**Die HAW hat kürzlich für das am 13. Juni 2021 zur Abstimmung stehende CO2-Gesetz die Ja-Parole gefasst und unterstützt die Ziele des Pariser Abkommens und die angestrebte deutliche Reduktion des CO2-Ausstosses. Viele Winterthurer Unternehmen haben längst eigenverantwortlich Massnahmen ergriffen, um ihren CO2-Ausstoss zu reduzieren und weitere werden folgen. Die HAW begrüsst, dass in Winterthur das Ziel der CO2 Neutralität bis 2030 nicht weiterverfolgt wird, da die Zielsetzung unrealistisch und die Kosten zu hoch sind. Der von der Stadt vorgelegte Umsetzungsplan ist allerdings inkonsistent und vor allem zu teuer.**

Die lokale Wirtschaft setzt sich schon lange für nachhaltiges Wirtschaften ein. Winterthurer Unternehmen haben z.B. bereits 2004 ein Programm für mehr Energie-Effizienz gestartet. Die HAW berichtet auf Ihrer Webseite regelmässig über Umweltprojekte ihrer Mitglieder, die ökologisch sinnvoll sind und sich auch betriebswirtschaftlich rechnen. Der Klimawandel ist für die HAW Realität. Sie ist aber überzeugt davon, dass Verbote und Symbol-Politik der falsche Weg zur erfolgreichen Bewältigung sind. Klimaziele dürfen nicht zu Wettbewerbsnachteilen lokaler Firmen führen, das heisst dass Vorgaben, die nur in Winterthur gelten sollen, zu unterlassen sind.

Mit Blick auf die städtischen Finanzen sind Zusatzkosten von über CHF 6 Mio. oder mindestens 2 zusätzlichen Steuerprozenten nicht akzeptabel. Die Steuerbelastung ist in Winterthur mit 125 Steuerprozenten heute schon zu hoch und im Kanton Zürich nicht mehr wettbewerbsfähig. Der von der Stadt vorgeschlagene Umsetzungsplan überzeugt nicht: Es braucht z.B. nicht 10 zusätzliche Stellen, um die Klimaziele zu erreichen. Stadt- und Gemeinderat werden aufgerufen, Klimamassnahmen derart zu planen und zu realisieren, dass diese nicht zu einer höheren Steuerbelastung führen. Die HAW fordert, dass Kosten für Mehrausgaben für sinnvolle ökologische Massnahmen andernorts eingespart werden.

Gerade in der heutigen Zeit, in welcher viele Betriebe infolge Corona leiden, sind Steuererhöhungen fehl am Platz. Die Politik muss lernen, dass nicht jede neue Herausforderung mit mehr Personal und mehr Geld gelöst werden kann. Das neue CO2-Gesetz bringt für Unternehmen und Konsumenten ohnehin zusätzliche Kosten. Mittel für Investitionen können zum Beispiel geschaffen werden, indem sich Stadtwerk von der Beteiligung Aventron löst, die weder einen konkreten Nutzen für die Klimaziele in Winterthur bringt noch finanziell attraktiv ist.

Im Zusammenhang mit den Klimazielen muss auch die Frage gestellt werden, welches Wachstum Winterthur anstrebt. Nur ein reines auf mehr Einwohner ausgerichtetes Wachstum macht weder ökonomisch noch ökologisch Sinn. Damit die Klimaziele erreicht werden, braucht es nicht primär Verbote und Abgaben sondern Innovationen und neue Technologien. Wir sehen hier eine Chance für den Technologiestandort Winterthur und die lokalen Unternehmen. Die Clusterstrategie kann dazu einen wichtigen Beitrag leisten.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
