Die Winterthurer Sozialdemokraten haben Anfang Jahr die Initiative 'Wohnen für alle' lanciert. Sie wollen damit dafür sorgen, dass der Anteil an günstigem Wohnraum in den nächsten 20 Jahren steigt, von derzeit 14 auf 25 Prozent. Um diese Ziele zu erreichen, will die SP die Stadt verpflichten, mehr Land im Baurecht an Genossenschaften abzutreten. Auch Hauseigentümer sollen gezwungen werden, bei Aufzonungen einen Mindestanteil an preisgünstigen Wohnungen zu erstellen, die ohne Gewinnabsichten vermietet werden. Aus der Sicht der Handelskammer und Arbeitgebervereinigung (HAW) sprechen jedoch folgende Punkte gegen die Massnahmen.

**Weitere Senkung der Steuerkraft  
**Erzwingt man die Erstellung von weiterem vergünstigten Wohnraum, schafft man künstliche Anreize, die den Anteil an einkommensschwachen Bewohnern weiter steigern. Das bestätigt auch eine [Studie](https://www.bwo.admin.ch/bwo/de/home/Wohnungsmarkt/studien-und-publikationen/gemeinnuetziges-wohnen.html) des Bundesamtes für Wohnungswesen, die zum Schluss kommt, dass in den gemeinnützigen Wohnungen überproportional viele Personen mit geringeren finanziellen Ressourcen leben. Verglichen mit dem Kanton Zürich, wohnen in Winterthur aber bereits 20% mehr einkommensschwache Bewohnerinnen und Bewohner – dies ist in folgender Statistik zu erkennen:

Steigt der Anteil der einkommensschwachen Bewohner weiter, so nimmt auch die Steuerkraft von Winterthur ab. Verglichen mit letztem Jahr erhöht der Kanton Zürich seine jährliche Ausgleichszahlung an Winterthur um knapp CHF 11 Millionen, da die relative Steuerkraft der Stadt Winterthur im Vergleich zum kantonalen Durchschnitt weiter gesunken ist. Mit dem Verlust von rund 350 privaten Arbeitsplätzen durch den Wegzug von Wärtsilä und Zimmer Biomet musste zudem bereits auf mehrere Steuermillionen verzichten werden.

**Überdurchschnittlich viele leere Wohnungen  
**Der Wohnungsmarkt wird durch Zyklen geprägt. In Phasen mit einem Nachfrageüberschuss reagieren die Investoren, meist etwas verspätet, und weiten das Angebot aus. Bei zunehmenden Leerständen werden die Investitionen zurückgefahren, was häufig einen Zyklus mit erneut angespannten Märkten einleitet. Gerade der jüngste Marktzyklus hat gezeigt, dass sich das Prinzip der marktwirtschaftlichen Wohnungsversorgung bewährt. Ohne Änderung der Regulierungen hat die Angebotsseite auf die Phase mit einer historisch hohen Leerstandsquote reagiert und weniger angeboten. Im Jahr 2019 standen in Winterthur über 300 Wohnungen leer (0.75%) – das sind rund doppelt so viele, wie in den Jahren 2008 – 2018 (0.36%).

**Gemeinnütziger Wohnraum wird bereits gefördert  
**Schon heute garantiert die Bundesverfassung die Förderung des gemeinnützigen Wohnungsbaus – ohne eine starre Quote einzuführen. Dabei stehen zwei Förderinstrumente im Vordergrund: Erstens tritt der Bund als Bürge für Anleihen auf, die von der Emissionszentrale für gemeinnützige Wohnbauträger vergeben werden. Dies ermöglicht eine vorteilhafte Finanzierung von Wohnraum und damit preiswerte Mieten. Zweitens betreibt der Bund einen Fonds, aus dem gemeinnützige Wohnbauträger verzinsliche und rückzahlbare Darlehen erhalten. Seit 2003 wurden mit diesem sogenannten «Fonds de Roulement» der Bau und die Erneuerung von jährlich rund 1’500 preisgünstigen Mietwohnungen unterstützt.

**Sinkende Renditen bei Mehrfamilienhäusern  
**Vorbei sind die Jahre, als Mehrfamilienhäuser noch als stabile und rentable Anlagen für Investoren galten. Wie die neuste [Immobilienumfrage](https://www.hev-winterthur.ch/artikel/hev-immobilienumfrage-2021/) des Hauseigentümerverbandes zeigt, ist die erwartete Rendite von Mehrfamilienhäuser in den letzten Jahren stetig gesunken. Grund dafür sind die Preise für Wohneigentum, die zuletzt stark anstiegen. Da die Mieten hingegen auf annähernd gleichem Niveau verblieben, wird die Investition in ein Mehrfamilienhaus je länger je unattraktiver. Handlungsbedarf besteht also nicht bei den Mieten, sondern bei der Preisentwicklung von Wohneigentum.

**Umgehung des Marktes ist kontraproduktiv  
**Die staatlich vorgeschriebene Vergünstigung von Mieten führt nicht zwingend zu mehr preisgünstigem Wohnraum. Der staatliche Eingriff verstärkt die Trennung zwischen marktbestimmten und vergünstigten Mieten, was zu einer geringeren Renditeerwartung beiträgt. Die tiefere Rendite führt schliesslich zum Rückzug von Investoren und zur Anhebung der Mieten im freien Marktsegment. Als gutes Beispiel des misslungenen staatlichen Eingriffs dient Genf, wo mit starken Regulierungsmassnahmen in den Wohnungsmarkt eingegriffen wurde. Wie heute bekannt ist, wurde kaum mehr in den betroffenen Bauzonen investiert und heute sind bezahlbare Wohnungen eine Seltenheit. Dieses Vorgehen ist längerfristig kontraproduktiv und kein bewährtes Mittel zu Bekämpfung der Wohnungsnot.

**Fazit  
**Die HAW ist der Meinung, dass sich die bisherige Wohnraumförderung bewährt hat. Winterthur verfügt bereits über viel gemeinnützigen Wohnraum, erst vor kurzem wurde die Überbauung Vogelsang der Gemeinnützigen Wohnbaugenossenschaft Winterthur» (GWG) fertiggestellt. In ihrem neusten [Wohnmonitoring](https://stadt.winterthur.ch/gemeinde/verwaltung/stadtkanzlei/kommunikation-stadt-winterthur/medienmitteilungen-stadt-winterthur/ein-blick-in-den-winterthurer-wohnungsmarkt) kommt die Stadt Winterthur zudem zum Schluss, dass die Mieten der preisgünstigen Wohnungen (10%-Quantil) im Jahr 2020 sogar noch tiefer waren als im Jahr 2013. Aus Sicht der HAW sollte der Fokus deshalb nicht auf der Ausweitung der Subventionierung von preiswertem Wohnraum liegen, sondern auf Bemühungen, gute Steuerzahler anzulocken.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
