**Medienmitteilung HAW 27.6.2019  
Die Handelskammer und Arbeitgebervereinigung Winterthur (HAW) begrüsst die generelle Revision der Gemeindeordnung. Entscheidend ist, dass durch die Revision die Effizienz der städtischen Verwaltung gesteigert wird und die Mitsprache der Stimmbürger bzw. des Parlaments in wichtigen Themen weiterhin gewährleistet ist.**

Für die HAW ist der sorgfältige Umgang mit den städtischen Finanzen wichtig. Wesentliche Voraussetzung sind klare Verantwortlichkeiten, Transparenz und entsprechende Kontrollinstrumente. Dies erfordert aber keine unnötig starke Ausdehnung der Kompetenzen des Stadtrates oder der Schulbehörden. Informatikausgaben sind gleich zu behandeln wie alle anderen Auf- und Ausgaben und die 2018 vom Volk beschlossene Ausgabenbremse soll nicht abgeändert werden. Für eine angemessene Überwachung der Eigenwirtschaftsbetriebe und ein zielgerichtetes Risikomanagement soll das Parlament explizit die jeweiligen Jahresrechnungen bewilligen.

Bei den Schulen MSW und Profil sollen die Schulbehörden ausreichend demokratisch legitimiert aber auch entsprechend qualifiziert sein. Die HAW schlägt deshalb je eine unabhängige Aufsichtskommission vor, deren Mitglieder auf Antrag des Stadtrates vom Parlament gewählt werden. Die HAW regt an zu prüfen, ob die beiden Schulen als Eigenwirtschaftsbetriebe geführt werden können, um eine gewisse finanzielle Autonomie zu erhalten.

Die HAW sieht keinen Mehrwert durch die Einsitznahme von Fachleuten im Bauausschuss. Die Anhörung derer ist ausreichend. Aus Gründen der Gewaltenteilung sollen Stadtrichter zukünftig vom Parlament gewählt werden. Ausserdem ist aus Sicht der HAW die Volkswahl der Betreibungsbeamten nicht mehr notwendig.

Die Aufgabe als Stiftungsrat der Pensionskasse ist eine anspruchsvolle Aufgabe, die entsprechendes Fachwissen erfordert. Um potentielle Interessenkonflikte zu vermeiden ist notwendig, dass die Mehrheit der Arbeitgebervertreter nicht selber bei der Pensionskasse der Stadt Winterthur versichert sind und so eine unabhängige Sichtweise einnehmen können. Die HAW schlägt deshalb vor, dass das Parlament auf Vorschlag des Stadtrates die Arbeitgebervertreter wählt.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
