**Die Schweizer Wirtschaft leidet unter den Folgen von Corona. Mit der Kündigungsinitiative der SVP droht weiteres Ungemach. Eine Annahme bedeutet das Ende der bilateralen Verträge mit der EU. Exportorientierte Schweizer Unternehmen würden gegenüber der europäischen Konkurrenz an Wettbewerbsfähigkeit einbüssen. Das ist die denkbar schlechteste Medizin für eine angeschlagene Wirtschaft.**

Mit der Volksinitiative «Für eine massvolle Zuwanderung (Begrenzungsinitiative)» will die SVP die Personenfreizügigkeit mit den EU/EFTA-Ländern kündigen. Der freie Personenverkehr ist einer von insgesamt sieben Verträgen innerhalb der Bilateralen I. Diese sind mit der Guillotinen-Klausel miteinander verknüpft: Wird ein Abkommen gekündigt, fallen die anderen automatisch dahin. Das wäre fatal. Denn die Bilateralen sind ganz klar eine langjährige Erfolgsgeschichte.

 

**Exporte werden erschwert**

Für die Schweizer Industrie ist die EU die wichtigste Handelspartnerin. Medtech-Unternehmen wie Zimmer Biomet exportieren einen signifikanten Teil ihrer Produkte ins europäische Ausland. Für sie wäre der Wegfall der Bilateralen eine Katastrophe. Sie sind auf die dadurch gewährleistete unbürokratische und gleichberechtigte Teilnahme am EU-Binnenmarkt angewiesen. Gegenwärtig profitieren Schweizer Unternehmen von gegenseitig anerkannten Konformitäts- und Qualitätskontrollen. Das vereinfacht die Zulassung von Schweizer Produkten auf dem EU-Markt. Ohne bilaterale Verträge würden diese Verfahren verkompliziert. Die Folge: mehr Bürokratie und höhere Kosten. Schweizer Produkte würden teurer. Ihre Wettbewerbsfähigkeit leidet.

 

**Standort Schweiz verliert Attraktivität**

Ich bin stolz, dass die Schweizer Medizinaltechnik zur Weltspitze gehört. Unsere Branche zeichnet sich durch ihre hohe Innovationskraft aus. Nicht zufällig belegt sie in Sachen Anziehungskraft für hochqualifizierte ausländische Angestellte den ersten Platz. Die Schweizer Medizinaltechnik muss unbedingt attraktiv bleiben. Die Kündigung der Personenfreizügigkeit schadet der Attraktivität des Standorts Schweiz. Die Suche nach hochqualifiziertem Personal wird noch schwieriger. Darunter leidet die Innovationskraft unserer Branche, folglich das Wirtschaftswachstum und letztlich der Wohlstand aller.

 

**Wirtschaft braucht Stabilität**

Die von der Corona-Krise gebeutelte Schweizer Wirtschaft ist auf intakte Rahmenbedingungen angewiesen. Dazu gehört eine geregelte Beziehung mit der EU. Nur so lässt sich die Rechtssicherheit für international tätige Schweizer Unternehmen aufrechterhalten und die Wirtschaft kann sich erholen. Der Kündigungsinitiative ist deshalb eine klare Absage zu erteilen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
