Im Rahmen seiner Masterarbeit an der ZHAW hat sich Patrick Siegenthaler intensiv mit der Cluster-Initiative Winterthur auseinandergesetzt. Er zeigt darin auf, was die Voraussetzung für ein regionales Innovationsökosystem sind, wie stark diese Erfolgsfaktoren vor Ort ausgeprägt sind, wie sich diese beeinflussen lassen und welche Massnahmen die Cluster-Initiative weiter stärken können.![undefined](https://www.haw.ch/hs-fs/hubfs/undefined.jpeg?width=1181&name=undefined.jpeg)

Die Stadt Winterthur ist geprägt durch ihre industrielle Vergangenheit. Aus den hier ansässigen Grossunternehmen haben sich im Lauf der Zeit innovative kleine und mittlere Unternehmen (KMU) in den Bereichen Maschinenbau oder Energie entwickelt. Der Dienstleistungssektor ist unter anderem dank Versicherern stark gewachsen. Mit der Zürcher Hochschule für Angewandte Wissenschaften (ZHAW) verfügt die Stadt zudem über eine Fachhochschule mit einer Vielzahl von Wissensdisziplinen. Die Handelskammer, der Technopark und das House of Winterthur haben im Jahr 2020 die Cluster-Initiative Winterthur initiiert und die drei strategischen Untercluster Smart Energy, Smart Machines und Smart Health definiert. Ziel dieser Initiative ist es, die Innovationstätigkeiten und den Erfolg der Unternehmen entlang der Untercluster sowie die Standortattraktivität der Stadt gemeinsam zu fördern. Die Beteiligten sind mit dem Stand des Projekts zufrieden, handfeste Resultate fehlen bislang jedoch.

Ziel dieser Arbeit war es, herauszufinden, welche Erfolgsfaktoren für die Weiterentwicklung eines regionalen Innovationsökosystems (RIE) in Winterthur relevant sind, wie stark diese Erfolgsfaktoren vor Ort ausgeprägt sind, wie sich diese beeinflussen lassen und welche Massnahmen die Cluster-Initiative stärken können. Dazu wurde zuerst anhand einer Literaturrecherche ein Katalog an Erfolgsfaktoren zusammengestellt. Anschliessend wurden in mehrstufigen qualitativen Experteninterviews die Relevanz, die Ausgeprägtheit und die Beeinflussbarkeit der Faktoren für die drei Untercluster abgefragt und die Resultate mittels Inhaltsanalyse zusammengefasst. Danach wurden die Resultate aus der Literaturrecherche und aus der qualitativen Erhebung synthetisiert und Handlungsempfehlungen abgeleitet.

Ein Innovationsökosystem wird definiert als «die sich entwickelnde Gruppe von Akteuren, Aktivitäten und Artefakten sowie die Institutionen und Beziehungen, einschliesslich ergänzender und substituierender Beziehungen, die für die Innovationsleistung eines Akteurs oder einer Gruppe von Akteuren wichtig sind» (Grandstrand & Holgerson, 2020, S. 1). Für die Entstehung von Innovation müssen die Akteure aus Wirtschaft, Universitäten, Staat, Gesellschaft und Umwelt zusammenarbeiten und interagieren. Die zwölf aus der Literatur hergeleiteten Erfolgsfaktoren für ein RIE sind entlang dieser Domänen aufgebaut worden (siehe Abbildung 1). Details zu den Erfolgsfaktoren können der Tabelle 1 am Ende des Management Summary entnommen werden.

Die Resultate der qualitativen Befragung zeigen, dass die Voraussetzungen für ein erfolgreiches RIE in Winterthur gegeben sind. Die Faktoren Wissensvermittlung und Infrastruktur sind in Winterthur besonders gut ausgeprägt und stellen Alleinstellungsmerkmale für den Standort dar (siehe Abbildung 2). Die Resultate zeigen, dass entlang der Erfolgsfaktoren Netzwerke, Industriestrukturen, Wissenstransfer, Forschung, Supportprogramme, Politik und Institutionen, Investierende und Strategie und Organisation Handlungsbedarf besteht (in Abbildung 2 blau hinterlegt). Ein Miteinbezug aller relevanten Anspruchsgruppen aus Wirtschaft, Hochschule und Politik sowie die Entwicklung gemeinsamer Ziele und einer gemeinsamen Strategie ist unerlässlich für die Zukunft der Cluster-Initiative.

