Die Schweiz befindet sich mitten in einem demografischen Umbruch, dessen Folgen nun immer deutlicher sichtbar werden. Jahr für Jahr steigen mehr Menschen altersbedingt aus dem Arbeitsmarkt aus, als an Jungen nachrücken. Die daraus entstehenden Probleme sind gravierend, wenn die Entwicklung weiterhin ignoriert wird. Die Wirtschaftsverbände haben heute in Bern eine Reihe von Lösungsansätzen vorgestellt.

Dank den geburtenstarken Jahrgängen («Babyboomer») hat die Schweiz in den letzten Jahrzehnten von einer demografischen Dividende profitiert. Der Volkswirtschaft stand eine steigende Zahl gut ausgebildeter Arbeitskräfte zur Verfügung, die viel zum Wachstum beigetragen haben. Diese Entwicklung ist nun ins Gegenteil gekippt. Die einheimische Erwerbsbevölkerung schrumpft, der Arbeitskräftemangel wird sich in den nächsten Jahren stetig weiter zuspitzen. «Selbst ohne weiteren Jobzuwachs würden bis zum Jahr 2040 kumuliert rund 431'000 Personen im Arbeitsmarkt fehlen», erklärte economiesuisse-Präsident Christoph Mäder heute in Bern. «Das sind rund 8 Prozent der heute erwerbstätigen Bevölkerung.»

## 130'000 offene Stellen – und das ist erst der Anfang

Die negative Entwicklung hat bereits begonnen: «Rund 130'000 Stellen bleiben im Moment offen – diese Tendenz ist zum grössten Bremsklotz für die Schweizer Wirtschaft geworden», so Arbeitgeber-Präsident Valentin Vogt. Eine der vielen Branchen, die das zu spüren bekommt, ist die Textilindustrie. Gemäss Carl Illi, Präsident von Swiss Textiles, ist es schon heute enorm schwierig, frei werdende Stellen neu zu besetzen. Auch Jugendkampagnen und Lehrgänge für Quereinsteiger würden nicht ausreichen, um das Problem zu lösen. Die demografische Wende sorgt aber nicht nur auf dem Arbeitsmarkt für Herausforderungen, sondern auch bei der Finanzierung der Altersvorsorge. Allein mit den inländischen Erwerbstätigen liesse sich diese in Zukunft kaum noch finanzieren: Die Abgabenlast würde bis 2050 pro Kopf und Jahr um 2000 Franken ansteigen.

## Zuwanderung ist Teil der Lösung

Solange die Schweiz ein Zuwanderungsland bleibt, fallen die Herausforderungen zumindest nicht ganz so gravierend aus. Insbesondere die Zuwanderung über die Personenfreizügigkeit, die zu rund 80 Prozent direkt in den Arbeitsmarkt erfolgt, hilft eindeutig. Die Wirtschaftsverbände engagieren sich deshalb auch künftig klar gegen Angriffe auf das erfolgreiche Modell der Personenfreizügigkeit. Doch die Zuwanderung allein reicht nicht aus, um die Herausforderungen zu meistern. Der Fokus muss insbesondere auch auf die Produktivität gelegt werden. Deren Erhöhung sorgt für höhere Löhne und damit auch für höhere Abzüge und Steuereinnahmen. Bedingungen dafür sind eine starke Forschung und Innovationstätigkeit, aber auch eine schlanke Regulierung. Es ist ein hohes Mass an unternehmerischer Freiraum nötig, um auch künftig die Wertschöpfung steigern zu können.

## Inländisches Potential bestmöglich nutzen

Die Wirtschaft will ausserdem das inländische Arbeitskräftepotenzial noch besser nutzen. Die Vereinbarkeit von Beruf und Familie soll weiter verbessert werden und es müssen Anreize geschaffen werden, damit ältere Personen länger im Arbeitsmarkt verbleiben. Zudem soll zwingend in der Schweiz arbeiten dürfen, wer hier eine Ausbildung absolviert hat. Die Wirtschaft fordert aber auch den Staat dazu auf, seinen Beitrag zu leisten: Das starke Stellenwachstum bei Bund, Kantonen und staatsnahen Betrieben bindet immer mehr Arbeitskräfte, die in der Privatwirtschaft fehlen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
