Vor über 20 Jahren hat die Schweiz die Schuldenbremse eingeführt. Seither schützt diese den Bundeshaushalt vor unkontrollierten Ausgaben. Die Stimmbevölkerung sprach sich im Dezember 2001 mit 85 Prozent Zustimmung für die Schuldenbremse aus. Das Volk weiss es seit eh und je: Man kann nicht mehr ausgeben, als man einnimmt. Die Verankerung der Schuldenbremse in der Verfassung war ein demokratischer Volltreffer.

**Schuldenbremse ist nötiger denn je  
**Heute ist der Mechanismus der Schuldenbremse nötiger denn je. Denn auch bei uns breitet sich im alltäglichen Politisieren eine Selbstbedienungsmentalität aus. Neue Leistungen werden beim Staat bestellt. Oft bleibt aber die Frage der Finanzierung offen. Versprochene Leistungen sind politisch attraktiv, nicht jedoch die Frage, wer die Rechnung bezahlt. Und so wächst auch bei uns der Druck beim Staatshaushalt. Ohne übergeordnete Kontrolle käme es zur Schuldenspirale, welche kommende Generationen belastet.

Immerhin ringt der Bundesrat um Ordnung. Das Entlastungspaket 27 soll den Haushalt um über 2 Milliarden Franken im Jahr 2027 und um 3 Milliarden Franken im Jahr 2028 entlasten. Derzeit liegt das Paket beim Parlament. Die Gefahr ist gross, dass diverse Massnahmen zur Entlastung des Bundeshaushalts wieder aus dem Paket genommen werden. Die Position der Wirtschaft ist klar: Das Entlastungsvolumen muss erhalten bleiben, nur so lässt sich der Bundeshaushalt stabilisieren.

**Frankreich als Negativbeispiel  
**Dank der Schuldenbremse muss die Politik handeln – sie diktiert den Ausgleich. Ohne die Schuldenbremse gäbe es keine Dringlichkeit. Stellen Sie sich vor, wir hätten dieses intelligente Grundprinzip nicht. Dann sähen wir wohl Zustände wie im Ausland: Schuldenwirtschaft ohne Ende. [Frankreich](https://news.economiesuisse.ch/e/4f927f3c6102b2b8/nl/47ef1b09f66ef662872b02d6/link/208718/90a68f9ec6d99e7fdba5505338c64654ad474c12/de/-) zum Beispiel verstrickt sich in endlose Defizite. Unsere Schuldenquote liegt deutlich tiefer – dank der Schuldenbremse. Sie diszipliniert die Politik.

**Nutzen der Schuldenbremse ist enorm  
**Die Schuldenbremse sorgt für Stabilität und ist wohl einer der am meisten unterschätzten Erfolgsfaktoren der Schweiz. Sie schafft Vertrauenswürdigkeit und das Triple-A-Rating spart Zinskosten von jährlich hunderten Millionen Franken. Das ist auch ein «Booster» für die Standortattraktivität, denn Investoren lieben Vorhersehbarkeit. Aus meiner Sicht ist die Schuldenbremse eine der besten Erfindungen der Schweizer Politik.

Und weil sie so wirksam ist, zirkulieren auch immer wieder Ideen, die Schuldenbremse zu schwächen. Bei knappen Mitteln eskalieren die Verteilkämpfe, das ist normal. Wir dürfen jedoch nicht zulassen, dass die Schuldenbremse ausgehöhlt wird.

Ganz im Gegenteil: Wir müssen der Schuldenbremse Sorge tragen. Deshalb appelliere ich an alle: Verteidigt die Schuldenbremse. Sie schützt Wettbewerbsfähigkeit und Wohlstand. Und sie sorgt dafür, dass wir bei der Verwendung staatlicher Mittel zum einen priorisieren und zum anderen effizient wirtschaften.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
