MEDIENMITTEILUNG 16.05.2018 - **Der Ab­schluss einer wirk­sa­men und po­li­tisch breit ab­ge­stütz­ten Steu­er­vor­la­ge bis zum Herbst hat für den Wirt­schafts­dach­ver­band hohe Prio­ri­tät. Die­sem Ziel ist die stän­de­rät­li­che Kom­mis­si­on mit ihrem ein­stim­mi­gen Ent­scheid einen wich­ti­gen Schritt nä­her­ge­kom­men. Die Un­ter­neh­men be­nö­ti­gen mög­lichst rasch ein in­ter­na­tio­nal ak­zep­tier­tes Steu­er­sys­tem und damit Rechts­si­cher­heit, um wei­ter­hin in den Stand­ort Schweiz in­ves­tie­ren zu kön­nen. Es geht um die Si­che­rung von Tau­sen­den Ar­beits­plät­zen und Mil­li­ar­den an Steu­er­ein­nah­men.**

Was die steu­er­li­chen As­pek­te an­be­langt, hat sich die Kom­mis­si­on gross­mehr­heit­lich den Vor­ga­ben des Bun­des­rats an­ge­schlos­sen. Wich­tig ist die Er­gän­zung, dass die Kan­to­ne unter ge­wis­sen Be­din­gun­gen einen Abzug für si­che­re Fi­nan­zie­rung ein­füh­ren kön­nen. Diese Mög­lich­keit si­chert sub­stan­zi­el­les Steu­er­sub­strat für die Schweiz. Die vor­ge­se­he­ne An­pas­sung des Ka­pi­tal­ein­la­ge­prin­zips be­trach­tet eco­no­mie­su­is­se kri­tisch. Das Ka­pi­tal­ein­la­ge­prin­zip ist sach­lich rich­tig und hat po­si­ti­ve Aus­wir­kun­gen auf die Stand­ort­at­trak­ti­vi­tät der Schweiz. Diese darf nicht ge­fähr­det wer­den. eco­no­mie­su­is­se be­grüsst, dass die Mehr­heit der Kom­mis­si­on den Kan­to­nen bei der Di­vi­den­den­be­steue­rung mehr Frei­hei­ten ein­räumt. Jede Min­dest­be­steue­rung schränkt die Steu­er­au­to­no­mie der Kan­to­ne je­doch ein und wird von eco­no­mie­su­is­se als falsch be­ur­teilt. Nach­dem für den Bund im Rah­men der SV17 keine Steu­er­sen­kun­gen ge­plant sind, be­steht kein Grund, die Di­vi­den­den­be­steue­rung auf Stufe Bund an­zu­he­ben.

eco­no­mie­su­is­se hat stets den Stand­punkt ver­tre­ten, dass die Steu­er­vor­la­ge 17 nicht mit sach­frem­den Ele­men­ten an­ge­rei­chert wird. Die Vor­la­ge muss in ihrem steu­er­li­chen Kernas­pekt die Wett­be­werbs­fä­hig­keit, die in­ter­na­tio­na­le Ak­zep­tanz und die Er­gie­big­keit der Schwei­zer Fir­men­be­steue­rung ga­ran­tie­ren. Die vom Bun­des­rat vor­ge­leg­ten steu­er­li­chen Mass­nah­men er­fül­len diese Vor­ga­ben. Eine wirk­sa­me und po­li­tisch aus­ta­rier­te Lö­sung ist mit die­sen Ele­men­ten mög­lich. Der nun vor­ge­schla­ge­ne Ein­be­zug der AHV trägt nichts zur Wirk­sam­keit der Steu­er­lö­sung bei.

Die be­schlos­se­ne Ver­knüp­fung ist im Sinne der ma­te­ri­el­len Ein­heit frag­wür­dig. Die Wirt­schaft wird die Lö­sung sach­lich und unter Ein­be­zug po­li­ti­scher Über­le­gun­gen prü­fen. Weder darf durch die Lö­sung die po­li­ti­sche Ak­zep­tanz der SV17 ge­fähr­det wer­den, noch darf es zu Ver­zö­ge­run­gen bei den Re­for­men von AHV und be­ruf­li­cher Vor­sor­ge kom­men. Na­ment­lich struk­tu­rel­le Mass­nah­men bei der AHV sind wei­ter­hin un­ab­ding­bar.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
