Die Weltwirtschaft befindet sich in einer Phase extremer Volatilität. Während wir einerseits durch technologische Sprünge enorme Wachstumsperspektiven sehen, verdüstern andererseits geopolitische Erschütterungen den Horizont. Der militärische Schlagabtausch zwischen den USA, Israel und Iran verstärkt die wirtschaftliche Unsicherheit.

Mercosur-Abkommen ist ein Meilenstein   
Auch die weltweiten Handelskonflikte halten an. Ein Lichtblick hingegen ist die Unterzeichnung des Freihandelsabkommen mit den Mercosur-Staaten (Brasilien, Argentinien, Paraguay, Uruguay), welches nun dem Parlament vorgelegt wird. Dies ist ein strategischer Meilenstein. In einem Markt mit rund 270 Millionen Menschen werden künftig für über 97 Prozent unserer Exporte die Zölle drastisch gesenkt oder ganz wegfallen.

Heute werden Schweizer Exporte im Schnitt mit sieben Prozent Zoll belegt, in sensiblen Bereichen mit bis zu 35 Prozent. Das Abkommen macht Schweizer Produkte nun in diesen wichtigen südamerikanischen Märkten konkurrenzfähiger und schafft damit Arbeitsplätze. Jährlich entfallen schätzungsweise 155 Millionen Franken an Zollabgaben.

Das zügige Voranschreiten bei Mercosur ist auch deshalb wichtig, weil auch die EU ein solches Abkommen mit den Mercosur-Staaten hat. Die Schweiz hat die Chance, sich den diskriminierungsfreien Marktzugang in Südamerika zu sichern. Das ist erfreulich – und ein Zeichen, dass die Schweiz weiterhin auf Offenheit setzt.

**Erfolg ist kein Selbstläufer **  
Trotz den Kriegen in der Ukraine und im Nahen Osten sowie der Unsicherheit um die US-Zölle steht die Schweiz gut da. Unsere Positionierung als Innovationshub in der technologischen Entwicklung – von der KI bis zur Biotechnologie – verleiht uns eine strukturelle Stärke. Doch diese Stärke ist kein Selbstläufer. Sie bedingt einen ungehinderten Zugang zu den Weltmärkten. Auch künftig müssen wir unsere Interessen offensiv vertreten. Zwei Punkte scheinen mir zentral:

| 1. | Freihandelsabkommen wie jenes mit Mercosur gilt es konsequent umzusetzen, um neue Wachstumsmärkte zu erschliessen. Gleichzeitig muss die Schweizer Handelspolitik weitere Märkte und Weltregionen erschliessen. |
| --- | --- |
| 2. | Erreichtes gilt es zu sichern. Ein Chaos im Verhältnis zu unserem wichtigsten Handelspartner, der EU, können wir uns nicht leisten. |

**Offenheit als Versicherung **  
Das bringt mich zu einer innenpolitischen Herausforderung von grosser Bedeutung. Und zwar zur Abstimmung über die «10-Millionen-Schweiz»-Initiative im kommenden Juni. Diese Initiative will die Bevölkerung auf 10 Millionen Menschen begrenzen – ein Bevölkerungsdeckel. Klar ist: Diese Initiative atmet den Geist der Abschottung und Eingrenzung.

In einer Welt, die ohnehin aus den Fugen gerät, ist die Selbstisolation jedoch ein unverantwortliches Experiment. Unsere Unternehmen brauchen auch in Zukunft Zugang zu Fachkräften, um im globalen Wettbewerb zu bestehen. Und dies mehr denn je, denn die demografische Entwicklung zeigt, dass mehr Menschen den Arbeitsmarkt verlassen und in Rente gehen als junge Menschen in den Arbeitsmarkt nachrücken. Hinzu kommt, dass die Initiative den bilateralen Weg gefährdet. Wird die Personenfreizügigkeit gekündet, bedeutet dies ein Kollaps für die bilateralen Verträge. Chaos und Abschottung sind keine Rezepte für die Schweiz.

Für mich ist deshalb klar: Die Schweiz sollte weiterhin auf Offenheit setzen. Offenheit ist kein Risiko, sondern unsere beste Versicherung.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
