«Digital first is the new normal», so die Stadtverwaltung auf der Website: Der moderne Bürger ist sich heute gewohnt, jederzeit von überall ein Uber mit dem Smartphone zu bestellen, sich mobil ins eBanking einzuloggen oder von unterwegs zu shoppen. Auch Verwaltungen müssen sich am digitalen Standard der Privatwirtschaft orientieren. Die Smart-City-Strategie ist zwar insgesamt auf gutem Weg (siehe Teil 1), doch die Praxis zeigt, dass die Digitalisierung gerade bei simplen Verwaltungsprozessen oft noch nicht angekommen ist.

Man stelle sich vor, man habe in einer Winterthurer Bibliothek ein Medium ausgeliehen und vergessen, dieses rechtzeitig zurückzubringen, woraufhin man eine Mahnung erhält. Im Jahr 2021 sollte es möglich sein, diese per Twint oder eBanking zu bezahlen, würde man meinen. Doch man muss tatsächlich persönlich vorsprechen (!), um die Rechnung zu begleichen.

Ebenso aus der Zeit gefallen zu sein scheint der interne Prozess für Spesenabrechnungen beim Departement Schule und Sport. Dieser sieht vor, dass man physische Rechnungen zunächst auf ein ausgefülltes Excel-Formular klebt. Nach Visum durch Ersteller und Vorgesetzten geht der Beleg zunächst ans Rechnungswesen, danach ans Controlling und schliesslich zur Ausführung an die Finanzabteilung. Meistens vergehen dazwischen mehrere Wochen, erzählt ein Schulleiter. Verbesserungsvorschläge der Betroffenen versickerten oft. In den meisten KMUs sind solche Prozesse längst digital.

Ein weiteres Beispiel: Die Schulleitungen tragen die finanzielle Verantwortung über die Materialverwaltung und kleinere Weiterbildungen – ein geeignetes, tagesaktuelles System zur Überwachung fehlt allerdings. Mehrere Tage nach einer Statusanfrage erhält die Schulleitung eine Übersicht vom Controlling, die meist schon nicht mehr aktuell ist, da in der Zwischenzeit bereits neue Buchungen hinzugekommen sind; Um den Überblick nicht zu verlieren und das Budget einzuhalten, haben Schulleitungen teils begonnen, mit Excel-Sheets eigene Rechnungen aufzustellen. Die Liste von Einzelbeispielen liesse sich fortführen.

Ausgleichend muss ebenso betont werden, dass Winterthur teils sehr fortschrittlich agiert. Beispiele sind etwa der digitale Baubewilligungsprozess, der Einbürgerungs-Chatbot, das während dem ersten Lockdown rasch implementierte Nachbarschafts-Modul der Winterthur-App, oder die Ausrüstung der Schulen mit Tablets für alle ab der fünften Klasse. «Die Digitalisierung schreitet im Rahmen der vorhandenen Ressourcen in der Stadt Winterthur kontinuierlich voran. Laufend werden neue Vorhaben umgesetzt», so Christoph Zech, Digital Officer bei den Informatikdiensten Winterthur. Dabei muss beachtet werden, dass Apps und Tools oft nur die Spitze des Eisbergs sind: Laut Zech besteht die Aufgabe der Verwaltung vor allem auch darin, geeignete Basis-Systeme und Infrastrukturen zur Verfügung zu stellen. Gleichwohl sieht auch er gerade bezüglich der verwaltungsinternen Systeme noch «grosses Potenzial». Eine umfassende Digitalisierungsstrategie sei aktuell in Arbeit.

Weiter gelte es zu betonen, dass die Aspekte Datenschutz und Einhaltung des Amtsgeheimnisses oberste Priorität haben. Gerade bei der Nutzung von Cloud-Diensten sei dies eine «nicht zu vernachlässigende Herausforderung», so Zech. «Die Möglichkeiten werden im Rahmen der vorhandenen Mittel genutzt, im Wissen, dass noch viel mehr möglich wäre.» Winterthur habe im Bereich eGovernment zu den Pionieren gezählt, allerdings seien anderen Städte inzwischen weiter, ausgestattet mit entsprechenden personellen und finanziellen Mitteln.

Dies ist ein gewichtiger Punkt bei einem zentralen Verwaltungslogin: Winterthur ist diesbezüglich zwar langsamer als Zürich, das mit «Mein Konto» eine Benchmark geschaffen hat – mit entsprechender finanzieller Substanz (siehe Teil 1). Auch andere Städte wie St. Gallen, Wil oder Basel sind noch nicht so weit.

Alles in allem scheint das Querschnittsthema Digitalisierung zwar in der Verwaltung angekommen, doch es besteht gerade bei simplen papierlosen Prozessen unübersehbares Entwicklungspotential. Das Finanzdepartement unter der Leitung von Kaspar Bopp trägt als übergeordnete Instanz des IDW die Verantwortung, diese Missstände zu beseitigen. Weiter muss sich das Departement ankreiden lassen, das Thema nicht schon seit Langem stärker zu pushen: Für erfolgreiche Digitalisierung benötigt es nicht unbedingt mehr Leute, sondern vor allem Herzblut, Enthusiasmus und politischen Willen. Speziell bei zurzeit angespannten Stadtfinanzen sind dies unverzichtbare Mittel, schnell langfristige Effizienz und Kostensenkungen herbeizuführen: Es wird Zeit, dass der Digitalisierung die richtige Priorisierung zukommt: Mit klaren Prozessen, konkreten Zielen und unmissverständlichen Verantwortlichkeiten innerhalb der Verwaltung.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
