«Buchhalter Nötzli» steht für den kleinkarierten Bedenkenträger. Als Karikatur hielt die Figur über Jahrzehnte der Schweiz den Spiegel vor. Nötzli ist genau, manchmal überkorrekt. Er prüft jede Zahl zweimal, wägt Vorteile und Nachteile sorgfältig ab. Das mag pedantisch wirken – doch der Erfolg der Schweiz gibt Nötzli recht. Denn unsere Demokratie lebt davon, dass wir Schweizerinnen und Schweizer bei politischen Vorlagen und Abstimmungsgegenständen sorgfältig Vor- und Nachteile gewichten und dann entscheiden.

**Bilaterale: Es braucht eine sachorientierte Diskussion  
**Ein genaues Hinschauen ist auch beim Verhältnis zur Europäischen Union gefragt. Derzeit läuft die Vernehmlassung zum neuen Paket der Bilateralen. Gleichzeitig wird im Parlament über die «10-Millionen-Schweiz»-Initiative debattiert. Beides zeigt: Das Verhältnis zwischen der Schweiz und der EU bewegt die Politik – und ist entscheidend für die Zukunft unseres Landes.

Eines ist dabei zentral: Wir brauchen eine faktenbasierte, sachliche Diskussion zu den Bilateralen. Der nüchterne Blick zeigt, dass die Bilateralen sowohl eine Kosten- als auch eine Nutzenseite haben.

Die Zuwanderung durch die Personenfreizügigkeit stellt uns vor Herausforderungen. In gewissen Regionen ist Wohnraum knapp, die Infrastruktur stösst an ihre Grenzen. Diese Probleme müssen wir ernst nehmen. Wir brauchen zweifellos kluge und tragfähige Lösungen in der Infrastruktur-, Raum- und Migrationspolitik.

Eines ist aber ebenso klar: Die Bilateralen sind für unseren Wohlstand von grosser Bedeutung. Das gilt ganz besonders auch für die Personenfreizügigkeit. Die Schweiz hat in den letzten 25 Jahren viele Talente anziehen können und unsere Unternehmen konnten ihre Stellen besetzen. Davon haben wir alle profitiert. Es wäre falsch, diesen Nutzen vom Tisch zu wischen.

Eine neue Studie des Forschungsunternehmens BAK Economics im Auftrag von economiesuisse zeigt: Ohne die Bilateralen I wäre das Bruttoinlandprodukt 2045 um 7,1 Prozent tiefer, das BIP pro Kopf um 4,7 Prozent geringer. Kumuliert ergibt dies bis 2045 einen Verlust von fast 45'700 Franken pro Kopf. Das ist substanziell.

Es kommt hinzu, dass die Bedeutung der Bilateralen über die Jahre wächst. Denn die Verflechtung unserer Volkswirtschaft mit Europa nimmt zu. Die EU war, ist und bleibt unser wichtigster Markt.

 

**Herausforderungen anpacken, ohne die Bilateralen zu gefährden  
**Wenn wir über das Verhältnis mit Europa sprechen, gilt es somit sorgfältig abzuwägen. Es wäre unredlich, die Herausforderungen und Kosten der Bilateralen auszublenden. Diese Herausforderungen müssen wir anpacken. Doch es wäre auch töricht, den hohen Nutzen der Bilateralen einfach kleinzureden und die Bilateralen zu gefährden. Gerade wenn wir uns den Nutzen der Bilateralen vor Augen halten, wird uns auch das Risiko eines Wegfalls der Bilateralen bewusst. Fakt ist: Es gibt keine bessere Alternative zum bilateralen Weg. Ohne Plan B die Bilateralen zu gefährden, wäre keine kluge Standortpolitik für unser Land.

Am allerwichtigsten ist mir, dass die Diskussion über die Bilateralen III auf einem sorgfältigen Abwägen der Vor- und Nachteile basiert. Ich bin optimistisch, dass dies gelingt. An einem solchen Prozess hätte wohl selbst der imaginäre «Buchhalter Nötzli» seine Freude.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
