​​Bei der Chaos-Initiative geht es nicht einfach um zehn Millionen Menschen. Das klingt zwar schön handlich. Eine Zahl. Ein Deckel. Problem gelöst. Fast zu schön, um wahr zu sein. Und genau das ist es auch.

Denn die Schweiz ist kein Parkhaus. Man kann nicht einfach sagen: voll ist voll, Schranke runter, sucht euch ein anderes Parkhaus. Ein Land funktioniert anders. Da gibt es Spitäler, die Personal brauchen. KMU, die Fachkräfte suchen. Baustellen, auf denen nicht von alleine gebaut wird. Restaurants, Hotels, Pflegeheime, Werkstätten, Labors, Start-ups. Überall braucht es Menschen, die anpacken. Und genau diese Menschen fehlen uns aufgrund des demografischen Wandels schon heute.

Statt Ordnung gibt’s Chaos  
Die SVP nennt ihre Initiative «Nachhaltigkeitsinitiative». Das klingt nach sauberer Luft, gesundem Wald und Verantwortung für die Zukunft. Nur steckt in dieser Verpackung etwas ganz anderes: Ein starrer Bevölkerungsdeckel. Und am Ende die Kündigung der Personenfreizügigkeit. Ein direkter Angriff auf unsere Lebensqualität.

Die Bilateralen sind für die Schweiz nicht irgendein Papierstapel in Bern. Sie sichern der Schweiz Zugang zu unserem wichtigsten Markt. Sie helfen Firmen beim Export. Sie stärken Forschung, Arbeitsplätze, Verkehr, Versorgung. Sie sind ein Teil davon, warum es uns und unserem kleinen Land so gut geht. Wer daran herumzündelt, spielt nicht mit Symbolen. Er spielt mit unseren Jobs, Löhnen und Sicherheit.

Ein Deckel blockiert Lösungen  
Natürlich bringt Wachstum auch Herausforderungen mit sich. Niemand steht freiwillig im Stau und denkt: fantastisch, mehr davon. Niemand sucht monatelang eine Wohnung und findet das lustig. Auch im Asylbereich braucht es eine konsequentere Umsetzung der bestehenden Gesetze. Aber diese Initiative baut keine einzige Wohnung. Sie macht kein Bewilligungsverfahren schneller. Sie pflegt nicht auf der Station. Sie repariert keine Strasse. Sie setzt keinen zusätzlichen Zug aufs Gleis. Sie setzt einzig einen Deckel drauf und verschlimmert damit alles. Das ist, als würde man eine Krankheit behandeln, indem man nur das Fieberthermometer versteckt. Die Symptome verschwinden nicht, sie werden stärker.

Die Schweiz altert – mit Folgen für den Arbeitsmarkt  
Dazu kommt: Die Schweiz altert. Das sieht man nicht nur in den Statistiken. Man merkt es im Alltag. Im Betrieb, wenn erfahrene Leute pensioniert werden und niemand nachrückt. Im Spital, wenn Betten nicht wegen fehlender Zimmer fehlen, sondern wegen fehlendem Personal. Im Restaurant, das plötzlich zwei Tage pro Woche geschlossen bleibt. Beim Techniker, der bei der kaputten Waschmaschine erst in drei Monaten Zeit hat. Schon heute gehen mehr Menschen in Pension, als Junge in den Arbeitsmarkt eintreten. Diese Lücke verschwindet nicht, weil man sie politisch deckelt. Sie wird nur grösser.

Und ausgerechnet jetzt will die Chaos-Initiative die Zuwanderung von Arbeitskräften massiv einschränken. Also jene Leute, die oft direkt arbeiten, Steuern zahlen, Beiträge leisten und unsere AHV mitstützen. Das ist keine nachhaltige Problemlösung. Es schafft vielmehr weitere Probleme, die später noch schwerer zu bewältigen sind.

Die Schweiz braucht Lösungen. Mehr Wohnungen. Bessere Infrastruktur. Schnellere Verfahren. Eine konsequente Asylpolitik. Mehr Chancen für Menschen, die schon hier sind und arbeiten wollen. Mehr Produktivität. Weniger Bürokratie. Alles nicht glamourös. Aber wirksam.

Was sie sicher nicht braucht: einen starren Deckel, der gut klingt, aber schlecht endet.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
