Die Bevölkerung der Schweiz ist in den vergangenen Jahren stark gewachsen. Dafür gibt es verschiedene Gründe: ein robustes Wirtschaftswachstum, die Auswirkungen des Ukraine-Krieges sowie die steigende Lebenserwartung. Diese Entwicklung bringt Herausforderungen mit sich – aber auch Chancen. Entscheidend ist, wie wir darauf reagieren.

Wir sind überzeugt, eine planwirtschaftliche Bewirtschaftung der Zuwanderung des Bevölkerungswachstums und eine Einschränkung der Personenfreizügigkeit mit Europa würden der Schweizer Wirtschaft und letztlich unserem ganzen Land erheblichen Schaden zufügen. Im Vergleich zu anderen europäischen Ländern ist die Schweizer Wirtschaft gewachsen und der Wohlstand hat zugenommen. Zu dieser Entwicklung haben erfolgreiche global tätige Unternehmen wesentlich beigetragen. Gerade diese sind darauf angewiesen, Spezialistinnen und Spezialisten aus dem Ausland rasch und unbürokratisch rekrutieren zu können – insbesondere dann, wenn diese Kompetenzen in der Schweiz nicht ausreichend verfügbar sind. Fällt diese Möglichkeit weg, besteht das Risiko, dass zukünftig Arbeitsplätze zum Beispiel in der Forschung und Entwicklung oder auch in anderen Konzernfunktionen vermehrt im Ausland aufgebaut oder im worst case ins Ausland verlagert würden.

Doch die Bedeutung ausländischer Arbeitskräfte beschränkt sich keineswegs auf internationale Grossunternehmen. Unser Gesundheitswesen wäre ohne Mitarbeitende aus dem Ausland kaum funktionsfähig. Pflegefachkräfte, Ärztinnen und Ärzte sowie weiteres medizinisches Personal leisten einen unverzichtbaren Beitrag. Gleiches gilt für den Tourismus und die Landwirtschaft, die in hohem Masse auf ausländische Arbeitskräfte angewiesen sind.

Wer die Idee einer «10-Millionen-Schweiz» befürwortet und gleichzeitig eine starke Einschränkung der Zuwanderung fordert, muss bereit sein, die Konsequenzen zu tragen. Sollte die 10 Mio. Initiative angenommen werden, müsste wieder ein Kontingentsystem für ausländische Arbeitskräfte eingeführt werden. Es wird zu einem politischen Kampf kommen, welche Branche, wie viele Kontingente bekommen wird. Aus gesamtwirtschaftlichen Überlegungen müssten Kontingente prioritär jenen Branchen zugutekommen, die eine hohe Wertschöpfung erzielen. Das würde zwangsläufig bedeuten, dass Branchen wie Tourismus oder Landwirtschaft deutlich zurückgefahren werden müssten – Bereiche also, die im Vergleich zu anderen Branchen eine tiefere Wertschöpfung generieren und/oder stark auf staatliche Unterstützung angewiesen sind.

Natürlich bringt das Bevölkerungswachstum auch Herausforderungen mit sich. Die Infrastruktur muss Schritt halten, Integration braucht Zeit und Geduld. Auf dem Wohnungsmarkt dauert es, bis ausreichend neuer Wohnraum geschaffen wird. Diese Probleme sind real und verdienen politische Antworten. Die Mühlen der Politik insbesondere diejenigen der Bundespolitik arbeiten zu langsam. Gewisse Probleme, zum Beispiel in der Asylpolitik, müssen schneller und konsequenter gelöst werden.

Gleichzeitig zeigt die Geschichte der Schweiz, dass unser Land wiederholt Phasen starken Bevölkerungswachstums erlebt hat – und stets gut damit gefahren ist, nicht mit radikalen Eingriffen zu reagieren. Gerade beim Thema Bevölkerung ist Planwirtschaft der falsche Ansatz.

Mit Blick auf die demografische Entwicklung in der Schweiz und in Europa spricht vieles dafür, dass sich das Bevölkerungswachstum künftig eher abschwächen wird. Die eigentliche Herausforderung dürfte deshalb nicht ein Überangebot an Menschen sein, sondern die Frage, ob wir langfristig genügend Arbeitskräfte haben werden, um unseren Wohlstand, unsere Gesundheitsversorgung und unsere Wirtschaftskraft zu sichern.

Die Handelskammer und Arbeitgebervereinigung Winterthur (HAW) lehnt deshalb die Nachhaltigkeitsinitiative (10 Mio. Schweiz) ab.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
