Die Unternehmenssteuerpolitik der Schweiz ist höchst erfolgreich. Eindrücklich belegt wird dies durch den stetigen Anstieg der Einnahmen aus Firmensteuern. Nun wirbelt ein tiefgreifendes Steuerprojekt der OECD und der G20-Staaten die internationale Steuerwelt auf. Die vorgesehene Mindestbesteuerung grosser, internationaler Unternehmen stellt die Schweiz und ihren Steuerstandort vor Herausforderungen. Bund und Kantone haben nach intensiven Beratungen eine tragfähige Lösung gefunden. Am 18. Juni 2023 entscheidet das Volk darüber. Im aktuellen dossierpolitik erfahren Sie, was auf dem Spiel steht.

Gros­se, in­ter­na­tio­na­le Un­ter­neh­men un­ter­lie­gen künf­tig einer Min­dest­be­steue­rung von 15 Pro­zent. Dar­auf haben sich rund 140 Staa­ten in einem welt­wei­ten Pro­jekt der OECD/G20 ge­ei­nigt. Hält sich die Schweiz nicht daran, dür­fen an­de­re Län­der die feh­len­de Be­steue­rung nach­ho­len. Bun­des­rat, Par­la­ment und die Kan­to­ne wol­len keine Steu­er­ein­nah­men ver­schen­ken und die OECD-Min­dest­steu­er des­halb in der Schweiz um­set­zen. Mit der Re­form be­zah­len gros­se, in­ter­na­tio­na­le Un­ter­neh­men zu­sätz­li­che Steu­ern in der Schweiz, im Ge­gen­zug wer­den die Fir­men vor Zu­satz­be­steue­rung und Steu­er­ver­fah­ren im Aus­land ge­schützt. Die Volks­ab­stim­mung über die not­wen­di­ge Ver­fas­sungs­än­de­rung fin­det am 18. Juni 2023 statt.

Trotz Min­dest­steu­er geht der Stand­ort­wett­be­werb wei­ter. Staa­ten wer­den sich wie bis­her um die An­sied­lung und den Er­halt von er­trags­star­ken Un­ter­neh­men be­mü­hen. Bis­her war die Schweiz dabei äus­serst er­folg­reich. Auch dank einer at­trak­ti­ven Steu­er­po­li­tik hat sich unser Land in den letz­ten 30 Jah­ren zu einem der welt­bes­ten Wirt­schafts­stand­or­te ent­wi­ckelt. Die Steu­er­zah­lun­gen der Un­ter­neh­men sind stark an­ge­stie­gen und haben das ste­ti­ge Wachs­tum der staat­li­chen Leis­tun­gen etwa im So­zi­al- und Bil­dungs­we­sen mass­geb­lich fi­nan­ziert – Schwei­zer Pri­vat­haus­hal­te pro­fi­tie­ren davon. Die­sen Er­folg gilt es zu wah­ren. Die Um­set­zung der OECD-Min­dest­steu­er bringt Bund und Kan­to­nen Mit­tel ein, um die Stand­ort­at­trak­ti­vi­tät der Schweiz auch in Zu­kunft si­cher­zu­stel­len.

eco­no­mie­su­is­se be­für­wor­tet die schwei­ze­ri­sche Um­set­zung der OECD-Min­dest­steu­er aus fol­gen­den Grün­den:

- **Steu­er­er­trä­ge für die Schweiz statt fürs Aus­land: **Wenn die Un­ter­neh­men auf­grund der OECD-Min­dest­steu­er oh­ne­hin höher be­steu­ert wer­den, sol­len sie die zu­sätz­li­chen Steu­ern in der Schweiz be­zah­len – und nicht im Aus­land.
- **Ge­ziel­te Um­set­zung nur für gros­se, in­ter­na­tio­na­le Un­ter­neh­men:** Die Min­dest­steu­er be­trifft aus­schliess­lich gros­se, in­ter­na­tio­na­le Un­ter­neh­men. Für KMU und rein na­tio­nal tä­ti­ge Un­ter­neh­men gibt es bei der Be­steue­rung keine Än­de­rung.
- **Schutz der Un­ter­neh­men vor aus­län­di­scher Zu­satz­be­steue­rung:** Die Um­set­zung im Ein­klang mit dem OECD-Re­gel­werk schützt be­trof­fe­ne Un­ter­neh­men vor Zu­satz­be­steue­rung und zu­sätz­li­cher Bü­ro­kra­tie im Aus­land und gibt ihnen Rechts- und Pla­nungs­si­cher­heit.
- **At­trak­ti­vi­tät der Schweiz er­hal­ten:** Län­ger­fris­tig wach­sen die Un­ter­neh­mens­steu­ern nur dann, wenn die be­trof­fe­nen Fir­men in der Schweiz blei­ben und sich hier wei­ter gut ent­wi­ckeln. Ziel muss es des­halb sein, dass die Schweiz wei­ter­hin zu den welt­bes­ten Wirt­schafts­stand­or­ten ge­hört.
- **Star­ke Kan­to­ne für eine star­ke Schweiz: **Stand­ort­mass­nah­men wer­den am ef­fi­zi­en­tes­ten durch die Kan­to­ne ge­trof­fen. Die Kan­to­ne ken­nen ihre wirt­schaft­li­che Si­tua­ti­on und die lo­ka­le Bran­chen­struk­tur am bes­ten. Sie wis­sen, was ihre je­wei­li­gen Stand­or­te bie­ten und wo Ver­bes­se­run­gen nötig sind. Von er­folg­rei­chen Kan­to­nen, ihren Bei­trä­gen an die Bun­des­steu­er und ihren Aus­gleichs­zah­lun­gen in den Na­tio­na­len Fi­nanz­aus­gleich (NFA) pro­fi­tiert die ganze Schweiz.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
