 1,29 Kinder pro Frau. Diese Zahl hat das Bundesamt für Statistik (BFS) kürzlich veröffentlicht. Sie ist nicht einfach eine weitere statistische Grösse. Die Zahl ist ein Weckruf. Seit die durchschnittliche Kinderzahl pro Frau gemessen wird, war die Geburtenrate noch nie so tief. Seit 2019 ist die Geburtenzahl um 9,2 Prozent gesunken – ein Rückgang, wie er zuletzt in den 1970er-Jahren vorkam.

Gleichzeitig gehen die geburtenstarken Jahrgänge in Rente. Der Anteil der 20- bis 64-Jährigen an der Gesamtbevölkerung schrumpft schon seit einigen Jahren. Die demografische Entwicklung trifft die Schweizer Wirtschaft direkt: Der Arbeitskräftemangel wird sich in den nächsten Jahren weiter verschärfen und stellt eine zunehmende Belastung für unser Land dar.  

**Ohne Kinder und Erwerbstätige geht es nicht**   
Die Konsequenzen der Entwicklung sind zwar bekannt, werden aber viel zu selten beim Namen genannt: Zum einen droht die AHV immer mehr, sich zu einem verhängnisvollen Umlagesystem ohne ausreichende Beitragszahler zu entwickeln. Der weitere Ausbau der Sozialwerke – nicht nur der AHV – geht voll zulasten der arbeitenden Bevölkerung und besonders der Jungen. 

Zum anderen gefährdet die demografische Entwicklung unseren Wohlstand. Ohne genügend Nachwuchs werden in immer mehr Bereichen des öffentlichen und wirtschaftlichen Lebens Arbeitskräfte fehlen. Immer mehr Empfänger von Renten und staatlichen Leistungen treffen auf immer weniger Erwerbstätige, die das Ganze finanzieren müssen.

Klar ist: Die Demografie lässt sich nicht «austricksen». Wir können sie nicht ändern, aber wir können und müssen die richtigen Antworten finden, um die Zukunft zu bewältigen. Sonst wird der Wohlstand pro Kopf langfristig sinken. Was ist also zu tun? 

**Vier Massnahmen sind entscheidend**   
Erstens brauchen wir eine massiv höhere Arbeitsproduktivität. Das gelingt nur mit erstklassigen und innovationsfreundlichen Rahmenbedingungen: tiefe Regulierungsdichte, wettbewerbsfähige Steuern, offene Märkte und eine erstklassige Infrastruktur sind die Stichworte.

Zweitens gilt es, Digitalisierung und neue Technologien als Chancen zu verstehen und entschieden voranzutreiben. Produktivitätsfortschritte durch Automatisierung, KI und neue Arbeitsformen sind die einzige Möglichkeit, mit weniger Erwerbstätigen den gleichen oder höheren Wohlstand zu erzeugen.

Drittens müssen wir die effektive Lebensarbeitszeit erhöhen. Flexiblere Rentenmodelle, gleitende Übergänge in den Ruhestand und neue Karriere-Endmodelle sind nötig.  

Viertens bleibt der Zugang zu qualifizierten Arbeitskräften aus dem Ausland unverzichtbar. Die Personenfreizügigkeit mit der EU ist und bleibt ein wichtiger Schlüssel.     
   
Wer die notwendigen Antworten auf die demografischen Herausforderungen weiter verdrängt, gefährdet den Generationenvertrag und damit die Zukunftsfähigkeit des Standorts Schweiz. Die Zeit des Wegschauens ist vorbei. Wir haben die Instrumente, um zu handeln – jetzt müssen wir sie nur noch einsetzen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
