MEDIENMITTEILUNG HAW 15. JANUAR 2020

**Am Abstimmungswochenende vom 9. Februar wird auf Bund- und Kantonsebene über wichtige Vorlagen abgestimmt werden. Der Vorstand der Handelskammer und Arbeitgebervereinigung hat über die Themen mit wirtschaftlicher Relevanz beraten und folgende Parolen gefasst.**

Eidgenössische Abstimmung

**Nein zur Volksinitiative "Mehr bezahlbare Wohnungen"**

Die bisherige Wohnraumförderung auf Bundesebene hat sich bewährt. Es gibt heute gerade auch in Winterthur ausreichend Mietwohnungen zu tragbaren Preisen. Darüber hinaus hat das Parlament bereits zusätzliche Mittel für den bestehenden Fonds zu Gunsten des gemeinnützigen Wohnungsbaus gesprochen. Die HAW lehnt diese Initiative ab, sie geht zu weit, benachteiligt privatwirtschaftliche Teilnehmer, orientiert sich an einer fixen Quote und nicht am Bedarf und ist zu teuer. Es braucht keine zusätzlichen staat­lichen Eingriffe in den Wohnungsmarkt.

Kantonale Abstimmungen

**Nein zum "Gesetz über den Personentransport mit Taxis und Limousinen"**

Die Gesetzesvorlage des Regierungsrates baute auf einer minimalen Regelung und auf der heute geltenden Zuständigkeit der Gemeinden auf. Der Kantonsrat verschärfte dies, indem er Vergabe und Verwaltungsvollzug durch die kantonale Verwaltung einfordert, umfassende administrative Hürden einführen will und den Anwendungsbereich des Gesetzes auch auf Limousinendienste ausdehnt. Die HAW lehnt das nun vorliegende Gesetz ab. Einerseits werden Zürcher Unternehmen gegenüber ausserkantonalen Dienstleistern im Wettbewerb benachteiligt und andererseits wird bei Annahme ein teurer Verwaltungsapparat aufgebaut, dessen Kosten keinerlei Nutzen gegenübersteht.

**Nein zur Volksinitiative "Für die Entlastung der unteren und mittleren Einkommen** (Entlastungsinitiative)" (Änderung des Steuergesetzes)

Die Initiative verlangt eine Veränderung der Einkommenssteuertarife, indem mittlere Ein­kommen entlastet und höhere stärker belastet werden. Zusätzlich soll die Progression des Einkommenssteuertarifes verschärft werden. Die HAW lehnt diese Initiative ab. Im immer intensiver werdenden Standortwettbewerb kann sich der Kanton Zürich keine drastische Verschlechterung der steuerlichen Standortfaktoren leisten. Zudem führt die Initiative bei Gemeinden wie z.B. Winterthur mit tiefen bis mittleren Einkommen zu substantiellen Steuerausfällen.

**Nein Zur Volksinitiative "Mittelstandsinitiative – weniger Steuerbelastung für alle"**  
(Änderung des Steuergesetzes)

Es sollen mehr Personen ganz von der Einkommenssteuer entlastet werden. Durch Streckung des Steuertarifes für mittlere Einkommen und Elimination der höchsten Progressionsstufe sollen auch mittlere bzw. hohe Einkommen entlastet werden. Obwohl der Kanton Zürich gerade für höhere Einkommen wenig attraktiv ist, lehnt die HAW diese Initiative ab, weil sie zu Steuerausfällen von über 700 Mio. CHF führt und die Optimierung des zürcherischen Steuersystems an anderen Stellen erschwert.

**Ja zum "Projekt Rosengartentram und Rosengartentunnel in der Stadt Zürich"**

Die Rosengartenstrasse gilt als eine der meistbefahrenen Verkehrsachsen der Schweiz. Nach zahlreichen gescheiterten Versuchen, die prekäre Verkehrssituation an der Rosengartenachse anzugehen, liegt dem Stimmvolk mit dem «Projekt Rosengartentram und -tunnel» nun eine vielversprechende Lösung vor. Das Projekt stimmt den öffentlichen Verkehr und den motorisierten Individualverkehr ideal aufeinander ab und bringt vielfältige Verbesserungen für die Betroffenen mit sich. Daher ist das Projekt am 9. Februar 2020 an der Urne anzunehmen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
