**Gleich über zwei zukunftsträchtige AHV-Vorlagen stimmt das Schweizer Stimmvolk am 3. März 2024 ab: Sowohl über die kostspielige und unnötige Initiative für eine 13. AHV sowie über die innovative Renteninitiative.**

Die demografische Entwicklung belastet unser Vorsorgesystem stark: Einerseits wird die Bevölkerung immer älter – profitiert also länger von den Rentenleistungen. Andererseits kommen geburtenschwache Jahrgänge nach – zahlen also weniger in die 1. Säule ein. Zusätzlich erreichen in den nächsten Jahren die sogenannten «Baby-Boomer» das Rentenalter – diese belasten die AHV durch ihre Renten zusätzlich.

Mit der Annahme der AHV-21-Reform im September 2022 ist die 1. Säule nicht nachhaltig saniert, sondern kurzfristig stabilisiert. Dass diese gute Grundlage nun mit der Forderung nach einer 13. AHV-Rente angegriffen wird, ist unverständlich. Vielmehr braucht es eine Reform, welche nachhaltig wirkt und die Altersvorsorge den aktuellen Gegebenheiten anpasst – so wie die Renteninitiative.

## NEIN zur 13. AHV-Rente

Die zukünftige Finanzierung der AHV sieht schon jetzt – trotz kurzfristiger Stabilisierung dank der Annahme der AHV-21-Reform – alles andere als rosig aus: Es erwartet uns ein dickes Minus von mehreren Milliarden Franken.

Die Initiative für eine 13. AHV-Rente möchte die angespannte Situation der 1. Säule nun weiter unter Druck setzen: Es soll allen Rentnerinnen und Rentnern eine zusätzliche AHV-Rente pro Jahr ausbezahlt werden. Woher dieses Geld kommen soll (z.B. durch höhere Mehrwertsteuern oder Lohnabgaben), ist komplett offen.

Die Initiative soll sozial wirken, ist dies aber überhaupt nicht. Im Giesskannenprinzip wird allen Bezügerinnen und Bezügern eine zusätzliche Rente ausbezahlt. Entsprechend erhalten auch diejenigen Personen, die bereits eine Maximalrente erhalten, eine zusätzliche in derselben Höhe beziehungsweise gilt Gleiches auch für die Minimalrente.

Für bedürftige Rentnerinnen und Rentner gibt es bereits heute mit den Ergänzungsleistungen (EL) Möglichkeiten zur Aufstockung der Zahlungen.

**Auch Bundesrat und Parlament dagegen  
**Im Mai 2022 verabschiedete der [Bundesrat eine Botschaft](https://www.bsv.admin.ch/bsv/de/home/publikationen-und-service/medieninformationen/nsb-anzeigeseite.msg-id-88978.html) zuhanden des Parlaments, in der er sich klar gegen eine 13. AHV-Rente ausspricht.

Der Bundesrat erkennt ebenfalls, dass eine 13. AHV finanziell nicht tragbar ist für das wichtigste Schweizer Sozialwerk. Ausserdem ist die Initiative ungerecht, denn es erhalten alle eine 13. Rente, unabhängig der Höhe. Entsprechend erhält eine zusätzliche Maximalrente, wer bereits eine Maximalrente erhält.

Ausserdem gibt auch der Bundesrat zu bedenken, dass – wo notwendig – Ergänzungsleistungen die Existenzsicherung garantieren kann.

Sowohl der [National- als später auch der Ständerat sagen «Nein» zur Initiative](https://www.parlament.ch/de/ratsbetrieb/suche-curia-vista/geschaeft?AffairId=20220043). Auch sie erkennen, dass die Initiative finanziell nicht tragbar ist und die zusätzliche Rente nach dem Giesskannenprinzip an alle verteilt würde.

## JA zur Renteninitiative

Die Renteninitiative der Jungfreisinnigen sieht zusätzlich zu Erhöhung des Rentenalters auf 66 Jahre eine Koppelung des Rentenalters an die Lebenserwartung vor. Damit trägt sie der steigenden Lebenserwartung Rechnung und sichert eine langfristige Finanzierung der AHV. Denn angesichts der finanziellen Schieflage der AHV sind trotz der [angenommenen Reform «AHV 21»](https://www.arbeitgeber.ch/sozialpolitik/back-to-the-roots-die-ahv-braucht-einen-reform-rhythmus/) weitere strukturelle Reformen des wichtigsten Sozialwerks der Schweiz dringend nötig. Nur so ist gesichert, dass auch künftige Generationen von einer Rente aus der ersten Säule profitieren können.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
