**Kürzlich haben sich die Schweiz als Mitglied der EFTA und die Mercosur-Staaten auf ein Freihandelsabkommen geeinigt. Das Abkommen senkt die heute hohen Zölle und reduziert weitere Handelshemmnisse auf ein Minimum. Unsere Exporteure erhalten Zugang zu einem Markt mit 260 Millionen Einwohnerinnen und Einwohner. Das birgt enormes Potential für Schweizer Firmen. Und auch Menschen und Umwelt in Südamerika profitieren.**

Alleine die Schweizer MEM-Industrie exportiert jährlich Produkte im Wert von 600 Millionen Franken in die Mercosur-Staaten Argentinien, Brasilien, Paraguay und Uruguay. Daraus zu schliessen, alles sei in bester Ordnung, ist aber weit gefehlt. Denn der Mercosur erhebt hohe Zölle auf Importe. Diese betragen im Schnitt für MEM-Produkte 13 Prozent, je nach Produkt sogar bis zu 35 Prozent. Die hohen Zölle haben zwei Entwicklungen begünstigt: Erstens zwangen sie viele Schweizer Unternehmen, in Südamerika zu produzieren. Dies hat in der Schweiz direkt Arbeitsplätze gekostet. Zweitens sind heute jene Firmen benachteiligt, für welche eine Produktionsverlagerung gar nicht in Frage kommt. Dies betrifft Schweizer KMU ohne Niederlassung in Lateinamerika. Das Freihandelsabkommen eröffnet diesen KMU die Chance, künftig mehr von der Schweiz aus zu verkaufen. Das sichert wertvolle Arbeitsplätze hierzulande.

**Ohne Mercosur-Abkommen sind Schweizer Unternehmen benachteiligt**

Auch die EU hat kürzlich ein umfassendes Freihandelsabkommen mit den Mercosur-Staaten abgeschlossen. Ohne vergleichbaren Vertrag haben Unternehmen aus der Schweiz im Wettbewerb mit EU-Firmen einen enormen Nachteil. Schweizer Firmen müssten weiterhin hohe Zölle zahlen, die EU-Konkurrenten hingegen nicht. Damit würde auch das heutige Exportniveau gefährdet, da Schweizer Firmen im Wettbewerb künftig oft chancenlos wären. Bundesrat Guy Parmelin sagt es so: «Stellen Sie sich vor, die EU hat einen Vertrag und wir nicht, dann zahlen die null Zoll und wir im Schnitt 7 Prozent teilweise bis zu 35 Prozent. Somit hat ein Unternehmen aus der Schweiz keine Chance mehr gegenüber den Konkurrenten aus Baden-Württemberg.» Eine derartige Diskriminierung unserer Unternehmen gilt es unbedingt zu verhindern. Sie brauchen das Mercosur-Abkommen. Denn für die Schweizer Exportindustrie ist ein gleichwertiger Marktzugang im Wettbewerb mit ihrer Konkurrenz aus der EU ausserordentlich wichtig.

**Schweizer Know-How für den Mercosur**

Die Schweizer Exportwirtschaft zeichnet sich durch ihre hohe Innovationskraft aus. Sei es im Energiebereich, bei Infrastrukturen oder im Gesundheitswesen, Schweizer Produkte zählen im internationalen Vergleich zu den Spitzenreitern. Sie tragen dazu bei, das Leben der Menschen in Südamerika nachhaltig zu erleichtern. Innovative Schweizer Technologie hat zudem das Potential, den Umwelt- und Klimaschutz in den Mercosur-Staaten zu verbessern. So spart eine effiziente Maschine nicht nur in der Schweiz Energie, sondern auch in Südamerika. Wer sich gegen das Mercosur-Abkommen stellt, verhindert, dass die Länder Südamerikas vom ausgezeichneten Knowhow der Schweizer Exportindustrie profitieren. Auch enthält der Freihandelsvertrag ein Kapitel zur Nachhaltigkeit. Gegner des Abkommens verkennen dies. Sie begründen ihre Kritik mit der aktuellen Umweltpolitik der brasilianischen Regierung und gelegten Waldbränden im Amazonasgebiet. Dabei vergessen sie, dass Dialog zusammen mit innovativer Schweizer Technologie den grössten Hebel hat, den Umwelt- und Klimaschutz sowie die soziale Situation der Gesellschaft in Südamerika nachhaltig zu verbessern.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
