Die Schweiz verdankt ihren Erfolg einem einzigartigen politischen System. Es ist geprägt von Föderalismus, direkter Demokratie und einer starken Kompromiss- und Konsensorientierung. Im Gegensatz zu Mehrheitsdemokratien zwingt das schweizerische System zu Kooperation. Konstruktive Kompromisse zeugen nicht von Schwäche, im Gegenteil. Sie sind eine Stärke und in unserem Politsystem systemimmanent. Daraus resultieren Entscheidungen, die eine breite Akzeptanz finden. Das schafft Stabilität und Verlässlichkeit.

**Konstruktiver Kompromiss: Kern des Schweizer Politsystems  
**Die Kompromissfähigkeit ist ein Markenzeichen unserer Demokratie. Doch dieser Kern des schweizerischen Systems wird zu selten gewürdigt. Zudem erodiert die Kompromissfähigkeit schleichend. Polarisierung vergiftet den Dialog, Extrempositionen blockieren Fortschritt. Das ist gefährlich. Denn ohne Kompromissbereitschaft stocken Reformen und Lösungen bleiben aus.

Die Mechanismen zeigen sich exemplarisch beim Entlastungspaket 27. Der Bundesrat präsentierte dieses Paket, um den Bundeshaushalt in den Griff zu bekommen und die Schuldenbremse einzuhalten. Die Massnahmen sind notwendig, wenn die Schweiz ihre im Vergleich mit anderen Ländern tiefe Nettoverschuldungsquote beibehalten will.

Doch was geschieht? Das Entlastungspaket wird zerpflückt. Der Ständerat reduzierte in der vergangenen Wintersession das Entlastungsvolumen und strich das Paket zusammen. Partikularinteressen dominierten und die Effekte der Entlassungsmassnahmen wurden dramatisiert. Das Gesamtwohl «ausgeglichener Staatsaushalt» musste hintenanstehen. Vom Kompromissgedanken war wenig zu spüren und nun klafft im Entlastungspaket ein Loch von einer Milliarde Franken.

**Grundlage unserer Stabilität und Resilienz  
**Was ist zu tun? Aus meiner Sicht müssen wir erstens die grundlegenden Institutionen unseres Landes hochhalten und verteidigen. Dazu gehört insbesondere auch die Schuldenbremse als zentraler Pfeiler unseres Erfolgsmodells. Sie darf auf keinen Fall ausgehöhlt werden, sie gewährleistet einen mittelfristig ausgeglichenen Haushalt und schützt vor finanzpolitischem Populismus.

Zweitens müssen wir den Wert von Kompromiss und Konsens wieder mehr in unser Bewusstsein rücken. Sie sind zentrale Grundlagen unserer Stabilität und Resilienz. In Zeiten globaler Unordnung – von Handelskriegen bis zum Zerfall einer regelbasierten Weltordnung – sind Kompromiss und Konsens Standortvorteile. Wer schweizerische Werte reklamiert, kann nicht stur in Extremen verharren. Vehemente Vertretung der eigenen Meinung ja, aber es braucht auch eine Bereitschaft zu Schritten auf Gegenpositionen zu. Das bleibt 2026 in allen Politikfeldern entscheidend.

Dialog braucht es auch global. Das Motto des Weltwirtschaftsforums 2026, «A Spirit of Dialogue», unterstreicht die Bedeutung von Zusammenarbeit bei wirtschaftlichen Umbrüchen, digitaler Transformation und Nachhaltigkeit. Konstruktive Gespräche bleiben essenziell. Und die Schweiz kann mit ihrem Konsensmodell einen Beitrag leisten.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
