Heute hat das Staatssekretariat für Wirtschaft die Resultate seiner exportseitigen Firmenumfrage zur Nutzung von Freihandelsabkommen veröffentlicht. Die Ergebnisse spiegeln die Relevanz der Abkommen für die Schweizer Exportwirtschaft wider. Sie zeigen aber auch, wo Verbesserungspotential besteht.

Seit 2020 analysiert das Staatssekretariat für Wirtschaft (SECO) die Nutzung von Freihandelsabkommen (FHA) durch Schweizer Firmen. Nach einer umfassenden Datenanalyse und einer importseitigen Firmenbefragung wurde jüngst auch eine breitangelegte exportseitige Firmenumfrage durchgeführt.

#### ABKOMMEN SIND ZENTRAL FÜR SCHWEIZER EXPORTWIRTSCHAFT

[Die Zahlen der exportseitigen Firmenbefragung](https://dievolkswirtschaft.ch/de/2022/11/schweizer-exporteure-nutzen-freihandelsabkommen/) zeigen klar, dass die Nutzung von FHA und die damit verbundenen Zolleinsparungen für die hiesigen Firmen sehr wichtig sind. Die grosse Mehrheit nutzt die Abkommen so gut wie immer und kann damit ihre Kosten reduzieren. Von insgesamt 368 befragten Unternehmen nutzen 303 Firmen die Abkommen immer und 45 nur manchmal. Lediglich 20 Unternehmen haben angegeben, dass sie FHA nie zu nutzen. Die Ergebnisse der exportseitigen Umfrage zeigen, dass sich das grosse Netz an Freihandelsabkommen, über welches die Schweiz verfügt, in der Praxis bewährt hat.

#### BESSERES INFORMATIONS- UND UNTERSTÜTZUNGSANGEBOT IST BEGRÜSSENSWERT

Gemäss Umfrage bedarf die Nutzung solcher Abkommen aber eines gewissen Fachwissens und ist immer auch mit administrativem Aufwand verbunden. Die Gründe für die Nichtnutzung basieren daher meist auf einem der folgenden Aspekte: Firmen verzichten zum einen auf die Nutzung von FHA, wenn die Waren zollfrei sind oder die im Abkommen festgelegten Ursprungsregeln nicht erfüllt werden. Zum anderen verzichten Firmen auch auf die Nutzung der Abkommen, wenn der administrative Aufwand als zu gross bewertet wird im Vergleich zu den möglichen Einsparungen oder das Wissen fehlt. Genau hier will nun das SECO ansetzen. Geprüft werden verschiedene Informations- und Unterstützungstools, um die Nutzung von FHA für die Firmen zu erleichtern und verbessern.

economiesuisse begrüsst diese Bemühungen. Eine einfachere Nutzung von FHA kann den Schweizer Firmen helfen, von Zolleinsparungen zu profitieren und so ihre Wettbewerbsfähigkeit zu steigern. Zusätzlich zur verbesserten Nutzung von FHA sieht die Wirtschaft aber noch weitere wichtige Instrumente, um Handelshemmnisse abzubauen. Dazu gehören die rasche Umsetzung des Industriezollabbaus, die Digitalisierung und Vereinfachung der Zollprozesse sowie den Abschluss weiterer Freihandelsabkommen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
