**Am 7. März 2021 kommt die nächste eidgenössische Vorlage mit hoher wirtschaftlicher Bedeutung an die Urne. Dann entscheidet das Stimmvolk, ob die Schweiz das Freihandelsabkommen zwischen den EFTA-Staaten und Indonesien ratifizieren soll. Obwohl dieses ein sehr weitgehendes Nachhaltigkeitskapitel mit verbindlichen Regeln enthält, gibt es Opposition aus links-grünen Kreisen.**

Indonesien ist weit mehr als nur eine beliebte Feriendestination. Das südostasiatische Land weist für Schweizer Exporteure ein grosses Potenzial auf: Indonesien hat 267 Millionen Einwohnern, eine wachsende Mittelschicht und einen grossen Investitionsbedarf bei Infrastrukturen. Allein im letzten Jahr wurden Schweizer Waren im Wert von fast einer halben Milliarde Franken exportiert. Gerade für den Industriestandort Winterthur würden sich mit dem Abschluss des Freihandelsabkommens, das die Staaten der Europäischen Freihandelsassoziation EFTA (Schweiz, Island, Liechtenstein, Norwegen) und Indonesien zusammen ausgehandelt haben, neue Möglichkeiten ergeben. Denn das südostasiatische Land wird in Zukunft eine zunehmende Nachfrage nach Industrieprodukten wie Maschinen, Apparaten oder Elektronik aufweisen.

**Abbau von Handelshürden  
**Heute existieren hohe Handelshemmnisse für Importe nach Indonesien. So betragen die Zölle für Schweizer Industriegüter durchschnittlich acht Prozent. Mit Inkrafttreten des Abkommens würden viele dieser Barrieren abgebaut. Mittelfristig fallen 98 Prozent der Zölle ganz weg, der Schutz des Geistigen Eigentums wird gestärkt (z.B. Patente) und die Investitionssicherheit erhöht. Da weder die EU noch die USA ein derartiges Abkommen mit Indonesien haben, würde die Schweiz einen spürbaren Wettbewerbsvorteil erhalten.

**Freihandel als wichtiges Marktinstrument  
**Die Debatte über das Freihandelsabkommen kommt zum richtigen Zeitpunkt. Der Welthandel wird je länger je unsicherer. Protektionistische Tendenzen nehmen zu, und Grossmächte schotten sich vermehrt gegen aussen ab. Die Schweiz tut deshalb gut daran, ihre Interessen über bilaterale Handelsbeziehungen abzusichern und ihr Wirtschaftsnetzwerk weiter zu diversifizieren – gerade mit solchen Abkommen. Denn sie sind ein Garant für Rechts-, Planungs- und Investitionssicherheit; und zwar branchenübergreifend.

**Importerleichterungen nur für nachhaltig produziertes Palmöl  
**Gegen dieses wichtige Abkommen haben links-grünen Kreise das Referendum ergriffen. Hauptkritikpunkt: Im Falle einer Annahme würden die Tore für den unkontrollierten Import von Palmöl geöffnet. Das stimmt allerdings nicht. Denn hier liegt ein äusserst fortschrittliches Verhandlungsergebnis auf dem Tisch, das nicht nur wirtschaftliche Aspekte berücksichtigt. Es enthält ein Kapitel mit weitreichenden Nachhaltigkeitsbestimmungen, die v.a. den Handel mit Palmöl betreffen. Konkret wird nur nachhaltig produziertes und rückverfolgbares Palmöl von den ausgehandelten Begünstigungen profitieren. Kein anderes Abkommen geht in diesem Punkt so weit. Diese verbindliche Vertragsklausel ist somit eine grosse Chance für mehr Nachhaltigkeit im Handel.

**Wichtiger Beitrag zur nachhaltigen Entwicklung**   
Bei Diskussionen zur Nachhaltigkeit geht oft vergessen, dass diese nicht nur aus einer ökologischen, sondern auch aus einer ökonomischen und sozialen Dimension besteht. Deshalb dürfen sie nicht voneinander getrennt betrachtet werden. Für die Schweizer Aussenwirtschaft ist eine nachhaltige Entwicklung in allen drei Dimensionen zentral. Denn nur mit einem rücksichtvollen Einsatz der Produktionsfaktoren Arbeit, Boden und Kapital lässt sich die wirtschaftliche Tätigkeit auf Dauer sichern. Mit ihrem Engagement in Ländern wie Indonesien schaffen Schweizer Firmen neue Arbeitsplätze vor Ort, erhöhen den Wohlstand und reduzieren die Armut, auch dank Wissens- und Technologietransfers. Damit verschaffen sie der lokalen Bevölkerung einen besseren Zugang zu Bildung und Gesundheit. Somit ist das Freihandelsabkommen für beide Seiten eine klassische Win-Win-Situation.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
