Winterthur: agil-mobil hat die heutige Mitteilung des Stadtrates, künftig fast auf allen Strassen der Stadt Tempo 30 einzuführen, mit grossem Befremden zur Kenntnis genommen. Dem Stadtrat fehlt auf Hauptverkehrsachsen die rechtliche Legitimation zu solchen Anordnungen und einmal mehr werden gravierende verkehrspolitische Massnahmen kommuniziert, ohne irgendeinen Austausch mit den Einwohnern, mit städtischen Verkehrsverbänden oder anderen Betroffenen zu pflegen.

Staatliches Handeln muss gemäss Art. 5, Abs 2 der BV verhältnismässig sein. Was der Stadtrat heute   
angekündigt hat, widerspricht klar diesem Grundsatz. Zumal der Stadtrat auch dort Tempo 30 einführen will, wo keine Lärmschutzvorgaben dies fordern. Auf den Hauptverkehrsachsen fehlt ihm zusätzlich die abschliessende Entscheidungskompetenz. Jede Verkehrsanordnung, welche dort umgesetzt wird, muss durch den Regierungsrat gutgeheissen werden.

Die Hauptverkehrsachsen dienen dazu, den Verkehr möglichst effizient abzuwickeln. In der Mitteilung des Stadtrates wird mit keinem Wort erwähnt, dass diese Strassen auch die logistische Versorgung der gesamten Stadtbevölkerung sicherstellen. Über die Kostenfolgen für Stadtbus, welche bei freiwilliger Einführung von Tempo 30 die Mehrkosten in Millionenhöhe übernehmen müssen, schweigt sich der Stadtrat ebenfalls aus. Einmal mehr entscheidet er über grundlegende verkehrspolitische Massnahmen, ohne vorgängig den Austausch mit der Bevölkerung bzw. den Verkehrsverbänden zu pflegen. Aus den über 180 Rekursen gegen die Einführung der flächendeckenden blauen Zone in Winterthur hat die zuständige Stadträtin Christa Meier offenbar nichts gelernt. Die neusten Ziele sind weder politisch legitimiert noch sachlich zu rechtfertigen: sie sind schlicht Ausdruck einer rein ideologisch geprägten und eigensinnig sturen Machtpolitik.

Flächendeckend Tempo 30 ist nicht praktikabel und widerspricht allen verkehrstechnischen Grundsätzen, die Winterthur:agil-mobil bisher verfolgt hat. Ohne leistungsfähige Hauptverkehrsachsen weicht der Verkehr aufs Quartier aus und belastet Anwohner. Will der Stadtrat wirklich Quartierstrassen zu attraktiven Ausweichrouten machen?

Die durch Tempo 30 nötigen Bevorzugungen für den ÖV behindern den MIV zusätzlich und fördern genau das Gegenteil von einem Miteinander aller Verkehrsteilnehmer. Die Autofahrenden werden auch mit Fahrbahnhaltestellen sogar dort, wo sie für Stadtbus nicht notwendig sind, bewusst gestaut, damit der Bus seine Fehlzeiten, die durch die Temporeduktion entstehen, ausgleichen kann. Es wird immer offensichtlicher, dass die Autofahrenden aus der Stadt verbannt werden sollen. Wer dem Weltbild der links-grünen Mehrheit im Stadtrat nicht passt, soll weichen. Dieses Ziel soll durch die massive Ausbremsung des Individualverkehrs, die bewusst provozierten Stau-Kollapse und den parallel dazu vollzogenen Abbau von möglichst vielen Parkplätzen erreicht werden. Gegen diese offene Diskriminierung wird sich Winterthur: agil-mobil weiterhin mit allen politischen und juristischen Mitteln zur Wehr setzen.

Nur mit einem leistungsfähigen Gesamtverkehr, in dem wirklich alle Verkehrsteilnehmer möglichst hindernisfrei und ohne Verzögerung ihr Ziel erreichen, kann unsere Stadt ihr Wachstum und die Herausforderungen der Zukunft meistern. Winterthur: agil-mobil fordert hindernisfreie und leistungsfähige Hauptverkehrsachsen mit Tempo 50, damit der Bus und der MIV vorwärtskommen. Gleichzeitig engagieren wir uns für ruhige, sichere Quartierstrassen mit Tempo 30 ohne Durchgangsverkehr und ohne Pendlerparkplätze.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
