngsten Beschlüssen ist auch fraglich, ob die Vorlage überhaupt noch vor den Wahlen fertig beraten und durch eine wahrscheinlich notwendige Volksabstimmung gebracht werden kann.

Immerhin hat die Eintretensdebatte klargemacht, dass die grundlegenden Ziele der Reform nach dem Nationalrat auch im Ständerat unbestritten sind: Neben der Reduktion des Umwandlungssatzes und einer generellen Modernisierung der beruflichen Vorsorge soll die Vorlage vor allem auch dazu dienen, die Renten von Teilzeitangestellten oder Mehrfachbeschäftigten zu verbessern – bei beiden Gruppen sind Frauen überdurchschnittlich oft betroffen. Dies schlägt sich häufig in tieferen Leistungen nieder, was wiederum oft und gerne als Argument gegen die bevorstehende AHV-Abstimmung verwendet wird. Dass dabei die erste und die zweite Säule getrennt betrachtet werden müssen, wird geflissentlich ignoriert. Es bleibt denn zu hoffen, dass auch die Gewerkschaften von den heutigen Ausführungen Kenntnis nehmen und nicht einfach jeden Reformversuch mit ideologischer Polemik zu verhindern versuchen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
