In der Debatte um Zuwanderung und Wachstum wird immer wieder postuliert, dass das Bruttoinlandprodukt der Schweiz (BIP) nur noch wachse, weil die Bevölkerung zunimmt. Wohlstand und Produktivität würden hingegen stagnieren. Diese Behauptung ist falsch, wie economiesuisse in einem heute publizierten Dossierpolitik belegt: Produktivität, Wohlstand und Freizeit haben in den letzten Jahren stetig zugenommen, und zwar nicht nur im Total in der Schweiz, sondern auch pro Kopf.

Die Behauptung, die Schweiz wachse vor allem in die Breite, hält sich in der Öffentlichkeit hartnäckig. Der «Kuchen» unserer Volkswirtschaft sei in den letzten Jahren zwar grösser geworden, das Kuchenstück pro Person hingegen kaum, schrieb unter anderen die NZZ. Die Zahlen zeigen ein anderes Bild: Mit wenigen Rückschlägen ist die Schweizer Wirtschaft in den letzten zwei Jahrzehnten gewachsen. Zugelegt hat nicht nur die Wirtschaft als Ganzes gemessen am BIP. Dank einer guten Entwicklung der Arbeitsproduktivität stieg auch das BIP pro Kopf – der Wohlstand für jeden Einzelnen und jede Einzelne nimmt zu.

Seit Jahrzehnten ist die Schweiz ein Zuwanderungsland. Trotz tiefer Geburtenrate wächst die ständige Wohnbevölkerung aktuell besonders stark. Schon bald wird sie die Schwelle von 9 Millionen erreicht haben. Die Zuwanderung in die Schweiz ist auch deshalb so hoch, weil die Schweizer Wirtschaft erfolgreich ist. Die innovativen und wettbewerbsfähigen Unternehmen bieten attraktive Jobs für in- und ausländische Arbeitnehmende an. Viele der Eingewanderten insbesondere aus dem EU/Efta-Raum gehen einer solchen Erwerbstätigkeit nach und verfügen über sehr gute Qualifikationen.

#### Hohes Wohlstandsniveau in der Schweiz

Die Schweizer Wirtschaftsleistung pro Kopf ist in etwa doppelt so gross wie diejenige Deutschlands oder fast 50 Prozent grösser als diejenige der USA. Seit der Jahrtausendwende ist das BIP pro Kopf in der Schweiz um 19 Prozent gestiegen. Das bedeutet in absoluten Zahlen eine Steigerung um fast 14'000 USD. Zum Vergleich: Die gleichzeitige Zunahme des BIP pro Kopf um 22 Prozent bedeutet für Deutschland eine Steigerung von lediglich rund 7’600 USD. Wird die Kaufkraft berücksichtigt, sind die Unterschiede aufgrund der höheren Preise in der Schweiz zwar nicht mehr ganz so gross. Dennoch ist der Wohlstand hierzulande deutlicher gestiegen als in Deutschland. Einzig die USA weisen eine noch höhere Zunahme auf als die Schweiz.

 

#### Produktivität als Treiberin des Wachstums

Unbestreitbar ist ein Teil des gesamten BIP-Wachstums der steigenden Bevölkerungszahl zuzuschreiben, einen wesentlichen Teil erzielt die Schweiz jedoch durch eine Steigerung der Arbeitsproduktivität. Gleichzeitig ist in der Schweiz die Arbeitsmarktpartizipation dank der Berufslehre und der Integration der Frauen sehr hoch. Der Anteil der Personen zwischen 15 und 64 Jahren, die erwerbstätig sind, liegt in der Schweiz aktuell bei 83 Prozent und ist damit höher als in den anderen analysierten Ländern.

Sowohl für die Volkswirtschaft als Ganzes als auch für jede einzelne Person ist der Wohlstand in der Schweiz dank dem soliden Wirtschaftswachstum gestiegen. Die Bevölkerung ist produktiver geworden und die exportorientierten Unternehmen sind international wettbewerbsfähig. All dies konnte die Schweiz erreichen und gleichzeitlich die durchschnittliche Jahresarbeitszeit seit dem Jahr 2000 um acht Prozent reduzieren. Die Behauptung, die Bevölkerung habe wenig vom Wirtschaftswachstum und die Schweiz sei nur aufgrund der Zuwanderung gewachsen, ist nicht haltbar.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
