Die Ukraine Krise zeigte uns mit aller Deutlichkeit, wie wir alle von einer sicheren Energieversorgung abhängig sind, die auch bezahlbar ist. Vielleicht war Energie in der Vergangenheit zu günstig, als dass wir uns Gedanken gemacht haben, wer unsere Energielieferanten sind und ob unsere Energieversorgung für die Zukunft gesichert ist. Aus ökologischen Überlegungen aber auch unter dem Aspekt Sicherheitspolitik haben fossile Brennstoffe keine Zukunft mehr.

Damit dies gelingt, brauchen die Schweiz und der Kanton Zürich eine neue Energiepolitik, die auf drei Pfeilern aufbaut:

- Substanzieller Ausbau der einheimischen Stromproduktion
- Reduktion des Energieverbrauchs durch Innovationen und neue Technologien
- Förderung dezentraler Energieverbünde und Ausbau regionaler und europäischer Kooperationen

#### **Ausbau der einheimischen Stromproduktion**

Unabhängig von der Ukraine Krise wäre die Schweiz auf eine substanzielle Stromlücke zugesteuert. Um eine solche Lücke zu vermeiden, muss die inländische Stromproduktion erhöht werden. Als Eigentümer EKZ und Hauptaktionär Axpo muss der Kanton Zürich dafür sorgen, dass die beiden Unternehmen ihre Investitionen für die Stromproduktion im Inland erhöhen. Die Stromversorgung ist ein Bestandteil der öffentlichen Infrastruktur und die Unternehmenspolitik und Gewinnerwartungen der entsprechenden Energieunternehmen müssen auf dieses übergeordnete Ziel ausgerichtet werden. Beim Ausbau der einheimischen Energieproduktion soll es auch keine Technologieverbote geben.

#### **Reduktion des Energieverbrauchs durch Innovationen und neue Technologien**

Der gesamte Energieverbrauch unserer Wirtschaft und Gesellschaft muss reduziert werden. Massnahmen wie Reduktion der Schaufensterbeleuchtung oder weniger Duschen und Baden können allenfalls kurzfristig einen Motivationsschub zum Energiesparen geben, reduzieren aber den Energieverbrauch nicht nachhaltig. Wir müssen zukünftig unsere Gebäude so bauen, dass sie weniger Energie verbrauchen. Wir brauchen energieeffiziente Produktionsmethoden und Maschinen und wir müssen auch in der Digitalisierung und Softwareentwicklung auf Lösungen setzen, die wenig Energie benötigen. Die Schweiz ist für diese Herausforderungen gut positioniert. Unsere Hochschulen und Unternehmen können hier einen wichtigen Beitrag leisten. Die Politik kann ergänzend durch Forschungsprogramme oder Steuerabzüge Anreize schaffen, dass Investitionen in energiesparsame Lösungen gefördert werden.

#### **Förderung dezentraler Energieverbünde und Ausbau regionaler und europäischer Kooperationen**

Viele private Hauseigentümer haben auf ihren Dächern Photovoltaikanlagen gebaut. Stromspeicherlösungen sind für einzelne Liegenschaften nur beschränkt wirtschaftlich. Der Bau und Betrieb von Quartier-Batteriespeichern soll deshalb gefördert werden. Zusammenschlüsse Eigenverbrauch (ZEV) sollen auch auf Quartierbasis unter Einbezug von mehreren Grundeigentümern möglich sein.

Die Schweiz soll einen hohen Autarkiegrad in der Stromversorgung anstreben, aber die Schweiz ist keine Insel. Zum Ausgleich von Netzschwankungen braucht es die europäische Zusammenarbeit. Mit den Nachbarländern und der EU sind Stromabkommen abzuschliessen und je weniger abhängig wir von Stromimporten sind, desto grösser ist unsere Verhandlungsmacht.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
