- Die anhaltenden internationalen Spannungen belasten die Schweizer Wirtschaft. Die Schweiz braucht mehr denn je eine verlässliche Wirtschaftspolitik, die auf eine breite Diversifizierung der Handelsbeziehungen und attraktive Standortbedingungen setzt.
- economiesuisse erteilt einer zunehmenden Staatsverschuldung eine klare Absage. Die Wirtschaft sagt Nein zur Klimafonds-Initiative und fordert die vollständige Umsetzung des Entlastungspakets 27.
- Das Jahr 2026 muss im Zeichen des Bürokratieabbaus stehen. Bestehende Regu-lierungen gilt es zu vereinfachen und auf neue Regulierungslasten ist zu verzichten.

Die geopolitischen und weltwirtschaftlichen Spannungen halten an. Handelskonflikte, Blockbildungen und Protektionstendenzen akzentuieren sich. Als international verflochtener Standort ist die Schweiz mehr denn je auf möglichst diversifizierte und verlässliche Handelsbeziehungen angewiesen, wie Christoph Mäder, Präsident von economiesuisse, an der Jahresmedienkonferenz ausführt. «Sowohl das Handelsabkommen mit den USA als auch die Bilateralen III sind wichtig, damit die Schweiz ihre wirtschaftliche Handlungsfähigkeit wahren kann.» Auch die Freihandelsabkommen und namentlich das derzeit zur Debatte stehende Abkommen mit Mercosur stellen einen wichtigen Pfeiler für den internationalen Marktzugang dar. «Je diversifizierter, desto besser. Es braucht deshalb alle Abkommen. Ein gegenseitiges Ausspielen der Abkommen hingegen ist falsch», sagt Mäder.

Mit liberalem Kompass im turbulenten Umfeld geschickt navigieren  
In einem Umfeld zunehmender Unsicherheit ist Navigation mit einem klaren wirtschaftspolitischen Kompass gefragt. Für economiesuisse bedeutet dies: Die Schweiz muss konsequent auf Offenheit, Wettbewerbsfähigkeit und stabile Rahmenbedingungen setzen. Die Offenheit als wichtiger liberaler Wert steht dabei in diesem Jahr gerade auch gesellschaftspolitisch unter Druck. Die 10-Millionen-Schweiz-Initiative fordert eine starre Bevölkerungsobergrenze. Gerade angesichts der demografischen Entwicklung ist ein solcher Deckel alles andere als sinnvoll. Bereits heute herrscht in vielen Bereichen der Wirtschaft und der öffentlichen Dienstleistungen Arbeitskräftemangel. Zu wenig Pflegende für ältere Menschen. Fehlende Ärztinnen und Ärzte in den Spitälern. Zu wenig Personal in den Hotels und Gastrobetrieben. Und zu wenig Fachkräfte in der Industrie. Es wäre falsch, den Zugang zu ausländischen Arbeitskräften zu verbarrikadieren, weshalb die Wirtschaft die Initiative klar ablehnt.

Gegen Schuldenwirtschaft: Nein zur Klimafonds-Initiative, Ja zum Entlastungspaket 27  
Das Jahr 2026 wird zur Bewährungsrobe für den Bundeshaushalt und die Schuldenbremse. economiesuisse lehnt die links-grüne Klimafonds-Initiative, über die am 8. März abgestimmt wird, klar ab. Eine Annahme der Initiative würde zu einer massiven Ausweitung der Staatsausgaben führen – zulasten der Steuerzahlerinnen und Steuerzahler und der finanziellen Stabilität des Landes. «Es handelt sich um eine weitere Initiative, die vom Staat etwas bestellt, ohne zu sagen, wer die Rechnung bezahlt», sagt Monika Rühl, Vorsitzende der Geschäftsleitung von economiesuisse. Klar ist, dass die Schuldenwirtschaft zunähme und die Steuerzahlerinnen und Steuerzahler zusätzlich und massiv belastet würden. Doch selbst ohne die Klimafonds-Initiative drohen dem Bund höhere Schulden. «Deshalb ist das Entlastungspaket 27 notwendig. Nur so kann die Schuldenbremse eingehalten und der Bundeshaushalt finanziell robust aufgestellt werden», so Rühl. Klar ist: Die Stabilität ist eine Stärke der Schweiz – ganz besonders in stürmischen Zeiten wie diesen.

Abbau von Regulierungslast als wichtiger Schwerpunkt im Jahr 2026  
Nicht nur die Schuldenlast, sondern auch die zunehmende Regulierungslast stellt ein ernsthaftes Problem für den Wirtschaftsstandort Schweiz dar. Pro Jahr wären 30 Milliarden Franken Bürokratiekosten vermeidbar, wenn die Behörden ihre Prozesse effizienter und digitaler ausgestalten würden. Ein Beispiel lähmender Prozesse sind die langwierigen Baubewilligungsverfahren, die vereinfacht werden müssen. Ebenso wichtig ist, dass auf neue Regulierungslasten verzichtet wird. So würde etwa die neue Konzernverantwortungsinitiative zu zusätzlichen Vorschriften, Pflichten und Belastungen für die Unternehmen führen. Damit stünde die Schweiz international völlig im Abseits. So hat die EU mit ihrem «Omnibus»-Paket beschlossen, die Nachhaltigkeitsregeln für die Unternehmen zu vereinfachen und zu entschlacken.

Ja zu Induvidualbesteuerung  
Ein anderer wichtiger Standortfaktor ist die steuerliche Attraktivität für Privatpersonen und Unternehmen. Mit der Abstimmungsvorlage über die Einführung der Individualbesteuerung hat die Schweiz die Chance, das Steuersystem für die Privatpersonen attraktiver auszugestalten. Die heutige Paarbesteuerung führt dazu, dass gewisse verheiratete Doppelverdiener mehr Steuern zahlen als unverheiratete Paare mit vergleichbaren Einkommen. Diese sogenannte Heiratsstrafe, die vor allem bei der Bundessteuer besteht, trifft rund 670’000 Ehepaare. Darüber hinaus bringt das bestehende System einen ungewünschten Nebeneffekt mit sich: Die gemeinsame Besteuerung dämpft die Erwerbsanreize von Zweitverdienenden, meist Frauen. Denn Zusatzeinkommen fallen rasch in eine höhere Progressionsstufe und damit wird ein höheres Arbeitspensum unattraktiver. Mit der Einführung der Individualbesteuerung können diese Probleme gelöst werden. economiesuisse unterstützt die Individualbesteuerung und hat die Ja-Parole für die Abstimmung am 8. März gefasst.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
