Die Entwicklung der AHV-Finanzen wird regelmässig aktualisiert und publiziert. Das Zahlenmaterial ist die wichtigste Grundlage, wenn es darum geht, den Zustand des wichtigsten Sozialwerks der Schweiz zu erfassen. Dass Formelfehler des Bundesamts für Sozialversicherungen (BSV) dazu geführt haben, dass die künftige finanzielle Entwicklung der AHV zu negativ dargestellt wurde, ist ärgerlich und bedauerlich. Am Grundproblem ändern aber auch die neuen Finanzperspektiven nichts: Die AHV schreibt wegen der Alterung bald rote Zahlen, und die 13. Rente verschärft das Problem. Damit die AHV über die Zeit leistungsfähig bleibt, ist eine neue Reform unverändert nötig.

Kor­rek­te Da­ten­grund­la­gen sind wich­tig, keine Frage. Damit das Ver­trau­en in die AHV-Zah­len wie­der­her­ge­stellt wer­den kann, müs­sen die Ur­sa­chen des For­mel­feh­lers beim BSV ge­fun­den wer­den. Die AHV als gröss­tes So­zi­al­werk ist für die Schweiz zu wich­tig, als dass mit Un­si­cher­hei­ten über Zah­len und fi­nan­zi­el­le Ent­wick­lun­gen jetzt fort­lau­fend Po­li­tik be­trie­ben wird. Die de­fi­ni­ti­ven kor­ri­gier­ten AHV-Fi­nanz­per­spek­ti­ven, die das BSV im Sep­tem­ber ver­öf­fent­li­chen will, müs­sen darum ro­bust sein. Ex­ter­ne Quer­prü­fun­gen sol­len das si­cher­stel­len.

Die neuen Zah­len wer­den je­doch nichts am Grund­pro­blem än­dern. Die nach dem Um­la­ge­prin­zip fi­nan­zier­te AHV kippt mit der de­mo­gra­fi­schen Ent­wick­lung in eine fi­nan­zi­el­le Schief­la­ge. Es ver­las­sen immer mehr Leute al­ters­hal­ber den Ar­beits­markt und die Ren­ten müs­sen in­fol­ge der zu­neh­men­den Le­bens­er­war­tung län­ger aus­be­zahlt wer­den. Die stei­gen­den AHV-Aus­ga­ben sind durch die be­ste­hen­den Ein­nah­men nicht mehr ge­deckt. Ge­mäss den neuen Zah­len be­trägt das De­fi­zit per 2030 immer noch zwei Mil­li­ar­den Fran­ken und steigt bis 2033 auf vier Mil­li­ar­den Fran­ken an – pro Jahr. Die Fi­nan­zie­rungs­lü­cke wird in den Fol­ge­jah­ren noch grös­ser.

Auch die Kos­ten der 13. Al­ters­ren­te än­dern sich durch die Kor­rek­tur der Fi­nanz­per­spek­ti­ven kaum. Mit der Aus­zah­lung der Zu­satz­ren­te ab 2026 kommt die AHV wie bis­her so­fort in den ne­ga­ti­ven Be­reich und die Mehr­aus­ga­ben be­tra­gen bis 2030 immer noch fünf Mil­li­ar­den. [Die Wirt­schaft hat sich klar gegen eine Fi­nan­zie­rung der 13. AHV-Rente über Lohn­bei­trä­ge aus­ge­spro­chen.](https://www.economiesuisse.ch/de/artikel/13-ahv-rente-wirtschaft-fordert-finanzierung-ueber-mehrwertsteuer) Wie der Bun­des­rat be­züg­lich Fi­nan­zie­rung der 13. AHV-Rente wei­ter ver­fah­ren will, wird er dem­nächst ent­schei­den. Klar ist, dass für eine zu­sätz­li­che Be­las­tung der Er­werbs­tä­ti­gen jetzt erst recht kein Raum be­steht. Ob die 13. Rente über ei­ni­ge Jahre mit den be­ste­hen­den Mit­teln fi­nan­ziert wer­den kann, not­falls unter An­zap­fung des AHV-Fonds, wird jetzt ernst­haft zu dis­ku­tie­ren sein. Im In­ter­es­se des Bun­des­haus­halts und an­de­rer Auf­ga­ben­ge­bie­te mit akut hohem Fi­nanz­be­darf ist der Bun­des­bei­trag wie ge­plant vor­läu­fig nicht zu er­hö­hen.

Klar ist gleich­zei­tig auch, dass die ak­tua­li­sier­ten Per­spek­ti­ven keine Grund­la­ge für noch mehr Leis­tungs­aus­bau bie­ten und dass die vom Par­la­ment ver­bind­lich vom Bun­des­rat bis Ende 2026 ver­lang­te neue Re­form zur Sta­bi­li­sie­rung der AHV nach wie vor nötig ist. Die AHV – da hel­fen auch ver­bes­ser­te For­meln nichts – wird in Kürze wie­der mehr Leis­tun­gen aus­zah­len als sie Bei­trä­ge ein­nimmt. Än­dert sich mit­tel­fris­tig nichts an die­sem Miss­ver­hält­nis, be­deu­tet das nichts Gutes für die AHV und für alle, die auf sie an­ge­wie­sen sind. Den Hand­lungs­be­darf klein zu reden mit dem Ar­gu­ment, dass den Zah­len und Pro­gno­sen des BSV oh­ne­hin nicht zu trau­en ist, heisst, dem Pu­bli­kum be­wusst und wil­lent­lich Sand in die Augen zu streu­en. Dem BSV wird man bei sei­nem For­mel­feh­ler kei­nen Vor­satz vor­wer­fen kön­nen. Jenen, die die Pro­ble­me der AHV jetzt klein­re­den, schon.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
