Die Exportstimmung der Schweizer KMU liegt nur noch knapp in der Wachstumszone. Die Gründe dafür sind in der aktuell grossen Unsicherheit zu suchen, die vor allem durch die US-Zollpolitik und den starken Franken, aber auch durch zahlreiche weitere wirtschaftliche und politische Spannungsfelder genährt wird. In dieser Situation setzen die Unternehmen auf bewährte Exportdestinationen und verzichten zu grossen Teilen auf die Erschliessung neuer Märkte.

Die Exportstimmung, die von Switzerland Global Enterprise in einer halbjährlichen Umfrage unter den international tätigen Schweizer KMU ermittelt wird, ist im letzten Halbjahr zum zweiten Mal in Folge gesunken. Seit dem letzten Hoch zu Beginn des Jahres 2022 hat der Wert nun insgesamt 24.2 Punkte verloren und liegt mit 52.3 Punkten nur noch knapp über der Wachstumsschwelle von 50 Punkten. Zu den bekannten Herausforderungen – unter anderem Währungsrisiken, das ungeklärte Ver-hältnis zwischen der Schweiz und der EU, die Spannungen zwischen den USA und China sowie zunehmender Protektionismus – kommt nun auch noch die aktuelle US-Zollpolitik. Sie ist aus dem Stand heraus zum grössten Sorgenkind geworden und belastet 61% der befragen Schweizer KMU.

**Vielfältige Reaktionen auf die neuen Zölle**  
Aber auch in diesen herausfordernden Zeiten beweisen die Schweizer KMU ihre Agilität und passen ihre Strategien an. Als häufigste Reaktion auf die US-Zölle wird eine Erhöhung der Preise genannt (26% der KMU). 23% wollen ihre Waren verstärkt in alternativen Märkten absetzen, 21% reduzieren ihre Margen und 17% passen ihre Lieferketten an. Darüber hinaus haben bisher 7% der KMU eine stärkere Präsenz in den USA in die Wege geleitet, um die Zölle möglichst zu umgehen, wobei sich weite-re 11% eine solche Massnahme ebenfalls vorstellen können. 

**Hoffnungen für das zweite Halbjahr dank bewährter Märkte**  
Während das zurückliegende Halbjahr deutlich unter den Erwartungen abgeschnitten hat, wird für die kommenden sechs Monate eine leicht positive Entwicklung erwartet: 37% der befragten KMU rechnen mit einem Exportwachstum, 39% mit stagnieren-den Zahlen und 24% mit einem Rückgang. Dabei setzen die KMU auf die bewährten Märkte: Spitzenreiter ist wie gewohnt Deutschland, gefolgt von Frankreich, den USA, Italien und Österreich. Indien liegt nicht zuletzt aufgrund des ausgehandelten Freihandelsabkommens im Trend und weist von allen Ländern den grössten Zuwachs auf. 

**China mit einem Bedeutungszuwachs**  
Ein sehr ähnliches und ebenfalls äusserst stabiles Bild zeichnet sich, wenn die KMU nach ihren drei wichtigsten Exportdestinationen (gemessen am Handelsvolumen) befragt werden. Die einzig nennenswerte, aber auffällige Veränderung erfährt China, das deutlich zulegen kann und hinter Deutschland sowie den USA zum drittwichtigs-ten Markt für die Schweizer KMU wird. Es ist gut denkbar, dass das Land dabei auch von der aktuellen US-Handelspolitik profitiert.

**Golfstaaten im Blick der KMU**  
Bei den neuen Märkten haben die Golfstaaten den Spitzenplatz zurückerobert, den sie zwischenzeitlich an Indien abtreten mussten. 10% der befragten Unternehmen planen, die Golfregion neu zu erschliessen. Auf Rang 2 und 3 folgen Indien (7%) und die USA (6%), wobei beide Länder an Boden verlieren. Indien dürfte wieder deutlich zulegen, wenn das Freihandelsabkommen ratifiziert wird. Im Falle der USA wird die weitere Entwicklung stark von dessen Zollpolitik abhängen. Nachdenklich stimmt, dass fast die Hälfte (48%) der KMU aktuell gar keine neuen Zielmärkte ins Auge fas-sen. 

> «Die Schweizer KMU haben ein herausforderndes Halbjahr hinter sich, das deutlich hinter den Erwartungen zurückblieb. Es spricht für ihre Widerstandsfähigkeit, dass sie in der zweiten Jahreshälfte trotz des schwierigen Umfelds mit einem leichten Wachstum rechnen. Dabei setzen sie auf bewährte Absatzmärkte und zeigen wenig Interesse, neue Regionen zu erschliessen.   
> Die Zollpolitik der USA bereitet aktuell am meisten Sorgen und belastet weit über die Hälfte der Firmen. Als Reaktion darauf erhöhen die KMU ihre Preise, weichen auf alternative Märkte aus oder passen ihre Lieferketten an. Die Zölle bewirken aber auch, dass die USA gegenüber anderen Ländern an Attraktivität einbüssen, wenn es für Firmen darum geht, neue Märkte zu erschliessen. Auf der anderen Seite profitiert China, das nach Deutschland und den USA zum drittwichtigsten Markt für die Schweizer KMU wird.»

**Methodik **  
Die KMU-Exportstimmung basiert auf einer halbjährlichen Befragung von rund 200 Unternehmen aus einem festen Panel von Schweizer KMU, welche die Branchen Pharma/Chemie, Maschinenbau, Cleantech, Medtech, Fintech, Konsumgüter, Metallindustrie, Papier, Elektrotechnik, Präzisionsindustrie, Dienstleistungen, ICT und Food repräsen-tieren. Die KMU geben an, ob sie für das laufende und für das kommende Halbjahr einen Zuwachs, eine Stagnation oder einen Rückgang ihrer Exporte erwarten. Um den Prognosecharakter der KMU-Exportstimmung zu betonen, wird die erwartete Exportaktivität im folgenden Halbjahr mit 60% gewichtet, während die Exporte im laufenden Halb-jahr mit 40% gewichtet werden. Die KMU-Exportstimmung kann einen Wert zwischen 0 und 100 erreichen, wobei Werte zwischen 0 und 50 einen erwarteten Rückgang der Exporte und Werte von 50 bis 100 ein erwartetes Export-wachstum signalisieren. Über die Angaben zum Exportvolumen hinaus liefern die Teilnehmer weitere Informationen, beispielsweise zu den Gründen für die Veränderung ihres Exportvolumens, den Exportmärkten usw. Diese Angaben liefern ein aussagekräftiges Bild der Exportaktivitäten der Schweizer KMU.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
