Die Flexibilisierung des Rentenalters führt laut einer ZHAW-Studie nicht zwingend dazu, dass Menschen länger arbeiten. Um ältere Arbeitnehmende länger im Arbeitsmarkt zu halten, wären Anreize wie attraktive Arbeitsbedingungen nötig.**

Die Flexibilisierung des Rentenalters hat vor dem Hintergrund des zunehmenden finanziellen Drucks auf die Altersvorsorge in der politischen Diskussion an Bedeutung gewonnen. Sie ist wichtiger Bestandteil der AHV-Reform 21, die gegenwärtig in der Kommission für soziale Sicherheit und Gesundheit besprochen wird. Nun zeigt eine ZHAW-Studie, dass ein flexibleres Rentenalter nicht unbedingt die erwartete Wirkung hat. «Es führt nicht zwingend zu einer Verlängerung des Arbeitslebens», sagt Studienleiterin Isabel Baumann von der ZHAW. Für die Studie hat sie zusammen mit Co-Autor Ignacio Madero-Cabib von der Katholischen Universität Chile Rentenübergangsverläufe in vier Ländern mit flexiblem Altersrücktritt anhand von Bevölkerungsbefragungen untersucht. Das Resultat: Insgesamt waren Übergangsverläufe mit einer Pensionierung vor 65 (43 Prozent) und um 65 (23 Prozent) am häufigsten. Fast zwei Drittel der rund 2500 untersuchten Personen gingen demnach zwischen Anfang und Mitte 60 in Rente.

**Weniger Leistungen, spätere Rente**  
Die vom Schweizerischen Nationalfonds SNF finanzierte ZHAW-Studie förderte auch Unterschiede zwischen den untersuchten Ländern Chile, USA, Dänemark und Schweden zutage – abhängig von der Ausprägung des Vorsorgesystems. In den liberal orientierten Ländern USA und Chile mit verhältnismässig tiefen Rentenleistungen findet der Altersrücktritt tendenziell später statt als in den skandinavischen Staaten mit grosszügigen und umfassenden Leistungen. Länder mit tiefen Leistungen der sozialen Sicherheit scheinen also insgesamt stärkere Anreize für eine Verlängerung des Arbeitslebens zu setzen.

Eine Ausnahme bilden Personen mit gesundheitlichen Problemen. Diese gehen in den liberalen Staaten häufiger frühzeitig in Rente als gesunde ältere Arbeitnehmerinnen und Arbeitnehmer. Dieser Unterschied im Pensionierungsverhalten zwischen Personen mit und ohne gesundheitliche Probleme konnte nur in den USA und in Chile beobachtet werden, nicht aber in Dänemark und Schweden. 

**Verbleib im Arbeitsmarkt durch attraktive Arbeitsbedingungen**  
Flexible Pensionierungssysteme wirken sich demnach je nach konkreter Ausgestaltung der Sozialwerke unterschiedlich aus. Allerdings führen flexible Rentensysteme nicht automatisch zu einer Verlängerung des Arbeitslebens. «Dies sollte im Hinterkopf behalten werden, wenn im Rahmen der aktuellen Reformvorlage über die Einführung des flexiblen Rentenalters debattiert wird. Soll der Verbleib im Arbeitsmarkt gefördert werden, braucht es andere Ansätze. Eine Möglichkeit wären attraktivere Arbeitsbedingungen für ältere Arbeitnehmende», sagt die ZHAW-Forscherin. «Die durch die AHV errungene Reduktion der Altersarmut soll erhalten und eine finanzielle Prekarisierung der Rentnerinnen und Rentner wie in den USA vermieden werden», erklärt Baumann. Denn auch in den liberalen Wohlfahrtsstaaten, in denen ältere Menschen aufgrund teils prekärer Vorsorgeleistungen tendenziell länger arbeiten, war die Frühpensionierung das mit Abstand am weitesten verbreitete Übergangsmuster der untersuchten Bevölkerungsgruppen (Kohorten). Die untersuchte Kohorte ist heute etwa 75 Jahre alt. Wie sich der Zeitpunkt der Pensionierung für jüngere Kohorten entwickeln – zum Beispiel jene, die momentan in der Pensionierungsphase sind – muss noch vertiefter untersucht werden.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
