Das Schweizer Gesundheitssystem kränkelt. Man liest und hört dies aktuell überall und merkt es auch im eigenen Portemonnaie. Es muss gestärkt und kostengünstiger werden. Doch wie in der Medizin muss die Behandlung gezielt erfolgen, um ungewollte gefährliche Risiken und Nebenwirkungen zu minimieren. Die beiden Gesundheitsinitiativen sind aber klassische Behandlungsfehler. Sie lösen keine Probleme, sondern schaffen neue und sind deshalb abzulehnen. Bei einem Nein treten die zielgerichteten Gegenvorschläge in Kraft.

Wenn man mit einem leicht ver­stauch­ten Knö­chel zum Arzt kommt, er­war­tet man einen Druck­ver­band, nicht eine Ope­ra­ti­on. Eine fal­sche Be­hand­lung ist nicht nur schlecht für den Pa­ti­en­ten, son­dern auch für das Porte­mon­naie. Und im schlimms­ten Fall ver­ur­sacht ein Be­hand­lungs­feh­ler sogar noch mehr Scha­den als er zu be­he­ben ver­sucht. Womit wir zu den bei­den Ge­sund­heits­in­itia­ti­ven kom­men, über wel­che wir im Juni ab­stim­men wer­den.

Zum einen ist da die Prä­mi­en­ent­las­tungs­in­itia­ti­ve der SP. Das Sym­ptom der stei­gen­den Kran­ken­kas­sen­prä­mi­en be­kom­men wir alle zu spü­ren. Doch schon bei der Dia­gno­se un­ter­lau­fen hier oft­mals Feh­ler.[ Das Pro­blem sind näm­lich nicht ge­stie­ge­ne Prei­se, son­dern der Mehr­kon­sum](https://www.economiesuisse.ch/de/artikel/steigende-krankenkassenpraemien-die-menge-ist-das-problem). Die Be­hand­lung der SP geht denn auch viel zu weit und setzt fal­sche An­rei­ze. Ers­tens kos­tet die In­itia­ti­ve bis zu 12 Mil­li­ar­den Fran­ken – und das jähr­lich! Diese Kos­ten müss­ten un­wei­ger­lich über hö­he­ren Steu­ern und Ab­ga­ben fi­nan­ziert wer­den. Dafür be­zah­len müss­ten be­son­ders auch der Mit­tel­stand, Fa­mi­li­en und die KMUs. Zwei­tens kom­men fal­sche An­rei­ze dazu: Kan­to­ne mit tie­fe­ren Ge­sund­heits­kos­ten wür­den jene Kan­to­ne mit hohen Ge­sund­heits­kos­ten zu­sätz­lich quer­fi­nan­zie­ren.

Für viele Men­schen sind die Kran­ken­kas­sen­prä­mi­en eine echte Sorge. Un­be­han­delt kann man die Kran­ken­kas­sen­prä­mi­en nicht las­sen. Der in­di­rek­te Ge­gen­vor­schlag, wel­cher bei einem Nein zum Zug kom­men wird, setzt auf das jet­zi­ge Sys­tem und baut die­ses ge­zielt für Men­schen mit tie­fe­ren Ein­kom­men aus. Die­ses gut­schwei­ze­ri­sche Sys­tem ver­folgt einen fö­de­ra­lis­ti­schen An­satz und er­laubt den Kan­to­nen ge­zielt über die Art und Höhe der Prä­mi­en­ver­güns­ti­gun­gen ent­schei­den kön­nen.

Zum an­de­ren ist da die Kos­ten­brem­sen-In­itia­ti­ve der Mitte. Auch hier ist die Dia­gno­se für je­der­mann er­sicht­lich. Doch auch hier ist die vor­ge­schla­ge­ne Be­hand­lung ver­fehlt. Die In­itia­ti­ve führt näm­lich zu einer Ra­tio­nie­rung im Ge­sund­heits­we­sen. Für die Pa­ti­en­tin­nen und Pa­ti­en­ten be­deu­tet dies lange War­te­zei­ten und letzt­lich eine Zwei­klas­sen­me­di­zin. Auch hier gibt es einen in­di­rek­ten Ge­gen­vor­schlag, wel­cher bei einem Nein in Kraft tre­ten wird.

Es ist also klar: 2-mal Nein zu den Ge­sund­heits­in­itia­ti­ven im Juni wehrt gleich­zei­tig zwei Be­hand­lungs­feh­ler ab und führt zu bes­se­ren Lö­sun­gen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