Für die Weiterentwicklung der Cluster-Initiative müssen die drei Untercluster gemeinsam agieren und ihre jeweiligen Stärken miteinbringen. Smart Energy verfügt mit dem Verein energie bewegt winterthur über ein starkes, aktives und bekanntes Netzwerk. Die innovativen KMU und die Grossunternehmen mit Forschungstätigkeiten am Standort Winterthur aus dem Bereich Smart Machines sind zentrale Akteure im RIE. Die Stärken von Smart Health sind die ansässigen Start-ups und das Institut für Gesundheitsökonomie der ZHAW.

Das Untercluster Smart Energy kann weiterentwickelt werden, indem der Dialog mit der ZHAW sowie weiteren Hochschulen entlang der relevanten Wissensdisziplinen wie Gebäudetechnik, Ingenieurwesen oder Informatik intensiviert wird. Der Austausch mit ähnlichen Innovationsnetzwerken an anderen Standorten soll gesucht und Synergien auch ausserhalb des Standorts Winterthur genutzt werden, beispielsweise durch Zusammenarbeit mit einem grossen Energieproduzenten. Zuletzt soll enger mit der lokalen Politik in konkreten Energieprojekten zusammengearbeitet werden. Es existieren bereits konkrete Ideen bei den Anspruchsgruppen und mit dem Netto-Null-Ziel bis 2040 der Stadt auch entsprechende Absichten in der Politik. Auch die politische Befähigung von Stadtwerk für eine aktivere Rolle im Innovationsökosystem wurde gewünscht.

Die Handelskammer als Trägerin von Smart Machines soll sich stärker als Innovationsnetzwerk positionieren und sich gegenüber Start-ups und KMU öffnen. Die Qualität der Industriestrukturen mit innovativen KMU sowie Grossunternehmen, welche vor Ort Forschung betreiben, soll besser sichtbar gemacht werden. Ein reger Austausch und eine intensive Zusammenarbeit zwischen Start-ups, KMU und Grossunternehmen ist wünschenswert und kann mittels Events und Plattformen gefördert werden. Die Handelskammer verfügt zudem über wertvolle Zugänge zu potenziell Investierenden, welche vermehrt mobilisiert und mit Start-ups vernetzt werden können.

Im Untercluster Smart Health hat sich gezeigt, dass die Heterogenität der Unternehmen hoch und das Bedürfnis für lokale Zusammenarbeit wenig ausgeprägt ist. Die Rolle von Smart Health Winterthur sollte mit den Gesundheitsclustern in Schlieren und Bülach sowie dem Kanton Zürich abgestimmt und ein Fokus gesetzt werden. Mit dem Institut für Gesundheitsökonomie an der ZHAW, dem Digital Health Lab und der Präsenz von verschiedenen Start-ups kann sich Smart Health im Bereich Supportprogramme einbringen. Gezielte Förderprogramme entlang der drei Fokusthemen der Cluster- Initiative steigern die Attraktivität der Programme und des Standorts Winterthur.

Der Miteinbezug aller Anspruchsgruppen aus Wirtschaft, Universität und Staat ist zentral für die Weiterentwicklung der Cluster-Initiative. Gemeinsam müssen Ziele, Strategie, Organisation getragen werden. Nur mittels Interaktion und Kommunikation zwischen den Akteuren entsteht Innovation. Für die Koordination sind entsprechende Ressourcen bereitzustellen. Eine Veranschaulichung der Vielzahl der Akteure kann der Abbildung 3 entnommen werden.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
