Die Erleichterung ist spürbar: Mit der Aussetzung eines Teils der Zölle hat US-Präsident Trump eine Entdramatisierung der Entwicklung erreicht. Gleichzeitig hat er China isoliert, da das Land nun mit einem exorbitant hohen Zoll von 125 Prozent belegt wird. ​

Was bedeutet das für die Weltwirtschaft? ​  
Am 9. April wurden die länderspezifischen Zölle zuerst in Kraft gesetzt und bereits nach wenigen Stunden für 90 Tage wieder ausgesetzt. Die per 5. April angewendeten Basiszölle gegenüber allen Ländern in der Höhe von 10 Prozent bleiben bestehen. Durch diesen überraschenden Zug hat US-Präsident Trump der Wirtschaftsdiplomatie nun Zeit zum Aushandeln von Lösungen eingeräumt. Das ist wichtig, denn nicht nur die Handelspartner, sondern auch die USA selbst haben kein Interesse an einer empfindlichen Störung des Welthandels durch einen eskalierenden Handelskonflikt. Somit ist diese Entwicklung positiv zu werten. ​​

Bleiben die gestörten Wirtschaftsbeziehungen zwischen den USA und China, welche sich seit gestern gegenseitig mit Importzöllen in der Höhe von 125 respektive 84 Prozent belegen. Dies ist mehr als nur ein Wermutstropfen, da es sich um die beiden grössten Volkswirtschaften handelt und ein fortgesetzter Bruch der gegenseitigen Handelsbeziehungen letztlich zu einer Fragmentierung der Weltwirtschaft führen würde. Die Unsicherheit für die Weltwirtschaft bleibt damit hoch. ​​

Was bedeutet das für die Schweiz? ​  
Die Schweiz ist eine Exportnation und die Aussetzung der reziproken Zölle in der Höhe von 21 Prozent ist positiv zu werten. Da der verbleibende Zoll mit 10 Prozent gegenüber allen Ländern Anwendung findet, wird die Schweiz auch nicht mehr massiv diskriminiert gegenüber der Konkurrenz. Dennoch ist festzuhalten, dass auch Zölle in der Höhe von 10 Prozent im Fall der Schweiz ungerechtfertigt sind. Unser Land ist einer der besten Handelspartner der USA. Wir haben selbst keine Importzölle auf Industrieprodukte mehr. Zudem gehört die Schweiz zu den sechs grössten ausländischen Direktinvestoren mit über 400'000 US-Arbeitsplätzen und ist gar führend bei Investitionen in Forschung und Entwicklung in den USA. ​

​Wie kann es nun weitergehen? ​  
Für die Weltwirtschaft sind zwei Entwicklungen zentral: Erstens, ob es den USA und China gelingen wird, ihren völlig eskalierten Handelskonflikt zurückzufahren. Und zweitens, ob weitere Länder mit den USA Abkommen abschliessen werden. In beiden Fällen ist die Geschwindigkeit ein wichtiges Element. Nicht nur wegen der Frist von 90 Tagen, sondern weil Millionen von Unternehmen auf der ganzen Welt für ihre Investitionsentscheidungen eine rasche Reduktion der handelspolitischen Unwägbarkeiten dringend brauchen. ​

​Die Schweizer Aussenwirtschaftspolitik ist in zwei Dimensionen gefordert: Die gut gestarteten Gespräche mit den USA müssen intensiviert werden, um Lösungen zu finden. Gleichzeitig braucht die Schweiz neue Freihandelsabkommen wie mit dem Mercosur oder südostasiatischen Ländern, sowie ein zügiges Vorgehen bei der Europapolitik.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
