Hohe Strompreise sind für den Wirtschaftsstandort Schweiz eine Herausforderung. Besonders dann, wenn das europäische Ausland enorme Finanzhilfen gewährt und die Wettbewerbsfähigkeit der Schweiz leidet. Eine breite Allianz aus Stromproduzenten und -verbrauchenden hat sich auf Initiative von economiesuisse zusammengefunden, um die Folgen der hohen Strompreise zu adressieren. Die beteiligten Organisationen bekennen sich zu marktwirtschaftlichen Instrumenten und erteilen fehlgeleiteten Subventionen und Staatseingriffen, wie wir sie im Ausland beobachten, eine Absage.

#### DIE STROMPREISE SIND EIN ERNSTZUNEHMENDES PROBLEM FÜR UNSEREN WIRTSCHAFTSSTANDORT

Noch vor wenigen Wochen waren kurzzeitig derart hohe Strompreise zu beobachten, dass die monatlichen Stromkosten für viele Unternehmen höher waren als sonst in einem ganzen Jahr. Erschwerend kommt hinzu, dass im EU-Raum Verbraucherinnen und Verbrauchern mit fast 700 Milliarden Euro Staatsgeldern unter die Arme gegriffen wird. Das bedeutet ungleich lange Spiesse für die Schweizer Firmen, die mit massiv subventionierten Unternehmen im Wettbewerb stehen. Auch für die Stromproduzenten bedeuten die ausgetrockneten Märkte, die hohe Preisvolatilität und die zunehmenden Staatsinterventionen erhebliche Herausforderungen.

#### EINE BREITE ALLIANZ VON BETROFFENEN ERARBEITET LÖSUNGSVORSCHLÄGE

Die drei grossen Elektrizitätsunternehmen der Schweiz (Alpiq, Axpo und BKW) sowie die Verbände besonders betroffener Branchen auf der Nachfrageseite (cemsuisse, fial, GGS, Handel Schweiz, IGEB, scienceindustries, Swiss Textiles, Swissmem) haben auf Initiative des Dachverbands economiesuisse die aktuellen Probleme besprochen, notwendige Massnahmen diskutiert und Lösungen erarbeitet. Denn die Wirtschaft kann sich in dieser schwierigen Situation am besten selbst helfen – ein Eingreifen des Staates darf nur das allerletzte Mittel sein.

#### DIE WIRTSCHAFT IST KLAR GEGEN ILLIBERALE MARKTEINGRIFFE

Die angespannte Situation an den Strommärkten macht Gegenmassnahmen notwendig. Solche Massnahmen sollen zu einer Entlastung von existenziell bedrohten Firmen beitragen, gleich lange Spiesse zum Ausland schaffen und die Wettbewerbsfähigkeit der Schweizer Unternehmen stärken. Das oberste Ziel ist es, grosse volkswirtschaftliche Schäden abzuwenden. Dabei kommt es einer Gratwanderung gleich, die richtigen Massnahmen zur richtigen Zeit zu finden. Stromproduzenten und -verbrauchende sind sich einig: Marktverzerrungen und Unterstützung nach dem Giesskannenprinzip sind zu vermeiden. Massnahmen müssen den ohnehin strapazierten Staatshaushalt schonen sowie subsidiär und international abgestimmt sein.

#### DREI HEBEL FÜHREN ZUM ZIEL: STÄRKUNG DER RESILIENZ, TEMPORÄRE ENTLASTUNGEN UND INNOVATIVE MARKTLEISTUNGEN

Stromunternehmen und Verbrauchende arbeiten Hand in Hand, um durch Innovation und Weiterentwicklung des Produkteangebots marktwirtschaftliche Instrumente zu bieten, die eine Glättung der Strompreise und beidseitig mehr Planungs- und Investitionssicherheit bieten. Dazu gehören insbesondere Power Purchasing Agreements (PPA) und andere Formen von Langfristverträgen. Kommt es hart auf hart, stehen mit Kurzarbeit, allfälligen Liquiditätshilfen sowie der Reduktion von Abgaben auf dem Strompreis minimalinvasive und bewährte staatliche Instrumente zur Verfügung, um die Resilienz der Unternehmen zu stärken und sie temporär zu entlasten.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
