Am [KMU Forum Winterthur](https://www.kmuforum-winterthur.ch/home) vom 7. Oktober richtete Daniel Anderes, VRP [Technopark Winterthur AG](https://tpw.ch) eine Grussbotschaft an die zahlreich anwesenden Unternehmerinnen und Unternehmer. Er unterstrich dabei, dass erfolgreiches Unternehmertum die Basis für den wirtschaftlichen Erfolg der Schweiz ist und dass Unternehmerpersönlichkeiten mit Ihrem Innovationsgeist auch Winterthur stark geprägt haben. Betont kritisch nimmt er Bezug auf fragwürdige Projekte aus der Verwaltung, welche die Standortfaktoren für ansässige oder neue Unternehmen negativ beeinflussen und dem Halten und Schaffen von Arbeitsplätzen nicht dienlich sind.

Für die meisten von uns ist die Arbeit die Grundlage für die Existenz. Oft bedeutet ein Arbeitsplatz weit mehr als „nur“ Broterwerb. Einer Arbeit nachzugehen ergibt einen Sinn, strukturiert unser Leben, eröffnet vielfältige soziale Beziehungen und stärkt das eigene Selbstwertgefühl.

Erfolgreiches Unternehmertum ist die Basis für den wirtschaftlichen Erfolg. In der Schweiz bilden KMU mehr als 99 Prozent aller Unternehmen. Und sie stellen zwei Drittel der Arbeitsplätze. Gute Ideen brauchen Freiräume, um sich entfalten zu können. Der Technopark Winterthur zum Beispiel ist ein solcher Treffpunkt für innovative Unternehmen und kreative Köpfe. Und dies erst noch in unserer Stadt mit einer unternehmerischen Geschichte.

So sind im 19. und 20. Jahrhundert in und um Winterthur namhafte Industrie-, Finanz- und Versicherungsunternehmen gegründet worden. Unternehmerpersönlichkeiten und das Unternehmertum haben Winterthur geprägt. 

Und heute? Auch im 21. Jahrhundert sind es nicht die Anzahl Tempo-30-Zonen oder die farbliche Gestaltung von Strassenoberflächen ohne rechtliche Relevanz, die für etablierte Unternehmen, Gewerbebetriebe oder Gründungswillige und Startups eine Firmengründung oder einen Standortentscheid positiv beeinflussen. Nein, es ist eine stimmige, attraktive Unterstützungs- und Dienstleistungspalette, es ist die Nähe zu Wissenschaft und Forschung, die Nachbarschaft zu innovativen Firmen oder das Potenzial an qualifizierten Mitarbeitenden. Es sind aber auch optimale Rahmenbedingungen wie zum Beispiel leistungsfähige Infrastrukturen, die es Unternehmerinnen und Unternehmern ermöglichen, langfristig zu investieren.

Damit in und um Winterthur neue Arbeitsplätze entstehen und bestehende erhalten bleiben gilt es aber Verantwortung zu übernehmen und die nötigen Voraussetzungen zu schaffen. Auch eine Pflanze braucht schliesslich passende Voraussetzungen, damit sie gedeihen kann. Mit anderen Worten: Wir brauchen fähige Leute - und nicht Leute, die zu allem fähig sind.

Ich fürchte nicht die Verwaltung, sondern ihre Macht. Die teils überdimensionierten, teils auch überflüssigen Amtsstellen werden nicht brauchbarer, nur weil sich brauchbare Leute dafür bewerben. Bürokratie ist die Vervielfältigung von „Problemen“ durch die Anstellung von immer noch mehr Verwaltungsangestellten. Oder die Wahl von nicht sehr unternehmerisch, ganzheitlich denkenden Menschen in irgendwelche politischen Ämter!

Deren Arbeit dehnt sich in genau dem Mass aus, wie Zeit für die Erledigung zur Verfügung steht. Oder wie erklären Sie sich, dass in Winterthur

- für CHF 75‘000 zur Realisation der Tempo-30-Zone Pflanzschulstrasse ein Fussgängerstreifen um sage und schreibe eine Fussgängerstreifen-Breite versetzt wird? Dies mit der Begründung der Verkehrssicherheit und der Einhaltung der minimalen Sichtweite (VSS-Norm). Werden plötzlich Normen geändert oder wurde früher falsch geplant?
- wegen Fehlern beim Submissionsverfahren der Bau von Schulhaus-Pavillons rund CHF 3 Millionen teurer zu stehen kommt und das ortsansässige Unternehmen leer ausgeht?

Beispiele gäbe es noch viele! Sind das für unsere Unternehmerinnen und Unternehmer die nötigen Konkurrenzvorteile? Und ist es für die Einwohner von Winterthur die Basis für eine gute Lebensqualität? Nur weil in der Stadtverwaltung, wie immer wieder betont wird, Finanzierungen klar geregelt und Budgets und Kredite eingehalten worden sind, heisst das noch lange nicht, dass mit unseren Steuergeldern treuhänderisch und sparsam umgegangen wird!

Alle Ausgaben sind konsequent auf Ihre Notwendigkeit und Tragbarkeit zu prüfen. Sie sind in der Reihenfolge ihrer Dringlichkeit zu tätigen. Und für jedes Vorhaben ist die wirtschaftlich günstigste Lösung mit dem besten Verhältnis zwischen Kosten und Nutzen zu wählen. So wie das in Firmen tagtäglich praktiziert wird. Dies alles gilt erst recht vor dem Hintergrund der aktuellen städtischen Finanzlage und der Finanzperspektiven. In Winterthur zu arbeiten und zu wohnen, muss man sich bereits heute leisten können.

Aber eventuell trifft auf gewisse Akteure in der Stadtregierung und -verwaltung auch nur das Zitat des amerikanischen Entertainers Danny Kaye zu, welches lautet: „Manche Menschen geben Geld aus, das sie nicht haben, für Dinge, die sie nicht brauchen, um Leuten zu imponieren, die sie nicht mögen.“

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
