**Schweiz sagt «Nein» zum schädlichen Bevölkerungsdeckel - Schweizerischer Arbeitgeberverband  Gleichzeitig gilt es, die Sorgen vieler Bürgerinnen und Bürger ernst zu nehmen, die im Vorfeld der Abstimmung vorgebracht wurden und zu einem hohen Ja-Anteil geführt haben. Besonders in den Bereichen Infrastruktur, Wohnen und Asyl braucht es konkrete Verbesserungen und verantwortungsvolles politisches Handeln. Auch die Zuwanderung kann die Schweiz aus freien Stücken reduzieren – dies benötigt allerdings Verantwortungsbewusstsein und Leistungsbereitschaft von allen Seiten. **

| Die Scheinlösung eines Bevölkerungsdeckels hat beim Schweizer Stimmvolk nicht verfangen. Der Schweizerische Arbeitgeberverband begrüsst diesen Entscheid ausdrücklich: Die Initiative hätte keine Probleme gelöst, sondern für zahlreiche neue Herausforderungen gesorgt und die Beziehungen zur Europäischen Union als wichtigste Handelspartnerin belastet. Gerade angesichts der demografischen Entwicklung und des zunehmenden Fachkräftemangels bleibt die Schweiz auf qualifizierte Arbeitskräfte aus dem Ausland angewiesen. Für viele Branchen – etwa das Gesundheitswesen, die Gastronomie, die Industrie oder die IT – ist der Zugang zu Arbeitskräften aus dem EU-/Efta-Raum entscheidend. |

| **Sorgen der Bevölkerung ernst nehmen und Lösungen finden** Die Ablehnung der Initiative entbindet Politik, Wirtschaft und Gesellschaft jedoch nicht von ihrer Verantwortung. Viele Menschen sorgen sich über den Druck auf den Wohnungsmarkt, die Belastung der Infrastruktur oder die Entwicklungen im Asylbereich. Diese Sorgen müssen ernst genommen werden. Nur wenn bestehende Probleme glaubwürdig und auf allen Ebenen angegangen werden, bleibt die wirtschaftliche Offenheit der Schweiz politisch mehrheitsfähig. Im Kontext von Asyl fordert der Arbeitgeberverband einen rascheren Vollzug des geltenden Rechts. Die bestehenden Verfahren und Regelungen sind konsequenter umzusetzen. |
| **Arbeitsanreize stärken statt neue Belastungen schaffen** Mit dem «Nein» zur Initiative wurde das Worst-Case-Szenario abgewendet. Dennoch steht die Wirtschaft weiter unter Druck. Neben dem demografischen Wandel, der das inländische Erwerbspotenzial schrumpfen lässt, setzen ihr auch die Spannungen in der Geopolitik und eine unsichere Weltlage zu. Um den Wohlstand zu halten und die arbeitsmarktbezogene Zuwanderung auf das Notwendige zu beschränken, ist nun die Dringlichkeit für innenpolitische Reformen gross. Das brachliegende Arbeitskräftepotenzial – etwa von Flüchtlingen, Teilzeitbeschäftigten oder Älteren – muss noch besser ausgeschöpft werden. Dazu braucht es die Bereitschaft der Arbeitgeber genauso wie die richtige Weichenstellung in der Politik, die Anreize so zu setzen, dass sich Arbeit wieder mehr lohnt. Dazu gehört auch ein Verzicht auf weitere teure Ausbauübungen in der Sozialpolitik, die – über höhere Lohnabgaben und/oder Mehrwertsteuern finanziert – zu einer Mehrbelastung von Arbeitgebern, Arbeitnehmenden sowie des Konsums führen. Das ist der falsche Weg. Es gilt insbesondere, Fehlanreize, die zu einer Reduktion des Arbeitspensums führen, zu vermeiden. Die Schweiz muss sich ausserdem einer ehrlichen Debatte um das Referenzalter stellen: Die Kosten der gestiegenen Lebenserwartung dürfen nicht auf die junge Generation abgewälzt werden. |

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
