**Innovation ist die Grundlage des Schweizer Wohlstands. Sie hält Unternehmen wettbewerbs-fähig, bringt neue Produkte hervor und schafft hochwertige Arbeitsplätze. Dass die Schweiz seit 15 Jahren als innovationsstärkstes Land der Welt gilt (vgl. [Innovationsindex 2025](https://www.wipo.int/web-publications/global-innovation-index-2025/en/gii-2025-at-a-glance.html)), ist kein Zufall, sondern das Ergebnis eines offenen, leistungsfähigen und international vernetzten Standorts. **

Zentral für diese Innovationskraft sind Menschen. Fortschritt entsteht durch hochqualifizierte Fachkräfte, Forschende, Entwickler und Unternehmerinnen. Gerade in technologieintensiven Bereichen ist Wissen der entscheidende Rohstoff. Weil solche Talente hierzulande knapp sind, ist der Innovationsstandort auf die Zuwanderung angewiesen. Einschränkungen beim Zugang zu dringend benötigten Fachkräften, wie sie die Chaos-Initiative vorsieht, würden die Innovationsfähigkeit der Schweiz spürbar beeinträchtigen und den Wirtschaftsstandort nachhaltig schwächen.

Besonders deutlich wird die Bedeutung der Zuwanderung in der Forschung: Rund jede zweite Forscherin und jeder zweite Forscher in der Schweiz stammt aus dem Ausland, in der Pharmaindustrie sogar etwa zwei Drittel. Ohne diesen internationalen Talentpool wäre Spitzenforschung in diesem Umfang nicht möglich.

Zuwanderung treibt Innovation voran  
Die Schweiz hat schon immer von Zuwanderung profitiert. Als rohstoffarmes Land basiert ihr Erfolg auf Talent, Unternehmergeist und Offenheit. Zahlreiche international erfolgreiche Schweizer Unternehmen sind zudem aus der Initiative von Einwanderern entstanden. Beispiele wie Nestlé, Swatch oder ABB zeigen exemplarisch, wie Immigranten hierzulande mit ihrem Unternehmergeist Firmen aufgebaut haben, die bis heute Arbeitsplätze schaffen, Innovation vorantreiben und den Wohlstand der Schweiz prägen.

Auch heute tragen ausländische Fachkräfte überdurchschnittlich zur Innovationsleistung der Schweiz bei: Sie gründen rund 39 Prozent aller Unternehmen, prägen mit rund der Hälfte aller Start-ups die Dynamik des Gründungsökosystems und stehen hinter 78 Prozent der Schweizer Unicorns (nicht-börsennotiertes Start-up mit einer Bewertung von über einer Milliarde US-Dollar). Zudem sind sie an 37 Prozent der Patentanmeldungen beteiligt, wobei die Deutschen die grösste Gruppe stellen. Internationale Talente stärken damit nicht nur die Start-up-Szene, sondern auch die technologische Entwicklung und die globale Vernetzung des Innovationssystems.

Chaos-Initiative schadet hochvernetztem Innovationsstandort  
Vor diesem Hintergrund ist die Chaos-Initiative der SVP schädlich. Starre Obergrenzen bei der Zuwanderung verkennen die Realität eines hochvernetzten Innovationsstandorts. Sie erschweren den Zugang zu dringend benötigten Fachkräften und gefährden die Wettbewerbsfähigkeit der Schweiz. In einem globalen Wettbewerb um Talente wäre Abschottung ein klarer Standortnachteil.

Die Schweiz lebt von Offenheit, Exzellenz und internationalem Austausch. Wer ihre Innovationskraft sichern und den Wohlstand von morgen ermöglichen will, muss Zuwanderung als Teil der Lösung verstehen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
