Bilder des Krieges sind immer erschütternd. Der Gewaltausbruch im Nahen Osten ist keine Ausnahme. Die Bilder führen uns vor Augen, wie schnell Normalität in Zerstörung umschlagen kann. Neben dem Krieg in der Ukraine haben wir nun schon einen zweiten Brandherd. Die Instabilität ist Teil einer globalen tektonischen Verschiebung.  
Diese aktuellen Entwicklungen müssen für die Schweiz ein Weckruf sein, denn unser Erfolg fusst auf internationaler Vernetzung und auf Stabilität.

Mitte März hat der Bundesrat dem Parlament die Botschaft zu den Bilateralen III überreicht. Nun starten die parlamentarischen Beratungen. Wenn wir über unsere Beziehung zur Europäischen Union sprechen, fallen uns zuerst die wirtschaftlichen Argumente ein. Das ist zwar völlig richtig, denn …

| • | **Europa ist unser Heimmarkt:** Mehr als die Hälfte unserer Warenexporte gehen in die EU. Für unsere Wirtschaft ist Europa ein erweiterter Heimmarkt. |
| --- | --- |

| • | **Wettbewerbsfähigkeit durch Marktzugang:** Wir brauchen einen hürdenfreien Zugang ohne technische Handelshemmnisse. Das senkt die Bürokratie und stärkt unsere Unternehmen. |
| --- | --- |

| • | **KMU werden gestärkt:** Besonders für die kleinen und mittleren Unternehmen, die keine eigenen Produktionsstätten im EU-Raum unterhalten, ist dieser hürdenfreie Zugang zum EU-Binnenmarkt sehr wichtig. |
| --- | --- |

…, doch Wohlstand ohne Sicherheit ist nicht denkbar.

Die wirtschaftlichen Vorteile geregelter Beziehungen sind evident, aber sie sind nur die halbe Wahrheit. Mit der generellen Zunahme von kriegerischen Handlungen und mit der Zerstörung der europäischen Friedensordnung durch den Ukraine-Krieg, hat Sicherheit eine neue Dringlichkeit erreicht.

Kaum jemand wird bestreiten, dass die Verlässlichkeit des US-Schutzschirm über Europa gelitten hat. Europa muss mehr für seine eigene Verteidigungsfähigkeit tun. Und dies gilt auch für die Schweiz. Punkto Sicherheit ist die Schweiz keine Insel. Ein Abwehrdispositiv ohne Kooperation ist nicht denkbar. Ob wir wollen oder nicht. Europäische Sicherheit ist auch unsere Sicherheit.

Gute Beziehungen zur EU sind daher gerade aus sicherheitspolitischer Sicht zentral. Es geht bei den Bilateralen III nicht «nur» um den Abbau von Handelshemmnissen oder die Personenfreizügigkeit. Es geht auch um einen strategischen Sicherheitsentscheid.

Die Botschaft des Bundesrates zu den Bilateralen III ist der Moment, in dem wir als Wirtschaft und als Gesellschaft Farbe bekennen müssen. economiesuisse setzt sich mit Nachdruck für einen konstruktiven Weg ein – aus Verantwortung für unseren Wohlstand, aber auch aus Verantwortung für die Sicherheit unseres Landes.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
