**Der Bundesrat beschliesst im Einklang mit seinem Öffnungsplan weitere Lockerungen für die Wirtschaft. Die Homeoffice-Pflicht hebt er allerdings nicht generell auf, sondern knüpft die Lockerung an regelmässige Tests in den Unternehmen. Diese Massnahme schafft nach Ansicht der Arbeitgeber zahlreichen Ungleichheiten und führt zu Engpässen bei den Testkapazitäten.**

Der Bundesrat will angesichts von rückläufigen Ansteckungszahlen und von Fortschritten beim Impfen den eingeschlagenen Öffnungsweg weitergehen. Dazu hat er die [Vorschläge für einen nächsten Öffnungsschritt](https://arbeitgeber.us9.list-manage.com/track/click?u=56a31f9dc26f472dc5cbdbe11&id=68aff82186&e=0f15dcaf97) vorgestellt. Definitiv beschliessen wird der Bundesrat das Paket am 26. Mai, nachdem sich die Kantone, zuständigen Parlamentskommissionen und die Sozialpartner geäussert haben.

Die Wirtschaft kann sich gemäss den bundesrätlichen Plänen auf weitere Lockerungen einstellen. Ab dem 31. Mai sollen etwa die Innenräume von Restaurants wieder zugänglich werden, oder für öffentliche Veranstaltungen soll in Innenräumen die Grenze von 50 auf 100 Personen angehoben werden. Wieder aufgehoben wird zudem die Homeoffice-Pflicht, allerdings nur, wenn die Betriebe ihren Mitarbeitern ein Testkonzept anbieten. Der Schweizerische Arbeitgeberverband (SAV) begrüsst den längst fälligen Schritt zur Rückkehr zur Homeoffice-Empfehlung im Grundsatz. Die Unternehmen haben nämlich schon seit langem landesweit wirksame Schutzmassnahmen umgesetzt. Darum ist die Ansteckungsgefahr am Arbeitsplatz nicht höher als andernorts. Zudem hören viele Vorgesetzte von ihren Angestellten, dass sie nach teilweise seit über einem Jahr im Homeoffice an ihre psychischen Belastungsgrenzen gestossen sind und darauf drängen, zumindest wieder teilweise im Büro arbeiten zu können. Die generelle Umwandlung in eine Homeoffice-Empfehlung würde die Situation nach Ansicht der Arbeitgeber nachhaltig entschärfen.

Nicht einverstanden ist der SAV hingegen, dass die Aufhebung der Homeoffice-Pflicht an eine Verpflichtung zu regelmässigen, wöchentlichen Massentests in den Unternehmen gebunden wird. Die Arbeitgeber kritisieren, dass dieser Vorschlag unweigerlich zu grossen Ungleichheiten führt. Zum einen haben kleine Unternehmen meistens schlechtere Voraussetzungen zum Einrichten von Testmöglichkeiten. So ist der Aufbau einer Testlogistik innerhalb des Unternehmens kompliziert und führt zu Kosten, die von den testwilligen Unternehmen selbst zu berappen sind. Zum andern sind die Verfügbarkeit und Kapazität für Massentests je nach Kanton sehr unterschiedlich. Beispielsweise nehmen einzelne Kantone bisher vorwiegend als riskant bezeichnete Unternehmen in ihre Testprogramme auf. Der SAV erachtet das Risiko deshalb als hoch, dass es zu ungerechtfertigten Ungleichbehandlungen von einzelnen Unternehmen kommen wird. Es ist daher nur ein schwacher Trost, dass der Bundesrat mit der dritten, der sogenannten Normalisierungsphase, die Homeoffice-Pflicht ohne Vorgaben aufheben will.

Der Bundesrat hat ausserdem entschieden, die [Höchstdauer für den Bezug der Kurzarbeitsentschädigung](https://arbeitgeber.us9.list-manage.com/track/click?u=56a31f9dc26f472dc5cbdbe11&id=93ae278608&e=0f15dcaf97) von 18 auf 24 Monate zu erhöhen. Der SAV begrüsst diese Ausweitung, mit der angeschlagene Unternehmen bessere Chancen haben, die Krise ohne Einschnitte beim Personal zu bewältigen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
