Die SVP greift mit ihrer Zuwanderungsinitiative ein Thema auf, das viele Menschen im Land bewegt. Zweifellos bringt eine wachsende Schweiz Herausforderungen mit sich. Das dürfen wir nicht beschönigen. Deshalb ist es richtig und wichtig, dass wir über das Bevölkerungswachstums diskutieren. Die Abstimmung vom 14. Juni bietet dafür den nötigen Raum.

**Wollen wir ein Land sein, das sich entwickeln kann?  
**Bevor wir über konkrete Massnahmen sprechen, müssen wir uns bewusst sein: Im Kern der Debatte steckt eine fundamentale Frage: Wollen wir in einem Land leben, das sich entwickeln kann, oder in einer Gesellschaft, die schrumpft und die beschleunigt überaltert? Für mich ist die Antwort klar: Eine gewisse Dynamik bei der Bevölkerungsentwicklung ist die Voraussetzung dafür, dass wir auch in Zukunft attraktive Lebensbedingungen und soziale Sicherheit haben.

**Bevölkerungsdeckel ist ein untaugliches Instrument  
**Das führt mich zur Initiative: Das von der SVP präsentierte Rezept zur Steuerung der Bevölkerung ist grundfalsch. Ein fixer Bevölkerungsdeckel sieht oberflächlich nach Ordnung aus, entpuppt sich bei näherem Hinsehen jedoch als untaugliches Instrument, um die Zuwanderung zu steuern. Starre Quoten führen unweigerlich zu Kontingenten und einer unerträglichen Arbeitskräfte-Bürokratie, die wir mit den bilateralen Verträgen überwunden haben. Das Resultat ist ein schädliches Gezerre einzelner Branchen und Unternehmen um Fachkräfte. Es drohen Blockaden und Mangelzustände. Sie gefährden den Wohlstand und die Gesundheitsversorgung ganz direkt. Ein starrer Deckel ist kein Instrument der Ordnung, sondern ein Garant für Willkür und Chaos.

**Es braucht wirkungsvolle Massnahmen  
**Wirkungsvolle Alternativen zu einem starren Bevölkerungsdeckel gibt es. Erstens muss das Asylrecht endlich konsequent umgesetzt werden. Zweitens müssen wir die Baubewilligungsverfahren vereinfachen und konsequent mehr bauen und erneuern. Drittens gilt es die Infrastrukturen zeitgemäss weiterzuentwickeln. Und viertens müssen wir das inländische Arbeitskräftepotenzial besser ausschöpfen. Beispielsweise würde eine moderate Erhöhung der Jahresarbeitszeit den Bedarf an Zuwanderung spürbar dämpfen, ohne die wirtschaftliche Substanz zu gefährden.

Diese Massnahmen entschärfen die Druckpunkte für die Bevölkerung, ohne Bürokratie und ohne die Beziehungen zu Europa aufs Spiel zu setzen. Stabilität mit unserem wichtigsten Markt ist wichtiger denn je. Eine Kündigung der bilateralen Verträge wegen einer verfehlten Zuwanderungspolitik können wir uns nicht leisten. Müssten wir im Zuge dessen auch noch die Abkommen von Schengen/Dublin aufgeben, fiele ein wichtiger Schutzschild gegen ungesteuerte Asylmigration weg. Die Schweiz liefe Gefahr, zur Anlaufstelle für Zweitanträge aus ganz Europa zu werden. Die Zuwanderung von Fachkräften würde durch die vermehrte Zuwanderung von Asylsuchenden ersetzt. Dies kann nicht im Sinne der Erfinder sein.

Wer Chaos verhindern will, sagt deshalb Nein zu dieser untauglichen Initiative – zumal es gute Alternativen zu einem starren Bevölkerungsdeckel gibt.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
