Eineinhalb Jahre nach dem Ausbruch der Corona-Krise haben wir gelernt, mit dem Virus umzugehen. Wir kennen seine Übertragungswege, haben zuverlässige Impfstoffe in ausreichender Menge und können dank verschiedener Schutzmassnahmen ein einigermassen normales Leben führen. Niemand spricht mehr von Schliessungen, die Wirtschaft hat wieder Tritt gefasst, und wir können wieder ins Ausland reisen.

Eine zentrale Grundlage für diese Krisenbewältigung wurde durch das Covid-19-Gesetz geschaffen. Dieses ermöglicht den geimpften, getesteten oder genesenen Personen, im Berufs- und Privatleben schrittweise in die Normalität zurückzukehren. Trotzdem wird die Stimmbevölkerung am 28. November zur zweiten Referendumsabstimmung gegen das Covid-19-Gesetz aufgerufen. Die Referendumsführer stören sich vor allem an Vollmachten des Bundesrats zur Bekämpfung der Pandemie und empfinden das Covid-Zertifikat als Diskriminierung.

Ob dieser verengten Debatte gerät aus dem Blickfeld, dass dank dem Covid-19-Gesetz die von der Pandemie betroffenen Menschen und Unternehmen unterstützt und die wirtschaftlichen Schäden eingedämmt werden können. Bei einer Ablehnung des Gesetzes an der Urne würden die jüngsten Gesetzesänderungen am 19. März 2022 ausser Kraft treten. Gestrichen würden damit auch die zusätzlichen Taggelder für arbeitslose Personen, die Höchstbezugsdauer der Kurzarbeitsentschädigung von 24 Monaten oder die Entschädigung von Veranstaltern. Zudem könnten keine Covid-Zertifikate mehr ausgestellt werden, auch nicht für Auslandaufenthalte. Ohne Zertifikat könnten wir nicht mehr ins Ausland reisen, denn andere Länder werden zweifellos an diesem Instrument festhalten.

Kurzum: Die Wirtschaftshilfen und das Covid-Zertifikat sind der Tragweite der Corona-Pandemie angemessen und wirken gezielt. Die Gesetzesänderungen schaffen die Sicherheit, dass die bewährten Massnahmen weiterhin bereitstehen und bei einer nächsten Ansteckungswelle nicht abrupt beendet werden müssen. Das Gesetz wurde durch das Parlament genehmigt und wird von diesem auch kontrolliert, ergänzt und angepasst. Der politische Prozess und die Schweizer Demokratie funktionieren also auch in einer Krise.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
