**Der Flughafen Zürich ist mit seinen rund 30'000 MitarbeiterInnen, 300 Unternehmen und CHF 7 Mrd. generierter Wertschöpfung ein wichtiger Standortfaktor für den Kanton Zürich und die ganze Schweiz. Er deckt dabei den Auftrag des Bundes ab, die Schweiz mit der Welt zu verbinden. Das Bedürfnis des Fliegens haben grosse Teile unserer Gesellschaft. Der Anschluss an die Welt ist auch für unzählige lokal verankerte aber global agierende Unternehmen wesentlich. Im Vorfeld der Abstimmung zur Pistenverlängerung vom 3. März 2024 hat die HAW eine Informations- und Podiumsveranstaltung durchgeführt.**

Lukas Brosi, CEO der Flughafen Zürich AG, stellte sein einleitendes [Referat](https://www.haw.ch/hubfs/Handelskammer%20Winterthur_Referat.pdf) unter den Titel ‘Pistenverlängerungen: Mehr Sicherheit, mehr Pünktlichkeit, mehr Nachtruhe’.

Das Mobilitätsbedürfnis der Gesellschaft korreliert mit dem BIP. Seit dem Jahr 2000 sind zwar die Anzahl der Passagiere nicht aber der Flugbewegungen gestiegen. In diesem Zeitraum ist auch die Nachtruhe verlängert worden. Zürich hat die längste Nachtflugsperre in Europa. Brosi erklärt den Anwesenden das staatlich vorgegebene und politisch gesteuerte Betriebskonzept und legt dar, dass die Pistenverlängerungen das sog. Ost-Konzept stabilisieren und Verspätungen am Abend reduzieren sollen. Zürichs Pistenlayout ist äusserst komplex und würde so nicht mehr geplant werden.

Die Pisten-Anpassungen sollen die Sicherheitsmarge erhöhen und Kreuzungspunkte reduzieren. Mit dieser Stabilisierung des Betriebs können Verspätungen reduziert und die Nachtruhe erhöht werden. CEO Brosi unterstreicht, dass die Pistenverlängerungen nicht mehr Kapazität schaffen. Auf einer längeren Piste können zwar grössere aber nicht mehr Flugzeuge landen. Bereits heute wären im Ostkonzept, das wochentags ab 21 Uhr zur Anwendung kommt, technisch mehr Starts und Landungen möglich. In den lärmsensiblen Abendstunden gelten jedoch ab 21 Uhr ein Slot-Freeze bzw. ab 22 Uhr restriktive Lärmgrenzwerte und ein striktes Lärmcontrolling. Daran ändern die Pistenverlängerungen nichts. Es handelt sich um ein Infrastrukturprojekt und nicht um eine Aenderung des Betriebsreglements.

Mit den Pistenverlängerungen fliegt also kein Flugzeug mehr, aber es fliegt auch keines weniger. Sie helfen den Status Quo in Sachen Sicherheit, Pünktlichkeit und Nachtruhe zu verbessern. Brosi argumentiert sachlich und ruhig. Er unterstreicht abschliessend, dass die Pistenverlängerungen eine Sicherheitsanforderung des Bundes sind. Es gibt keine alternativen Massnahmen im Flugbetrieb, die dieselben Verbesserungen punkto Sicherheit und Reduktion von Verspätungen mit sich bringen. 

Philippe Pfiffner, Geschäftsführer und Chefredaktor der Top Medien führt in der Folge gekonnt und mit Charme den sehr lebhaften Podiumsdialog. Die Pro-Seite wurden von Kantonsrätin Barbara Franzen (FDP) und Kantonsrat Thomas Anwander (Mitte), die Contra-Position von Kantonsrat Urs Dietschi (Grüne) sowie Stadträtin Katrin Cometta (in der Rolle als Präsidentin der Gemeinden der Flughafenregion Ost) vertreten. Pfiffner sprach im stündigen Podium alles an und musste alle Podiumsteilnehmer immer wieder ‘bremsen’. Es wurden sehr viele und z.T. kontroverse Zahlen genannt. Zur Sprache kam auch, dass der Winterthurer Stadtrat kurz vor Weihnachten die Pistenverlängerung mittels Medienmitteilung abgelehnt hat, weil dies zu mehr Fluglärm im Osten führe. Diese Haltung ist erstaunlich: Auf dem Podium entbrannte daraufhin eine hitzige Diskussion, da für Winterthur keine nachteiligen Effekte zu erwarten sind.

Unter den fast 60 Zuhörerinnen und Zuhörer hatte es etliche in Winterthur wohnhafte Flughafen-MitarbeiterInnen, Unternehmensvertreter aus der Exportwirtschaft aber auch Gäste aus den Agglomerationsgemeinden und dem Tösstal. Auch im Publikumsdialog zeigte sich, dass die Gegner v.a. die Lärmbelastung monieren. Allerdings sind auch die Befürworter für den Schutz der Bevölkerung und die Einhaltung der Nachtruhevorschriften. Letzten Endes ist es auch die Gesellschaft, die trotz seit Pandemie rund 30% höherer Ticketpreise nach wie vor das Verlangen nach Fliegen hat.

Fakt bleibt: Die Pistenverlängerungen verbessern die Sicherheit und reduzieren die Verspätungen. Die HAW empfiehlt deshalb, ein Ja in die Urne zu legen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
