Das Staatssekretariat für Wirtschaft hat heute bekanntgegeben, dass der länderspezifische Zusatzzoll für US-Importe aus der Schweiz rückwirkend auf den 14. November 2025 von 39 auf einen pauschalen Zollsatz von 15 Prozent reduziert wird. Die Zollsenkung ist angesichts der seit Anfang August geltenden US-Zusatzzölle von 39 Prozent für die Schweizer Wirtschaft eine lang ersehnte Entlastung. Schweizer Unternehmen erhalten damit gleich lange Spiesse wie die EU-/EFTA-Staaten und auch Japan, wodurch ein wesentlicher Wettbewerbsnachteil für unser Land wegfällt.

Die seit Anfang August geltenden US-Zusatzzölle von 39 Prozent hatten zahlreiche Schweizer Unternehmen stark belastet. Für viele exportorientierte Betriebe erschwerten die zusätzlichen Abgaben die internationalen Geschäftsbeziehungen erheblich und entwickelten sich teilweise zu einer existenziellen Bedrohung – zumal sie in eine Zeit fallen, in der wichtige Absatzmärkte schwächeln und geopolitische Unsicherheiten die wirtschaftlichen Perspektiven zusätzlich eintrüben. Dank der US-Zollvereinbarung und der Senkung der Zölle auf 15 Prozent können zahlreiche Arbeitsplätze in der Schweiz gerettet werden.

15 Prozent: «All-in» und rückwirkend  
Die neu geltenden 15 Prozent sind «all-in»: Liegt der Meistbegünstigungszoll (MFN) unter 15 Prozent, wird der länderspezifische Zusatzzoll bis zur Obergrenze von 15 Prozent ergänzt. Liegt der MFN-Zoll über 15 Prozent, kommt ausschliesslich der MFN-Zoll zur Anwendung.

Die bestehenden US-Zusatzzölle im Rahmen der Section 232, u. a. Stahl, Aluminium, Autos und Kupfer bleiben unverändert. Für laufende Untersuchungen zu Pharma und Halbleitern wurde für allfällige spätere sektorale Zusatzzölle gegenüber der Schweiz ein Maximalsatz von 15 Prozent festgelegt. Zollausnahmen, beispielsweise für Pharmazeutika, bestimmte Chemikalien, Gold und Kaffee, gelten weiterhin. Zudem heben die USA pauschale Zusatzzölle für weitere Schweizer Produkte auf, darunter Flugzeuge, Gummiprodukte, Kosmetika und Generika.

Schliesslich wird die Zollreduktion rückwirkend auf den 14. November 2025 umgesetzt. Dadurch entsteht für Schweizer wie auch US-Importeure die Möglichkeit auf Zollrückerstattungen bei den jeweiligen Zollbehörden.

Weg frei für rasche und entschlossene Verhandlungen mit den USA  
Die nun erfolgte Zollreduktion basiert auf der am 14. November 2025 unterzeichneten, rechtlich unverbindlichen [Absichtserklärung («Joint Statement»)](https://www.economiesuisse.ch/de/artikel/tiefere-zoelle-mehr-weitsicht-eine-wuerdigung-des-joint-statement-schweiz-usa) zwischen der Schweiz, Liechtenstein und den USA. Sie dient als wichtiger Schritt hin zu einer nachhaltigen Lösung.

Doch bei einer Absichtserklärung darf es nicht bleiben: Die Verhandlungen über ein Handelsabkommen müssen nun rasch und entschlossen aufgenommen werden. Nur eine verbindliche Regelung schafft langfristige Planungssicherheit, schützt Arbeitsplätze in der Schweiz und stärkt die Position der Schweizer Unternehmen im wichtigen US-Markt. Dafür braucht es die konstruktive Unterstützung von Parlament und Kantonen. Dem Bundesrat sollen nun keine Steine in den Weg gelegt werden.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
