**Bereits in einem Monat stimmt die Schweiz über die BVG-Reform ab. Es zeichnet sich ein sehr knappes Ergebnis ab am 22. September. Die Auswirkungen der Reform und der Zustand der Pensionskasse sind enorm umstritten. Selbst bei scheinbar objektiven Sachverhalten herrschen Unklarheiten. Dabei kommt es vor allem aus dem Nein-Lager wiederholt zu Behauptungen, die entweder nicht der Wahrheit entsprechen oder nichts mit der Vorlage zu tun haben.**

 «Mehr bezahlen, weniger Rente». So lautet der Slogan der BVG-Gegner. Diese Aussage ist wahrscheinlich nicht 100% falsch. Doch wenn man die Reform und deren Folgen genau analysiert, wird klar, dass dieser Slogan nur in den wenigsten Fällen zutrifft. Dennoch behauptete die Gegenkampagne des SGB auf ihrer Website lange, dass wir alle weniger Pensionskassen-Renten bekommen und dafür auch noch höhere Beiträge zahlen sollen. Das kann schon deshalb nicht stimmen, weil die 900 000 Pensionierten mit Sicherheit keine Kürzungen erleiden. Ihre Renten sind unantastbar, mehr zahlen müssen sie auch nicht.

Doch wie sieht das bei den Erwerbstätigen aus. Auch hier sind nur wenige betroffen. Weil sich die Reform nur auf das gesetzliche Minimum der beruflichen Vorsorge bezieht, beschränken sich ihre direkten Auswirkungen auf eine Minderheit aller Angestellten. Die grosse Mehrheit ist in Pensionskassen versichert, deren Lohnbeiträge und Leistungen über das gesetzliche Minimum hinausgehen. Je grösser dieser freiwillige Teil ist, desto unplausibler ist es, dass die BVG-Reform zu Rentenkürzungen führt ([NZZ, 2024](https://www.nzz.ch/schweiz/wer-luegt-im-streit-um-die-renten-ploetzlich-korrigieren-die-gewerkschaften-eine-umstrittene-aussage-ld.1837569)). Dies stellte auch das Bundesamt für Sozialversicherungen (BSV) klar.

Mindestens zwei Drittel der Versicherten sind so deutlich überobligatorisch versichert, dass die Reform sie nicht betrifft. Sie haben laut BSV keine Rentenkürzungen zu befürchten. Möglich sei einzig, dass sie vorübergehend mehr zahlen müssten. Bei einem Lohn von 100 000 Franken macht das laut Amt höchstens 8 Franken im Monat aus. Dabei geht es um die Finanzierung der Übergangslösung zugunsten der ersten 15 Jahrgänge, die nach der Reform pensioniert werden (BSV, 2024).

Bei der verbleibenden Minderheit von höchstens einem Drittel identifiziert das Amt drei Kategorien, abhängig von Alter, Lohn und Pensionskasse. Manche müssen höhere Lohnbeiträge bezahlen, erhalten dafür aber auch höhere Renten. Andere müssen weniger einzahlen, erhalten später jedoch auch weniger Rente. Einzig der dritten Gruppe droht das bittere Szenario «mehr bezahlen, weniger Rente». Das heisst, dass zuerst ihr verfügbares Einkommen sinkt und später auch die Rente kleiner ausfällt. Wie gross diese Gruppe ist, lässt sich laut BSV nicht sagen (BSV, 2024).

Eine Studie zur Auswirkung der Reform durchgeführt hat allerdings BSS-Basel. Diese kam zum Schluss, dass 359'000 Personen - davon 275’000 Frauen - eine höhere Rente durch die Reform erhalten. Die Anzahl der Personen, die eine tiefere Rente erhalten durch die Reform, liegt gemäss der Studie bei 169'000, wovon 67'000 Frauen sind. Die Gruppe «höhere Renten» ist daher mehr als doppelt so gross als die Gruppe «tiefere Renten». Selbst die Gegner der Reform haben erkannt, dass ihre Aussage nicht der Wahrheit entsprach. Das Wörtchen «alle» hat die SGB aus ihrer kontroversen Aussage entfernt. Dass ein Komitee im Abstimmungskampf zu einem so späten Zeitpunkt solche Korrekturen macht, ist aussagekräftig ([BSS, 2024](https://bss-basel.ch/files/berichte/BSS_Auswirkungen_BVG-Reform.pdf)). 

Neben falschen Aussagen wollen die Gegner der Reform den Fokus auch auf Themen verlagern, die verwirren und oftmals nichts mit der Vorlage zu tun haben. So erwähnen sie oft die Vermögensverwaltungskosten der beruflichen Vorsorge. Diese haben 2021 nach einer Berechnung von C-alm insgesamt 8,15 Milliarden Franken betragen. Diese Summe hört sich nach sehr viel an, relativiert sich allerdings, wenn man das Gesamtvermögen der zweiten Säule im Volumen von 1’282 Milliarden Franken betrachtet. Die jährlichen Gesamtkosten machen davon also einen Anteil von 0,62 Prozent aus ([NZZ, 2024](https://www.nzz.ch/meinung/bvg-abstimmung-ablenkungsmanoever-der-gewerkschaften-bei-pensionskassen-kosten-ld.1844563)). Auch die falsche Berechnung des Bundes zur AHV wird vom Nein-Lager gerne thematisiert.  Diese hat aber keinen Zusammenhang mit der BVG-Reform.

Im Zusammenhang mit der Reform kommen von den Gegnern viele falsche oder sachfremde Behauptungen. Dass in der 2. Säule jede und jeder Versicherte im Kapitaldeckungsverfahren sein Vorsorgekapital äufnet und dass aufgrund der demographischen Entwicklung und des langjährigen Tiefzinsumfelds Handlungsbedarf besteht, kommt nicht zur Sprache.

Wie viele Personen genau von der Reform profitieren ist noch ungewiss. Klar ist, dass der allergrösste Teil der Bevölkerung von der BVG-Reform nicht betroffen sein wird. Das trifft auch auf Erwerbstätige zu. Zudem wird die Anzahl Personen, die mehr Rente erhalten allen Berechnungen nach deutlich grösser sein als die Anzahl Personen, die weniger Rente erhalten.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
